I am grateful to the hon. Lady, and I will be attending her salon next Monday to see how this important innovation in how the House works operates in practice. She makes a serious point: the Chamber is not the only forum in which the Government can be held to account. There is also Westminster Hall, and there are the Select Committees. We need to put the debate on the CSR in that broader context, looking at all the opportunities to hold the Government to account.

On 1 October the Government reversed the planned changes to legislation on houses in multiple occupation without giving Members a chance to debate the changes. As 92% of respondents to last year’s consultation said that there should be change, will the Leader of the House ensure that Members on both sides of the House have the chance to debate this important matter?

I understand the hon. Gentleman’s concern. My recollection, as a former Housing Minister, is that with HMOs over a certain size there is an obligation for the local authority to inspect and license them. With HMOs below that size, the local authority has all the powers it needs to intervene on a discretionary basis if it thinks that is right. However, I shall raise this issue with my right hon. Friend the Minister for Housing and Local Government and ask him to write to the hon. Gentleman.

Of course I understand the local concern about the proposed closure of the passport office in Newport. I will share that concern with my right hon. Friend the Home Secretary, so that she is aware of it, and I will write to the hon. Gentleman.

May we have a debate on the purpose and adequacy of the Office of Fair Trading, which today issued an extraordinary conclusion on the beer tie and the pub companies, whose conduct was widely criticised by the then Select Committee on Business and Enterprise? That criticism has been accepted by the previous Government and by this Government. May we have a debate on this important subject to see whether that body is fit for purpose?

I commend the work that the hon. Gentleman in the last Parliament did to safeguard pubs up and down the country. The question of the OFT might arise in the statement to be made shortly by my right hon. Friend the Minister for the Cabinet Office.

The children’s heart unit at Leeds general infirmary is one of the oldest in the country—it has performed life-saving operations for more than 40 years. May we have an urgent debate on the review of the 11 children’s heart units around the country to ensure that people do not have to travel miles for life-saving heart surgery?

Paediatric cardiac services are of considerable importance. Health Ministers are reviewing the situation at the moment—[Interruption.] The hon. Member for Bolsover (Mr Skinner) is complaining that the Government are holding reviews. He was around in 1997, but let me remind him that the Labour Government announced 38 reviews between 1 May and 27 June 1997. One former Cabinet Minister said at the time:

“We have hit the ground reviewing.”

We have hit the ground reforming.

The hon. Gentleman will know that the Deputy Prime Minister answers questions to the House like any other Minister—[Interruption.] The hon. Gentleman will have an opportunity to raise the matter with him. Alternatively, he can table a written question to the Deputy Prime Minister on the issue he has raised.

All the English Members of the House thoroughly enjoyed England’s qualification yesterday, and it was wonderful to see the cross of St George flying. However, it is still frustrating to hear England singing the wrong anthem—the anthem of the United Kingdom. Following the historic decision to use “Jerusalem” at the Commonwealth games, may we have a debate in the House about properly establishing an English national anthem for when England, as opposed to the United Kingdom, compete?

I am sure that England’s victory yesterday was celebrated not just in England but in Scotland and Wales. The hon. Gentleman raises an important issue. In future, whether or not something is debated in the House will be a matter for the Backbench Business Committee. In the meantime, he might like to try his luck in Westminster Hall.

I would be misleading the hon. Gentleman if I said that I could find time for a debate on that next week. However, may I suggest that he applies for a debate in Westminster Hall or for one on the Adjournment?

In the last Parliament, I asked the previous Leader of the House for a debate on the NHS’s use of independent sector treatment centres, following the tragic and unnecessary death of a constituent of mine at the Eccleshill facility in Bradford. May I ask the new Leader of the House for a debate in Government time on this important issue, so that we can reassure people that the use of independent sector treatment centres is both safe and appropriate for the NHS?

I was sorry to hear about the death of the hon. Member’s constituent. I see no reason why he should not get an answer from the Secretary of State for Health giving him an assurance that, where health authorities contract out and use the independent sector, they first of all assure themselves that all the appropriate safeguards are in place to ensure that patient health is not prejudiced.
