One reason we have taken our time to work with the local mayors is so that we can properly ensure that the improvements to inter-city connections that will be delivered through NPR can be integrated with local improvements. Mayors in the north of England have had a multibillion-pound settlement through transport for city regions funding. To unlock regeneration in many of the towns and cities with untapped potential, we need to that integration right.

I strongly welcome this statement, which recognises that Bradford, one of the largest and youngest cities, cannot be left behind any longer. I, along with my colleagues Madam Deputy Speaker—my hon. Friend the Member for Bradford South (Judith Cummins)—and the leader of Bradford council, have campaigned for more than a decade for a new station and better connectivity. We cannot have Bradford waiting another two decades. Can the Secretary of State confirm that the new station and that connectivity will be part of phase 1 of this programme?

My hon. Friend has championed the station in Bradford enormously over recent years, and I can assure him that we will press forward with the work that is already under way with the council on a business case for the station. We will reach decisions by the summer of this year. We have made funding available to then move forward into detailed design, pending those decisions.

Decisions about open access services, under the current model, are for the Office of Rail and Road to take. Network Rail supported the service that the right hon. Gentleman mentions, but the Office of Rail and Road took a different decision. If a new proposal comes forward, I am sure that Network Rail will look at it closely. We are keen to improve connectivity wherever we can. We are bringing forward this legislation because Great British Railways needs to take the track access decisions, so that we can ensure that decisions are taken in the best interests of passengers overall.

I thank the Secretary of State for the huge ambition in this truly transformative Bill. For cities like Bradford, that ambition must translate into real delivery, because Bradford has been left behind for far too long. When will she announce the development of a new, modern train station for Bradford, which will finally give our city the fast, direct connections that we have been denied for far too long? Will she also set out a timetable for progressing full connectivity in the TransPennine route upgrade?

My hon. Friend makes a compelling case, which has also been put to me by Mayor Tracy Brabin and the leader of Bradford council, Councillor Susan Hinchcliffe. I hope to say more about improving connectivity in the north of England in the weeks and months ahead.

Road and Rail Projects

We are seeing a step change in the amount of funding that this Government are putting into the Welsh rail network. The £445 million will fund development projects as well as the delivery of some new infrastructure, and that is in south Wales and also in north Wales. I would be happy to speak further to the hon. Member about the scheme in her constituency that she has mentioned.

Much of what is in today’s statement is of course welcome, but for places such as Bradford that have been left behind for a generation, we need to go much further. So I again make the case for a connection for Bradford to the trans-Pennine route as part of Northern Powerhouse Rail. This, along with a new rail station and a bus station, will unlock £4.5 billion in economic output, which is growth not just for Bradford, but for the whole region. While I appreciate that the Secretary of State is saying the decision on Northern Powerhouse Rail will be announced in due course, Bradford cannot wait for that growth. Can she give a specific time when that will be announced, and can she confirm that Bradford will be included as part of the trans-Pennine route?

I am very aware of the case that my hon. Friend and the leader of Bradford council have put forward for a new station. As he notes, we will be setting out our plans for Northern Powerhouse Rail in the coming weeks.
