One of the four tests relates to economic growth across the whole of the UK, and when I talk about the whole of the UK, I mean the whole of the UK. I hope that provides the hon. Gentleman with sufficient reassurance.

My right hon. Friend knows how ambitious I am for improving connectivity from Bracknell to Heathrow airport. Heathrow’s proposals say that it is exploring the option of promoting a new rail scheme that combines the objectives of a western rail link to Heathrow and southern rail access to Heathrow, and there are similar commitments in the Aurora Group’s plans. Will she ensure that the review of the ANPS helps us to hold it to account for those promises so that we can deliver the better surface access that my constituents so badly need?

The ANPS will provide the policy framework against which any future planning application is assessed. As I have said to other hon. Members, when a planning application comes forward, a thorough consideration process will be associated with that before any decision is taken. Clear conditions will be set out on any planning decision relating to surface access.

I can assure the hon. Gentleman that the environmental impacts of all road schemes are considered carefully before business cases are approved and planning approval is given. In fact, in many cases, schemes tackling congestion hotspots will deliver environmental benefits—in particular, air quality and noise benefits. I am not concerned about the possibility of what the hon. Gentleman suggests, but I am grateful to him for highlighting that case in Northern Ireland.

When Heathrow airport sets out its growth plans, a key component of them will be the plans for improved access by public transport. Will the Secretary of State urge it to look at the southern rail link, which should run through my constituency specifically, of course? It could have huge benefits across the south-east and would connect us to the airport.

We expect any promoter of an expanded Heathrow to consider how people will get to and from the airport; neither my hon. Friend nor I want to see the M25 or M4 turned into Europe’s largest car park. I expect any scheme promoter to ensure that ease of access by public transport is taken into account when putting together any proposals.

Zero Emission Vehicle Mandate

We regularly talk to manufacturers and other organisations that are interested in the move to connected and autonomous vehicles, and we are open to exploring how that might work in the UK. We need to do it in a safe way, but I am interested in how we might expedite trials in the UK. That is a subject that we are working on at the moment.

I do not know which businesses the shadow Secretary of State or indeed the hon. Member for Boston and Skegness (Richard Tice) have been listening to, but I have spoken to businesses including Honda, whose European headquarters are just outside my constituency, and they have said that they are committed to decarbonisation but had concerns about the inflexibility of the scheme that we inherited from the Conservative party. Does the Secretary of State agree that the statement shows that Labour is the party on the side of the British car industry, and of the industry across the world?

My hon. Friend is entirely right. We are backing British business and supporting our domestic car manufacturing industry. I am pleased to hear that the companies based in his constituency will be welcoming the announcement.

I will happily ask the Rail Minister to meet the right hon. Gentleman to ensure that progress can be made at Wickford.

I know that my right hon. Friend will be delighted by the news that Go-op will be operating a new mandate for return services between Swindon and Taunton. Does she agree that this demonstrates the Government’s commitment to improving connectivity across the country? Can we hope for such improvements to connectivity in my little corner of the world in Berkshire?

I am pleased that my hon. Friend has raised this proposal, which demonstrates the pragmatic approach we take to open access operators. Go-op will be the first co-operatively owned train service running anywhere in the UK. If there are any investors out there thinking about investing in that service, I encourage them to look closely at it.
