It is a pleasure to serve under your chairmanship, Mr Gray. First, I thank the petitioners, my hon. Friend the Member for Stoke-on-Trent North (Jonathan Gullis) and, of course, the around 600 people in my constituency who have signed these petitions, which I am pleased MPs have the opportunity to discuss. I will focus my speech on two main aspects: the call for schools and colleges to close due to covid-19 and the call to cancel examinations.

While I appreciate colleagues’ arguments, I am not supportive of closing schools or colleges. School closures are incredibly damaging to young people—to their education, health and mental wellbeing—so they must be used only as a last resort. I am grateful for the best efforts of teachers and parents to provide high-quality remote learning as well as in-house learning for vulnerable children and children of key workers during the previous closures earlier in the year. We owe our teachers an immense debt of gratitude as they have worked tirelessly right through the year to support students, often going beyond teaching to ensure that emphasis is placed on young people’s wellbeing.

However, the period of partial school closures inevitably led to many children—especially those from disadvantaged backgrounds—falling behind. We cannot put the futures of our young people at risk. There is simply no substitute for face-to-face learning for those at a young age, so I will continue to support the Government in keeping schools and colleges open.

While inevitably there have been covid outbreaks in schools, those have often been controlled thanks to the collaboration of national and local government and schools. There is clear evidence that children are much less susceptible to the damaging effects of covid-19 and ONS data identifies teaching as a low-risk profession, in part thanks to the monumental efforts of schools over the last few months to ensure their facilities are covid-19-secure. It has not been easy to implement and maintain new safety measures, so I thank all managerial, administrative and teaching staff for their hard work.

I would like to mention in particular Cobden Primary School in my constituency, where during a recent visit I saw at first hand the lengths gone to so as to keep children and staff safe while ensuring that the impact on education was as little as possible. Rawlins Academy has also done a fantastic job on that, although it has found it more difficult than others due to its limited space and the nature of its facilities. The staff and head especially have done their utmost to reduce the impact on education, but in some cases school bubbles have been out of school for some time, which is far from ideal. I raised that specific case recently with the Education Secretary.

Instead of closing schools, which only hinders social mobility, widens the disadvantage gap and places a burden on working parents, we should continue to work with them to ensure they have the resources and infrastructure they need to accommodate students and teachers safely on site or supplement their current facilities with additional local buildings and resources, should that be necessary. On that, I ask the Minister to look at the specific case of Rawlins Academy in Loughborough.

I am not in favour of cancelling exams, because we would be denying the child their moment of demonstrating all they have worked for and achieved, which gives them confidence to progress further. However, we should look at what adaptations could be made to aid schools in delivering the examination timetable, should social distancing still be in place next summer. I am pleased that the Minister is looking at this matter and ask her to consider what steps can be taken to secure examinations in 2021 and provide consistency and a firm plan for pupils.

It is a pleasure to serve under your chairmanship, Sir Christopher, and to have the honour to follow the wonderful hon. Member for Strangford (Jim Shannon). I would like to thank my hon. Friend the Member for Devizes (Danny Kruger), the hon. Member for Westmorland and Lonsdale (Tim Farron) and my hon. Friend the Member for Congleton (Fiona Bruce) for facilitating this important debate. I almost have to declare an interest in Congleton, as it is where I moved to as a child and grew up.

As colleagues have mentioned, the covid-19 outbreak has impacted on society in an unprecedented way. Indeed, I have had many conversations with constituents, who have raised concerns about the future for themselves and their families. They have shared their anxieties about being made redundant and the financial pressures that that entails and about their children’s mental health and wellbeing and the impact that missed schooling may have on their future potential. Parts of Loughborough are among the most deprived in the country, so it is clear that without intervention we run the very real risk of leaving those often vulnerable people behind, widening the disadvantage gap and placing an even greater burden on social services, which are already under strain.

The importance of prevention cannot be overstated. I welcome the fact that the unprecedented impact of covid-19 has been met with an unprecedented package of support from the Government. As well as the financial support available to working families and the enhancements to the welfare system, significant funding has been ploughed into schools to help young people catch up, into local authorities to help the most economically vulnerable and into the fantastic organisations that have worked tirelessly over the past few months to support communities.

I would like to take this opportunity to mention some of the great things that have been undertaken by local people in my constituency recently, which have contributed to the wellbeing of children, young people and families in the area. First and foremost, many of our teachers have worked right through the lockdown to support our children and young people. They have gone beyond teaching to ensure that emphasis is placed on young people’s wellbeing, by regularly contacting many children and their families to ensure that vulnerable children, in particular, are safe, cared for and able to carry on their education.

During two recent visits, I have also witnessed first hand schools’ hard work and the impact that it has had on pupils. First, at Rawlins Academy, I saw the lengths staff had gone to in ensuring that the school could open safely in September. More recently, at Cobden Primary School, I saw how happy the children were and what fantastic work was being created by the head, the teachers and the pupils. We owe an immense debt of gratitude to our teachers and schools for all they have done. Online organisations such as Amazing Grace, which is helping to bring children back up to speed with their coursework, have also been invaluable to the area.

As well as supporting the community through the initial stages of the pandemic, I have been working with organisations that are looking to the future and on to recovery. For example, Loughborough College, Charnwood Borough Council, Loughborough’s business improvement district and Loughborough’s jobcentre have joined forces to help young people into work—the surest way out of poverty—by promoting the kickstart scheme. I am thrilled to say that, so far, 143 job opportunities have been identified in Loughborough, and we only started two weeks ago. That is a testament to what can be achieved when Government organisations and the public work together to support local communities, and it is this collaborative effort that will be vital if we are to ensure that no one is left behind.

It is a pleasure to serve under your chairmanship, Mr Betts. May I take this opportunity to congratulate my hon. Friend the Member for Waveney (Peter Aldous) on securing the debate? It is particularly vital this week, in Love Our Colleges Week. I most certainly love mine.

The role of colleges in a skills-led recovery following covid is vital to our local communities, businesses and young people, but also to older people looking to reskill. Further education colleges have a wealth of experience and knowledge of delivering learning, training and qualifications in their local communities, and they are agile enough to adapt their offering, in terms of skills, to meet the needs of local markets in real time.

In Loughborough, we are looking at a V-shaped recovery, and we are stretching every sinew to achieve that. Loughborough College kindly came forward to lead the charge on the Government-funded kickstart scheme, working with Charnwood Borough Council, the Loughborough business improvement district and Loughborough jobcentre to be one of the first, if not the first, kickstart scheme started in the country. I am thrilled to inform hon. Members that, after only two weeks in operation, 143 job opportunities have been identified, and we are working on more.

The team that usually manages apprenticeships is managing the kickstart scheme, using its skills and working with the jobcentre to bring forward the young people to fill the posts. As part of the town deal, funded by the Ministry of Housing, Communities and Local Government, the town deal board—I declare that I am a member—in conjunction with Loughborough College and Loughborough University, has allocated money to set up a careers and skills hub in the centre of Loughborough, to attract those who would not normally venture on to campus, so that they can see what qualifications and training are available and can take up those opportunities. All of this is in addition to the great work the colleges have been doing in the local community for years, in developing skills and delivering outstanding teaching and learning that supports young people and the local economy.

T-level qualifications are of huge importance to the future of our country and our industries. We should support the development of technical training and development for younger people to meet the skills gap. These two-year courses—a combination of coursework and on-the-job training—create the ideal opportunity for people to earn and learn. Linked with the lifetime skills guarantee for older people without higher level qualifications, colleges can be the conduit to greater earning potential and demand-led teaching and learning.

Social mobility is best accessed by good qualifications and training, and never more so than when the skills that are acquired meet the local needs of industry. These businesses pay for the skills and the workforce they need. As a country, we have come to realise during the covid pandemic the gaps in skills and knowledge we have. Colleges give us the opportunity at a local level to tap into the manpower available and deliver the skills we need. Colleges are a jewel in the crown of any local community, and Loughborough College most certainly is in mine.

I would like to reassure the hon. Gentleman on how closely we have been working, not just with the Department for Work and Pensions, but with the Department for Business, Energy and Industrial Strategy, to ensure that the actions we take match up with the needs of the whole economy and the whole country. We will continue to take that approach.

Does my right hon. Friend agree that by offering free, fully-funded courses to adults without A-level or equivalent qualifications, this Conservative Government are promoting social mobility while helping to provide the skilled workforce we need in our businesses and throughout the country? Educational establishments such as Loughborough College and Loughborough University are integral to our local community. That is why it is fantastic that last week MHCLG awarded £750,000 to the Loughborough towns fund to set up a careers and enterprise hub in the town centre, to attract those who are not traditional participants in learning and development. This week, Loughborough College, with Charnwood Borough Council, Loughborough business improvement district and Loughborough jobcentre, launched the Kickstart scheme in the town. Now, that is partnership working and joined-up Government.

That is a brilliant example of higher education, further education and local government all working together with a laser-like focus on creating opportunities not only for young people, but for people of all ages. I pay tribute to all those involved, including my hon. Friend, who I know is such a passionate advocate of that and of ensuring that we drive opportunity in every part of the country.

The hon. Lady is maybe not aware that we have taken a number of actions to support the sector, including changes and improvements in research funding, making sure that we continue to protect the vital scientific research base in which we are truly a world leader; the actions that we took before the summer to bring stability to the sector; and working with Universities UK to ensure that the profiling of money to universities works best for them and gives them stability to be able to provide for young people, not just in England but hopefully also with benefits in Wales.

I would like to thank the Secretary of State and the Minister for Universities, my hon. Friend the Member for Chippenham (Michelle Donelan), for their work on getting students back to university as soon as possible. It is very important that students are able to continue their studies with as little disruption as possible, and the university is the largest employer in Loughborough. I would therefore welcome the Ministers’ comments on the steps being taken to ensure that students can now safely remain on campus for the duration of their courses.

I know the wonderful work that the University of Loughborough has been undertaking, and the fact that it is in The Times guide to the top 10 universities in the United Kingdom is testament to the amazing work that it is undertaking. My hon. Friend is absolutely right to say that students want to go to university to get the most out of the experience at university, and that is why the unprecedented measures that our universities have taken to create a safe and secure environment, so that students can benefit from being at university all the way through the year, are so important. We will continue to work with universities such as Loughborough to provide that to all students.

Free School Meals: Summer Holidays

I would like to start by congratulating my hon. Friend the Member for Rother Valley (Alexander Stafford) on an excellent maiden speech and his lyrical description of his constituency. I also congratulate him on the arrival of his daughter.

I warmly welcome the Government announcement of the covid summer food fund to provide meals through the school summer holidays, and I am grateful to know that, as a new MP, when I raised my voice, the Government were listening. There are three reasons why I felt this was the right thing to do.

The first is the simplicity of the implementation process. I know there is a convenient narrative that the Conservatives were going to keep children hungry through the summer holidays, and I know that that was not the case. I am grateful to the Minister for taking time with me yesterday to explain what the plan was for families who are facing extreme difficulty during the summer, and I considered very carefully what was suggested—the £63 million that was being made available to local authorities to fund families in need, and the £9 million to fund holiday camps where lunch would also be provided.

Does my hon. Friend agree that there is an excellent opportunity here for voluntary sectors to get involved over the summer and beyond? Organisations such as Passion in Shepshed look after children on a day-to-day basis, offering them food, but also places to do homework and extra work, and support and assistance in every way. Does she agree that there is an opportunity there?

There is an opportunity, and in fact an imperative, to involve wider civil society in getting kids back into school.

While I saw the force in the Minister’s plans, the simple truth to me was that they introduced a layer of bureaucracy and administration, and I was concerned that there was a risk that some of that funding would be delayed, or it might vary or be uneven between local authorities. The fact of the matter is that 1.3 million children are eligible to receive free school meals. They have been identified; their eligibility has been confirmed. They are already receiving the meal or a voucher if they are not in school at the moment. If we have the capability and the will to help children through this period, it is incumbent upon us to find the most direct and accessible means of doing so.

My second point is that it is absolutely right that 12 weeks into the lockdown, we fix our focus very firmly on children. I have thought about the sequencing of how we proceeded through this period. The Government’s starting point, which was absolutely right, was the extremely clinically vulnerable and their protection, and, in fact, the provision of food was an integral part of that. I think that 2 million food boxes—I may be wrong; it may be more—have been distributed in the last 12 weeks.

We then turned our focus to workers and the unprecedented package of support for the 9 million people benefiting through the furlough scheme and the 2.5 million people benefiting through the self-employed income support scheme. We then looked at charities and businesses across every sector, whether it was in terms of grants, business interruption loans, bounce-back loans, future funds or discretionary loans. There was such an array of options, and yet the category of people that we know the very least about are children, and particularly, disadvantaged children, because the fact is that their emails do not fill our inboxes.
