We have already sanctioned more than 400 Iranian individuals and, as I have said, we are discussing with our allies what more we can do.

I join the Prime Minister in paying tribute to the Royal Air Force personnel who were on operations over the weekend. I also join him on the importance of de-escalating, calling for maximum restraint and, on Gaza, working towards that sustainable ceasefire. A flood of aid is going into Gaza to help the humanitarian efforts there. We all want to see an end to the bloodshed. I echo what the Chair of the Defence Committee, my right hon. Friend the Member for Horsham (Sir Jeremy Quin), said—what we saw over the weekend shows the importance of investing in air defence systems to defend civilians from hostile regimes.

My hon. Friend is absolutely right. Whether it is with Ukraine, where we have provided AMRAAM and Starstreak missiles, or here at home, where we placed new contracts at the beginning of this year to improve our air defence capability, it is a key capability that we need to invest in, and ideally we need to produce more of it here at home.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

According to the Alzheimer’s Society, nearly 5,000 people are currently living with dementia in my Colne Valley constituency, of whom 3,153 have had a formal diagnosis. That figure went up by one this week with my dad’s diagnosis—my dad is my constituent. Will my right hon. Friend pledge to make dementia a priority by driving up diagnosis rates, bolstering dementia research, investing in social care, and improving access to the most innovative diagnostic methods and to new, life-changing treatments?

I send my warmest wishes to my hon. Friend and his father and family. I recognise that a dementia diagnosis can bring worry, both for the person who is diagnosed and for their wider family. He is absolutely right about the timely diagnosis of dementia; it is vital to ensure that those affected can access the care and support they need. NHS England is carrying out a pilot to ensure that we can improve dementia diagnosis in care homes, and our major conditions strategy includes a focus on dementia. Crucially, as he says, we are now doubling the funding for dementia research so that we can help everyone, including his father.

I thank the hon. Gentleman for his comments, and reassure him that the action we took was—I believe—necessary, but it was limited, proportionate, and in keeping with international law. That is the approach we will always take in such matters.

This year, I was proud to once again celebrate Christmas and new year with Huddersfield and Colne Valley’s vibrant Ukrainian community, just as I have done for many years. They told me first hand how proud and appreciative they are of the UK’s steadfast support for Ukraine. Will the Prime Minister continue to make the case, not only to the British people but to our NATO and international allies, for why we must make sure, alongside Ukraine, that Putin’s evil aggression does not succeed, and remind people of what the dire consequences would be if it ever did?

My hon. Friend is absolutely right. If Putin were to succeed, it would not just embolden him, but embolden our adversaries around the world, and that is why it is important that we continue to invest in Ukraine. As I say to all our allies, an investment in Ukraine’s security is ultimately an investment in our security, and that is why we must stand with it for as long as it takes.

I am glad the hon. Gentleman mentioned the small boats arrivals because I am pleased to tell him that, thanks to the actions of this Government, the number of arrivals is down by over 33% so far this year. That is no thanks to the Labour party, which has opposed each and every measure we have taken to stop the boats.

Q14. While the Labour leadership at Kirklees Council is looking to close Colne Valley leisure centre, hiking up car parking charges and being criticised by auditors for the way it has managed resources, there has been lots of good news for my bit of Yorkshire this week, including £64 million of levelling-up cash for Huddersfield market and the Penistone rail line upgrade, and the announcement of the West Yorkshire investment zone, focusing on the national health innovation campus at the University of Huddersfield. Will the Prime Minister continue to invest in West Yorkshire and come and see some of these fantastic projects?

What great news. I was delighted to hear that the third investment zone was announced in West Yorkshire, and about the regeneration money for the Penistone rail line upgrade and Huddersfield open market. My hon. Friend is right that while Labour-run Kirklees Council is not investing, and is closing things, this Conservative Government are backing communities across the north.

We have spoken in the past about support for additional members of the UN Security Council, including in India, and it is something we continue to do. As my hon. Friend has seen, at this G20 summit we warmly supported and welcomed the inclusion of the African Union in the G20, because he makes a good point that international institutions need to adapt and change continually, to reflect the reality of the current state of global affairs.

I was very proud earlier this month to celebrate Ukraine Independence Day with Huddersfield’s vibrant Ukrainian community. I heard at first hand how proud they are of the UK’s steadfast support for Ukraine. With Brazil taking over the presidency of the G20, will the Prime Minister continue to work with our international allies and partners to increase and build on our wonderful support for Ukraine, and to build unity in condemning Putin’s barbaric and illegal invasion of Ukraine?

My hon. Friend is absolutely right. It is typical Labour: saying one thing and doing the other. It is only the Conservatives who will protect the green belt; the Labour party will concrete over it. That is why, in Kirklees and elsewhere, people should vote Conservative tomorrow.

The hon. Lady should know that we are currently in the process of legislating the Economic Crime and Corporate Transparency Bill, which puts in place many more measures to allow us to tackle some of the issues she raises. It also introduces the economic crime levy, which will provide considerably more funding to tackle economic crime in the UK.

Q12. The trans-Pennine rail upgrade is under way, which is good news, with stations in Slaithwaite and Marsden getting improvements. Not such good news are the dozens of daily rail service cancellations by TransPennine Express, which are causing absolute misery for my constituents who are trying to get to work, to college, or to visit family and friends. The franchise is up in May. Does the Prime Minister agree that enough is enough, and that if TransPennine Express does not get to grips with this we need to strip it of the franchise and get in somebody who will deliver reliable rail services for my constituents?

We have been clear that the current service is simply not acceptable. Rail North Partnership is working with the company on a service improvement plan, and my hon. Friend the Minister of State, Department for Transport, (Huw Merriman) is having weekly meetings with them. As my hon. Friend points out, the TransPennine Express contract expires in May, and while there are currently discussions about that new contract, if Ministers conclude that the operator cannot be turned around, other decisions may be made.

My hon. Friend is absolutely right. It is important that we have diversity of supply: that is what we are doing, whether through offshore wind, nuclear, carbon capture and storage, or exploiting domestic gas. We are doing all those things to build diversity of supply for our security. My hon. Friend is right to highlight that, in the long term, that is the right policy for British customers.

I welcome these targeted and fair measures that will help those who need help most. While Labour’s VAT plans would help by just £89, I welcome the fact that this council tax rebate will help 89% of households in Yorkshire and Humber—I have just had the figures through—with a £150 rebate. Will the Chancellor also confirm that those who fall outside the A to D bandings and who still need help will be able to get that help through the extra discretionary funding for local councils?

I am grateful to my hon. Friend, because I know that this is an issue that was on his mind, and he wanted to make sure his constituents got the support they needed at a time of anxiety for them. I can confirm that the £144 million discretionary fund is there to take care of those people—we estimate around 300,000 people—who are on means-tested benefits and happen to live in council tax bands above A to D. That is why that discretionary fund is there, to get support to the people he mentioned.

My hon. Friend is absolutely right to highlight the importance of manufacturing in particular to the Black Country. I am pleased to have received the representations from organisations such as Make UK that led to the creation of the super deduction, which, let us be clear, is all about jobs. My hon. Friend is absolutely right: by companies investing and unlocking the cash that is sitting on their balance sheets, we will create jobs to help drive our recovery and drive up our productivity in the process. My hon. Friend is absolutely right to highlight it.

I am not entirely sure I know the figures that the hon. Lady is referring to. What I can say is that, since this scheme was announced at the beginning of July and opened for applications in September, it has created over 120,000 jobs for young people. That is, I think, an extraordinary achievement. I pay tribute to the team at the DWP for doing that. I am grateful to the thousands of businesses that are taking part in the scheme. They are working with us to provide hope and opportunity to a generation of young people so that they are not scarred by coronavirus, but can look forward to a brighter future.

  With the lockdown or some form of restrictions set to continue well into the spring, will the Chancellor please give some certainty to those businesses and individuals struggling financially by announcing an early extension to his various support packages, including help with VAT, business rates and stamp duty, the self-employment scheme and, of course, the universal credit uplift?

Rather than me recapping every single thing that we have done, let me say that it is worth bearing it in mind when the hon. Lady talks about 3 million people that for over half of those people self-employment is not the primary source of income; they are not majority self-employed. From memory, the average income from self-employment of those individuals is around £2,000. It is actually the case that many of the other things that we have done will be of more significant support to them. Indeed, the majority of them are actually employed and can benefit from our furlough scheme, so it is not right to say that they have received no support. We have put in place a range of different things, and many people are benefiting from them.

The hospitality supply chain is crucial to the sector: food and drink producers, dairies, breweries, wholesalers and many more. Will the Chancellor look at extra support for hospitality supply chains, such as with VAT and business rates, so that when the vaccine allows hospitality to reopen again, there is a supply chain there to support them?

My hon. Friend is right about the supply chain. He will know that much of the supply chain also supplies the on-premises trade as well as the off-premises, so those businesses will have some trade during this period, but he is right that we must ensure that it is there for the recovery. The supply chain will, of course, benefit from our furlough scheme, which is very comprehensive in its eligibility and very generous. I thank him for his points and will of course bear them in mind.

I am not sure that I entirely understood the question. The uplift in universal credit is temporary, but it is in place until next spring. More generally, to protect the most vulnerable in our society, I point the hon. Gentleman to the data released over the summer that shows that the suite of Government interventions means that the incomes of the lowest income households have been protected the most. That is a compassionate Conservative Government looking after everyone in our society.

May I thank the Chancellor for extending the furlough scheme to March and for the cash grants for hospitality and other businesses that have had to close across my constituency? Will he continue to look at what support he can give to freelancers, including musicians, and company directors? Will he consider a beer duty cut to support my local microbreweries?

The hon. Lady asked about flooding. In last week’s Budget we outlined a variety of packages to help the communities affected by that. First and foremost, there was £120 million to rebuild flood defences that have just been destroyed, as well as £200 million of new resilience funding for communities that are repeatedly flooded and £5.2 billion, which represents a doubling of the amount that we spend every year to build new flood defences. That will protect 300,000 people and it comes on top of the work by the Secretary of State for Housing, Communities and Local Government in activating the Bellwin scheme and providing immediate relief for communities that have been impacted by local flooding.

I welcome the Chancellor’s pledge to do whatever it takes to support businesses, families and individuals, but when will we get the details of support for renters, for the self-employed and for freelancers, and when will businesses that are losing customers day by day get those cash grants in their bank accounts, so that they can pay their staff, keep them employed and pay their rents?

Measures to help those who are self-employed and in the gig economy are already taking effect as a result of the measures taken last week. The Secretary of State for Housing, Communities and Local Government is working at pace to deliver these cash grants to businesses in the coming days and weeks.
