Indeed. The best news for Megger would be a continuation of the Government’s economic policies, which allow low interest rates to endure. My hon. Friend rightly draws attention to the fact that, this year, we are growing three times as fast as France and twice as fast as Germany. That is a tribute to the economic policies that the Chancellor of the Exchequer has championed.

Will the Leader of the House find time for a debate on the importance of local initiatives to stimulate business growth, such as the successful loan fund set up by Staffordshire county council and administered by the mutual Black Country Reinvestment Society, of which I am proud to be a member?

I am delighted to hear that despite all the pressure on Staffordshire county council, it has been able to find the resources to make the loan available to that mutual company. It is important that loans continue to be made to promote growth and employment and I commend the priorities of my hon. Friend’s county council.

That sounds an ambitious target. The question of the appointment of peers to another place is way above my pay grade, but I suggest that the hon. Gentleman should not believe absolutely everything he reads in the press.

Caring is a noble vocation but there are too few opportunities for training. May we have a debate on the establishment of carers’ academies, such as the one proposed in South Staffordshire at Rodbaston, to be run between the college there and South Staffordshire housing association?

My hon. Friend makes a good point. We want to raise the qualifications of those who are caring and he might have seen a number of recent instances of bad quality care and untrained practitioners. I would welcome the initiative he has just mentioned. I will mention it to my right hon. Friend the Secretary of State for Health—and my right hon. Friend the Secretary of State for Business, Innovation and Skills, if it is an academy—and see whether we can make progress down that path.

I am not aware of any announcement, and I believe that there is no written ministerial statement today from my hon. Friend the Exchequer Secretary. I will make some inquiries about the issue that the hon. Gentleman raises.

May we have a debate on postal prices? Many of my constituents are alarmed by the proposed rises in second and first-class stamps. One of them, Mr Burton, put it very well when he expressed his concern that he would lose the pleasure of the written word.

I am aware of my hon. Friend’s concern, and I will raise the matter with ministerial colleagues at the Department for Business, Innovation and Skills, who have responsibility for it. He will know that there are efforts to extend competition in postal services, in order potentially to bring down some of the costs of posting mail.

Honour-based violence and killings are appalling crimes, and I agree with my hon. Friend that we should do all we can to tackle them. He will know that we published last year our action plan to end violence against women and girls, which outlined a range of initiatives, including some funds, to drive down that horrendous crime.

Staffordshire county council will shortly integrate adult social care and health services with the Staffordshire and Stoke-on-Trent Partnership NHS Trust. I believe that that will bring great benefits to people across the city, the county and my constituency, and I pay tribute to all those involved for their hard work. May we have a debate on the integration of adult social care?

My hon. Friend raises perhaps the most important issue confronting the NHS, which has confronted it for many years, namely the iron curtain that has historically existed between the NHS and social care. I welcome the work to which he refers, which is breaking down the barriers, and I am in favour of joint commissioning and joint budgeting. I hope that the White Paper that we have promised in the spring will take that agenda forward, and I commend the work that is going on in his constituency.

Many of us will have seen that particular incident on our television screens. The specific issue of protective clothing is a matter for the police service, and I will draw my hon. Friend’s concern to the attention of the appropriate authorities, but more broadly he has reminded the whole House of the professionalism and bravery of our policemen and women. They get up in the morning and do not know what risks they will confront during the day, but they discharge their responsibilities with a commitment for which we are all very grateful.

May we have a debate on ways to tackle the shortage of doctors who are specialised in accident and emergency care—a major factor in the temporarily reduced hours of the A and E department at my local hospital in Stafford? I place on the record my thanks to the Minister of State, Department of Health, my right hon. Friend the Member for Chelmsford (Mr Burns), for all his great help in the matter, but it is a long-term problem that needs to be discussed and tackled.

My hon. Friend draws the attention of the House to a serious issue, but the problem in that case is the shortage not of resources, which are there, but of applicants to take up the posts. Discussions are indeed continuing between the Department of Health, the strategic health authority and the local trusts to see whether those barriers can be overcome, but I am grateful to my hon. Friend for his thanks to my right hon. Friend. I will pass on my hon. Friend’s concern and see whether we can accelerate the process.

I gently remind the hon. Lady that we have quadrupled the amount of money available for superfast broadband; we have brought forward the roll-out of superfast broadband from the next Parliament, which was and still is Labour’s policy, to this Parliament; and in October the Chancellor announced £150 million to get rid of mobile coverage gaps and increase mobile coverage to 99% of the population. I think that our record is pretty good.

Visit Britain’s tourism marketing activities have been refocused to include a stronger emphasis on promoting the UK to potential EU visitors. That is in contrast to the previous Government, who took this important market for granted. Our most recent initiative is GREAT, a major international campaign announced by the Prime Minister on 21 September, which will promote the UK globally as one of the best places to visit, study, work and invest.

The exhibition of the Staffordshire hoard of Anglo-Saxon gold in Washington DC is a great success and will encourage tourism to the UK. Will my hon. Friend work with the owners of the hoard to encourage the promotion of similar exhibitions in European cities?

My hon. Friend is absolutely right: the Staffordshire hoard is a glittering jewel, both literally and figuratively, in the British crown. It shows our history in a completely new light and transforms our understanding of a particular period of our nation’s story. It will indeed draw many tourists to this country, and I hope that it will be involved in many international tours to spread that message more widely.

Agriculture and food processing industries play a vital role in Staffordshire and exports from these sectors are increasing year on year. May we have a debate on the contribution they can and will make to growth and employment, provided that that is not impeded by unnecessary regulation, of which we see more looming across the channel?

I have every sympathy with my hon. Friend’s request. He might like to present himself to the salon of the Backbench Business Committee to suggest such a debate. We will support British farming as much as we can and encourage sustainable food production, so that we can have a secure, environmentally sustainable and healthy supply of food with improved standards of animal welfare.

We have made an assessment, and we believe the picture is particularly good. We believe the tourism industry can achieve projected growth of 150,000 new jobs and £34.5 billion extra gross value added by 2020. I intend imminently to publish a statement of Government policy, which will set out how we will work with the industry to support our economic growth objectives.

I particularly look forward to meeting the morris men from Hastings, and I will, of course, be delighted to accept the petition. I should just reassure my hon. Friend that any proposals that are produced are not preferred Government outcomes; they are genuinely options for consultation, and the Government have no preconceptions about any potential solution.

Every year at Stafford castle in my constituency there is an excellent outdoor Shakespeare production, which also makes a fair contribution to the local economy. Will the Minister encourage both the national and the new local television stations to make it a priority to bring such productions to a wider audience so that people may be persuaded to come and enjoy live productions?

I am sure that my hon. Friend will understand that, rightly, Ministers cannot direct broadcasters to broadcast particular programmes, although I understand that they are under a duty to include both arts and regional programming. However, I should have thought that it would obviously be a good thing for all concerned, including local performers and the local tourism industry, for such events to be showcased. We have already mentioned some of the benefits enjoyed by places such as Liverpool, and I am sure others will want to share in that success.

I welcome the important work that the hon. Lady is doing on the Localism Bill. It quite often happens that there are more people wishing to serve on a Public Bill Committee than there are places available, and the Committee of Selection then has to make difficult choices. In light of the exchange that took place at business questions a few weeks ago, it has revisited its procedure and believes that it was correctly followed in the case in question. I believe that the Committee and its Chairman will always be open to discussing how it works with Members of all parties.

As somebody who is currently serving on the Health and Social Care Public Bill Committee, may I just—I apologise, Mr Speaker, I will have to sit down.

If my hon. Friend was going to say that there is not enough medical expertise on that Public Bill Committee, I say to him that I have looked at its membership and seen that my hon. Friend the Member for Central Suffolk and North Ipswich (Dr Poulter) is on it, who is a specialist registrar in obstetrics and gynaecology. The hon. Member for Oldham East and Saddleworth (Debbie Abrahams) is a public health expert and a former chair of Rochdale primary care trust, and my hon. Friend the Member for North Warwickshire (Dan Byles) served as a major in the Royal Army Medical Corps, so it seems to me that there is adequate medical expertise on that Public Bill Committee. Indeed, if anyone on the Committee were feeling unwell, they would be in very good hands.

I do recall our exchange last week, and my office did indeed contact DEFRA. I understand that DEFRA Ministers have responded to two of the hon. Gentleman’s questions on the issue this week. I am also informed that because the strain of H1N1 that was detected was of a low pathogenicity, it was not a notifiable disease, so there was no written statement. However, DEFRA Ministers are writing to him, and I hope he will receive the letter today or tomorrow.

An unsung success of the British economy is the £47 billion trade surplus in financial and business services. May we have a debate on how we can improve those services so that we can create more jobs in the UK economy, particularly in the west midlands?

My hon. Friend does well to remind us of the benefits of those services. There will be an opportunity to debate that matter in the Budget debate. In the meantime, he can raise it at Treasury questions, or apply for an Adjournment debate or a debate in Westminster Hall.

This week’s Office for Budget Responsibility report states that

“if left unaddressed, upward pressure on spending from the ageing of the population might well eliminate the primary budget surplus”.

May we have a debate on that matter? May we also consider the innovative schemes run by local councils up and down the country to address it?

I applaud any lateral thinking by local authorities throughout the country to deal with demographic pressures. One of the reasons we decided to increase in real terms the budget of the NHS was precisely to deal with the issue that my hon. Friend has touched on—the ageing of the population. Related to that is the extra £2 billion announced in October for adult services and social services. I hope that those, too, will have some impact in dealing with the demands for services as a result of the ageing of the population. When we get the localism Bill, my hon. Friend may have an opportunity to develop his argument at greater length.
