My hon. Friend is right to point that out. Once we have left the European Union, we will be in a position to strike free trade agreements around the world, which is precisely what the Department for International Trade is doing right now.

The agri-food manufacturing sector in Northern Ireland accounts for some 70,000 jobs and 3.25% of Northern Ireland’s gross value added, which equates to £1.1 billion at basic prices. Will the Minister outline what protection he intends to provide for this massive employer, and what support and advice has been offered in the interim?

The hon. Gentleman is right to point out the importance of the agri-food sector not only in Northern Ireland, but throughout the United Kingdom. We have engaged very closely with bodies such as the Food and Drink Federation. There are specific circumstances in Northern Ireland, and he will know that the Government are committed to ensuring that there is as little impact as possible on the sector in Northern Ireland.

It is a great pleasure to speak in this debate. I congratulate the hon. Member for Sittingbourne and Sheppey (Gordon Henderson) on setting the scene very well. He and I are of a similar mind, as are other hon. Members in this Chamber, but it is always good to give a balance to the debate, which is on a major issue for us all.

I have been vocal in my desire to see our sovereignty restored. I was overjoyed to learn that the Vote Leave campaign had been successful and that the will of the people, as demonstrated in the democratic vote, was to be followed. I have been disheartened by those, most often in the media, who have perpetuated the belief that there is still some way in which that may not happen, as the hon. Gentleman said. All the challenges that have arisen in the law courts are a vain attempt to circumnavigate the will of the people.

The same thing is happening in Northern Ireland at the moment, as Members following events over there will be aware. The will of the people was to elect a strong Democratic Unionist party team, and because the strength of that team was too overwhelming for Sinn Féin, it collapsed the institution, to take power back and change that outcome. I do not believe that that should be allowed to happen on the European question: we must stand fast on it. Our leave process must begin. Article 50 should be triggered. I congratulate the Prime Minister on her statement yesterday and on her clear and firm control of the steering wheel, which is in good hands as we move out of Europe.

I am not so simple-minded that I do not understand the massive intrinsic complexities that these steps bring with them. We need to be certain of what is achievable and how we achieve it. The bitter grapes of wrath against people who dared to exercise their democratic right by voting to leave must be put away. We must all work together to secure the best possible outcome for each and every constituent, regardless of how they voted. I have spoken at length to those who are preparing our strategies and policies for Brexit and I have been incredibly vocal about the need to ensure that the needs of Northern Ireland are taken into account, especially in the light of the events of the last week in Northern Ireland that have prevented those in our Assembly from being able to do their job and have input.

I am grateful for our party’s team here in Westminster. My right hon. Friend the Member for Belfast North (Mr Dodds) continues to work closely with the Government and with Ministers in a very positive and direct fashion. He recently met Michel Barnier, the EU chief Brexit negotiator, privately in Strasbourg, to ensure that he, too, was informed of the distinctive challenges faced and the special arrangements required by Northern Ireland.

There is a need for flexibility to ensure minimal disruption to existing border arrangements under the common travel area, which predates the EU continuation of trade, with the Republic of Ireland. As my right hon. Friend has said, stability around those arrangements will be key in helping to secure the continuation of good relations and the peace that the EU has assisted in fostering. Article 8 of the Lisbon treaty outlines the European Union’s desire to

“develop a special relationship with neighbouring countries”

in the interests of

“prosperity and good neighbourliness…and characterised by close and peaceful relations based on cooperation.”

Being positive about how we are moving forward and taking people with us must be the character of the Brexit process. It must be in the best interests of all the people of the United Kingdom of Great Britain and Northern Ireland.

A withdrawal agreement will set out detailed transition provisions that should state the future relationship with the EU. Despite that, there are particular concerns about the UK’s trading relationship with the EU. My concerns lie in such areas as the agri-food industry. EU exporters have been known to price competitively. Those who depend on imports from the EU face higher costs for some things. Our process and negotiations must ensure that fair costs in the import and export of goods from different countries are maintained. There are negotiations in place to allow New Zealand to supply lamb with zero duty. Those arrangements are in place. They are possible and they must be made available to us. Interestingly, in the news today, we heard the Government’s statement that many countries are queueing up to sign trade contracts with us outside of Europe. That is an indication of the confidence that the rest of the world has, and it shows why we should be confident in what we are doing, too. That was good news.

Fishermen are not able to fish or work in their own waters, but Brexit will enable them to reclaim their rights to fish sensibly under sensible guidelines, with a sound business plan that will increase viability, create jobs and lead to a better future. The fishermen in Portavogie in my constituency and across Northern Ireland and the whole United Kingdom, including Scotland, want to have control. We have to have that.

There has been talk of changes to workers’ rights due to a change in regulations, but I believe that the small and large businesses in our counties often go further than the European rights, such as by making enhanced and longer periods of maternity leave available. We are doing many things better than Europe intended. I am positive about workers’ rights. I had the opportunity to meet the Secretary of State for Environment, Food and Rural Affairs in Northern Ireland. That was not by my invitation alone, but I was one of those who invited her. We had the opportunity to meet some companies to talk about workers’ rights, some of the problems they have and how the Secretary of State sees the cross-border trade working.

After hearing what the Secretary of State said, I am confident that our agri-food industry will be able to co-operate and do business in the Republic of Ireland. I am also confident about the workers we have in our factories and their futures. Many have married, integrated, bought houses and are living in our areas. I have had parents express concerns to me about university places in Europe and the availability of placements, but I point to the reciprocal arrangements that countries such as Switzerland and Norway have in place. We are already doing it. People should not get alarmed about what is happening. Arrangements are already in place that we can take advantage of.

I have raised many issues. I put it on record yesterday, and I will do so again today: I have faith and confidence in the Brexit team, in our Prime Minister and in those negotiating to deliver Brexit for us. We must trigger article 50 when our confidence in how we are achieving our goals is strong. I believe that the Secretary of State and the Brexit team are aware of that, and I have faith and confidence in their timing.

The onus on each Member in this House is to respect the democratic will of the people, to get involved in the process and to help to secure the best advantages for this country. They should stop creating roadblocks and putting up legal challenges that go against the will of the people as expressed in the referendum. We need to deliver on what the people said, and they want out. They want a constructive relationship with Europe, and that is as it should be. There are advantages to having trading partners, but there are more advantages to being out of Europe, and I look forward to that. We need the knowledge to foresee the bumps in the road and to help smooth the obstacles. We have a once-in-a-lifetime opportunity to improve the economy and expand our trading relationships with other countries. I am very confident about the future, and all those who voted out are also confident. Many of those who voted remain are also looking forward to those opportunities. Let us get it right and let us do it together.

I am delighted to remind the hon. Gentleman that during the Scottish independence referendum, Ruth Davidson, the leader of the Scottish Conservative party, promised the people of Scotland that a vote for independence would take us out of the European Union and a vote against independence would guarantee a place in the European Union. I am also delighted to remind him that, in percentage terms, the majority of the people of Scotland who want to stay in the European Union was almost two and a half times bigger than the majority who wanted to stay in the United Kingdom in the Scottish independence referendum.

Just now we are talking about the threat to our membership of the European Union. Other aspects of our constitutional status may well be up for discussion at some other time but, in the limited time available to me now, I will concentrate on the immediate issue, which is respecting the democratic will of the people of Scotland to remain in the European Union.

I spoke to the hon. Gentleman beforehand to ask whether I could make an intervention. The Scottish fishing sector, like the Northern Ireland fishing sector, voted almost unanimously to leave the EU. It is fed up with the EU telling it what to do, with reduced fishing fleets, imposed quotas and reduced days at sea, and with red tape and bureaucracy strangling our once proud fishing fleets. Does the hon. Gentleman accept that, for fishing across Scotland and the whole United Kingdom of Great Britain and Northern Ireland, our leaving the EU cannot happen quickly enough?

I certainly understand the frustrations of fishermen and women. I have had some dealings with their representatives in Scotland, but I have not had the same discussions with those from other parts of the United Kingdom, so I cannot speak for them at all. We have to remember that the reason why the fishing industry in Scotland lost out through the common fisheries policy is that, as became public many years later, there was a deliberate decision by the UK Government of the day to negotiate away the livelihoods of our fishing communities in return for something that presumably benefited some other community elsewhere.

The hon. Gentleman points to part of the contradiction in the way the European Union operates. Luxembourg, which does not have a fishing fleet for the very good reason that it does not have a coastline, whose population is about the same size as that of Scotland’s capital city, got more votes on adopting the common fisheries policy than Scotland ever had. Regardless of where the European referendum takes us all in the next few years, there are unanswered and unsettled questions about the constitutional status not only of Scotland but of other UK nations in relation to the rest of Europe.

The Government asked the people of the United Kingdom for a mandate on the European Union. They got different mandates from different countries within the UK. That creates a problem—there is no denying that. My concern is how we resolve that problem on behalf of the nation that I call home and that I am here partly to represent.

I am always pleased to engage with the hon. Gentleman, but it is clear that the referendum was UK-wide. The decision was taken on a UK-wide basis and the negotiations will be conducted on a UK-wide basis. Nevertheless, we do, of course, have to accept the concerns and views of the Scottish people, to which I will come in greater detail.

As we prepare to leave, we stand by our commitment to engagement with the devolved Administrations, including the Scottish Government. The devolved Administrations are having and will have the opportunity to have their say as we form our negotiating strategy. The Prime Minister chaired a plenary meeting of the joint ministerial council in October, at which she discussed the process of preparing to leave the EU with the First Minister of Scotland, the First Minister of Wales, and the First Minister and Deputy First Minister of Northern Ireland.

We have created a new Joint Ministerial Committee (EU Negotiations), which brings together all the constituent parts of the United Kingdom to develop a UK-wide approach to our negotiations. The committee is chaired by my right hon. Friend the Secretary of State for Exiting the European Union and has agreed to meet monthly as we seek to agree a UK-wide approach to negotiations, share evidence and take forward joint analysis. In our commitment to the JMC(EN) process, we have also agreed to work collaboratively, first, to discuss each Government’s requirements for the future relationship with the EU; secondly, to seek to agree a UK approach to, and objectives for, the article 50 negotiations; and thirdly, to provide oversight of negotiations with the EU, to ensure, as far as possible, that outcomes agreed by all four Governments are secured from the negotiations.

I should put on record the fact that although the majority of people in Northern Ireland voted to remain, in my constituency the majority voted to leave. Nevertheless, throughout Northern Ireland many people who were in the remain camp now accept that the decision has been taken UK-wide, and as such they want to move forward. The issue today is not the decision that was taken on 23 June, but how we move forward for everyone, even those who were in a different camp, most of whom accept that we should move forward.

I totally accept the hon. Gentleman’s point. Indeed, I was in a different camp during the referendum. I said at the end of last week’s debate that we all must now move forward to ensure that we make the process work not for 48% or 52%, but for 100%. The hon. Gentleman’s point was well made.

The Government are committed to ensuring a positive outcome for life sciences and pharma as we exit the European Union. The Prime Minister has already outlined steps to make sure that we continue to back research and development. No decisions have yet been taken as to the final location of the European Medicines Agency.

T.G. Eakin, which is located in my constituency, is a successful business that supplies medical equipment throughout the world. It is imperative that such businesses are kept informed of progress. Will the Minister outline how his Department will achieve that?

It is a pleasure to speak in this debate, and I congratulate the hon. Member for Filton and Bradley Stoke (Jack Lopresti) on securing it and on setting the scene so well. We look forward to hearing the new Minister. I wish him well in his new position. We missed him in Belfast at the credit unions international conference, but his name was held in high esteem. He will know that anyway, and we look forward to his deliberations on this matter.

The hon. Member for Filton and Bradley Stoke has always been a friend of Gibraltar and I welcome his commitment to the Rock as we embark on our new relationship with the EU as a nation, including Gibraltar. Clearly, what he and the rest of us will do in our contributions is set the scene for Brexit and say how we can look forward positively to securing our future and that of Gibraltar outside the EU.

To give a bit of background on Gibraltar’s relationship with the EU—I am sure Members are aware of this—in 1972 the UK Act of Accession to the European Economic Community applied the EEC treaties to Gibraltar, with the crucial exception of the customs union, the common commercial policy, the common agricultural policy, the common fisheries policy and the requirement to levy VAT. Gibraltar has been in the EU since 1973 as part of the UK’s membership and applies EU law except in those four areas. If the exemption has worked, there is more that can work to the advantage of Gibraltar in how we move forward. The exemption from those areas means that potential difficulties in Gibraltar leaving the EU may be averted. The debate gives us all a chance to challenge the Minister, and I know he will clearly hit upon those things in his response. It is nice to have some people in the Gallery who have a particular interest in Gibraltar. Some are former Members of this House, and we are pleased to see them here today.

Importantly, Brexit will not alter Gibraltar’s constitutional status in relation to the UK—a relationship most of us are very proud of and very loyal to, as this debate will outline. Many will remember that the border between Spain and Gibraltar was closed between 1969 and 1985, before being reopened around the time that Spain joined the EEC. EU free movement rules have meant that the border has remained open ever since, despite the Spanish obstructions, of which we are all aware—they are well documented, and the hon. Gentleman referred to some of them in his introduction. When the UK leaves the EU, if we do not apply to stay in the European economic area, the free movement principle will no longer apply. That will need to be addressed as part of the Brexit negotiations.

I had a chat last night to the Secretary of State for Exiting the European Union. He indicated some of the problems that there would be, some of the ways forward and how his staff will work on that. Spain will be able to close the border and establish border and passport controls, and the Spanish Government indicated in May 2016 that it might do so if the UK voted to leave the EU. Spain has been obstructive, regardless of EU principles. The reality may well be that the operation of Gibraltar’s frontier with Spain will be determined by the relations between the United Kingdom and Spain.

Within hours of the result, the Spanish Foreign Minister, José García-Margallo, crowed:

“The Spanish flag is now much closer to the Rock.”

The Chief Minister of Gibraltar, Fabian Picardo, responded in his usual manner to all these sorts of threats over sovereignty by saying:

“Another day, another stupid remark.”

The Foreign Office insists it will not even discuss the issue. Perhaps the Minister can give some indication of that in his response. I welcome the position the new Foreign Secretary has adopted so far.

I am extremely disappointed with the way that the Foreign Office pussyfoots around on this matter. It spends its time summoning the Spanish ambassador and giving him a wigging, and he goes off and nothing changes. It is about time our Foreign Office had some courage and did something, and represented the people of Gibraltar better.

I thank the hon. Gentleman for his comments. This debate will give us all a chance to show that commitment and that eagerness to have the Foreign Office respond more robustly to any deliberations that come from Spain.

We need to strike the right balance between defending Gibraltar and the United Kingdom’s interests and developing an understanding relationship with Spain to succeed in securing Gibraltar’s stability. The Chief Minister of Gibraltar, Fabian Picardo, has held talks with the Scottish First Minister, Nicola Sturgeon, where the suggestion was made that they, along with my home nation of Northern Ireland, could maintain the UK’s membership of the EU, while England and Wales leave the EU. Let us be clear: the referendum has spoken. The majority of the people of the United Kingdom of Great Britain and Northern Ireland have indicated that they wish to leave the EU. That decision has clearly been taken.

Does my hon. Friend agree that the assurances are excellent? We are glad to see the Secretary of State for Exiting the European Union and other Government Ministers offer those assurances to the people of Gibraltar, but Gibraltarians and other regions in the UK want and hopefully will see more than just assurances post-Brexit. They want action to ensure prosperity outside and beyond the EU, so that those regions and Gibraltar in particular will benefit from the post-EU position.

I thank my hon. Friend and colleague for his comments. The debate clearly gives us all a chance to chart and look forward to how Gibraltar outside the EU can succeed even better than it has. It is good to have on record that those voting to leave the EU had a majority of 1.3 million. In Scotland and Northern Ireland, the vote was to remain, but the 1.3 million people who voted no—who voted for out— in Northern Ireland and Scotland made the difference in the whole United Kingdom. We have to keep it in perspective. We took that decision collectively as the United Kingdom of Great Britain and Northern Ireland. The decision has been made, let’s move on.

It is difficult to see an outcome where the UK would have regions staying in the EU and regions leaving the EU. Indeed, some of the most staunch remain campaigners are beginning to concede that fact at last. It is therefore now most important that the concerns voiced by all those in regions with specific relationships with the EU continue to enjoy the benefits that made the regions vote to remain in the first place. We have a task to do, but we can do that task. We can be positive and look forward with optimism to the future and how we can achieve those goals. Whether that means retaining, replicating or replacing, it is now the job of the Brexit negotiation team, the Department for Exiting the European Union and all those involved to make sure that any potentially negative outcomes are mitigated and reduced.

Gibraltar’s booming economy, which grew at more than 10% in the past year, relies to a large degree on the thousands of Spanish workers who cross the border every day. Some hon. Members in the Chamber today have attended Gibraltar events, where we had an opportunity to hear about some of the economic benefits coming to Gibraltar through their relationship with us in the United Kingdom of Great Britain and Northern Ireland. It is important that we focus on those things as well.

Thousands of Spanish workers cross the border every day. That needs to be factored into the Brexit process to ensure that Spanish people are not put off working in Gibraltar should there be a need for work permits. Christian Hernandez, president of the Chamber of Commerce on the Rock, said that the Rock’s thriving financial services sector is at risk, too. He claims:

“The whole way we’ve marketed the jurisdiction is as a gateway into Europe.”

There is a job to do, but we can look forward to it with confidence. Most industries will prove immune to Brexit. Roughly 90% of Gibraltar’s insurance and online betting business consists of transactions with Britain. Low tax rates will ultimately help keep firms in place. Again, there are many things we can do to ensure that that happens.

The reality of the economic situation in the neighbouring Spanish regions is likely to mute any real Spanish aggression. Gibraltar provides a whopping 25% of the economy of the neighbouring Spanish area of Campo de Gibraltar, and the region of Andalucia as a whole suffers 32% unemployment. The mayor of the border town of La Línea de la Concepción, Juan Franco, concedes:

“Our economy is completely dependent on Gibraltar.”

A 30-year-old resident of the same town, who commutes daily from La Linea to her waitressing job, has never been able to find a job in Spain. At 30 years old, it is staggering to hear her say:

“The only money I’ve ever earned is in Gibraltar.”

Some think the future will be brighter; let us be confident that it will be. With the support of the Government, we know that it can be. To give a couple of examples of major developments, a Shell-operated liquid natural gas terminal will come online by mid-2017, and a new secure data facility is housed deep within the Rock. The potential for Gibraltar is good. It is positive and we should be confident of where we are going.

The local Government hope to use their significant autonomy to forge tighter links with Morocco and other emerging economies in Africa and beyond. We all have to pay close attention to the Rock and give the people all the support that they need, but things are still certainly looking bright for Britain in the sun.
