My hon. Friend is absolutely right. We all see and recognise the value that our teaching assistants, learning support assistants and school support staff bring to our schools. Our teachers just could not do their jobs effectively without them. We all recognise their contribution, and I join him in paying tribute to them.

For everyone in this House, there is nothing more important than our support for children’s education and ensuring that standards in all schools are up to scratch and equal. In the thoughts that the hon. Lady is putting forward, can she address the issue of underachievers? I know that the Minister of State at the Department for Education, the right hon. Member for Harlow (Robert Halfon), was at one time very keen on that issue. In my constituency, and across the whole of the United Kingdom, people—young, white Protestants, can I say?—underachieve because they do not get the educational opportunities that they need. Does the hon. Lady feel that what she is proposing can change that to the benefit of people who do not get the educational standards that they should?

Here in England we see growing and widening attainment gaps in many areas, but I point out to Ministers that we saw that starting to happen even before the pandemic hit. We all recognise and appreciate the impact that covid has had on our children’s education and wellbeing. I still think it is shameful that the Government failed to act on Sir Kevan Collins’s recommendations to bring forward a thorough recovery plan to support all our children. The Prime Minister claimed, when he was Chancellor, that he had “maxed out” on the support available to our children. Sadly, that will cast a very long shadow over children’s life chances here in England.

Our teachers do so much to improve the lives of children, but over the last few years they have truly gone above and beyond. From the covid pandemic to the cost of living crisis, our schools are supporting and holding communities together. They are doing an incredible job, but they cannot change all that happens beyond the school gates. Rising child poverty is holding children back, as is the growing mental health crisis. Too many children are struggling with their mental health, and they are struggling without support—unable to see a GP, stuck on child and adolescent mental health services’ waiting lists for years and left in limbo without help. No child should be left without the support they need to be happy and healthy, and no parent should be left feeling unsupported and alone when helping their child to face mental health problems.

We know that supporting young people with mental health is putting another burden on schools and our overstretched school staff, and the Government just are not doing enough. Mental health support teams are reaching a fraction of the children who could benefit. Senior leaders are being required to take on yet another responsibility for children’s mental health, because child and adolescent mental health services are unable to tackle the backlogs. We all know that wellbeing is essential to enabling children’s learning, but again the Government are letting young people down.

Using the money raised, Labour will give children access to professional mental health councillors in every school. We will ensure that children are not stuck waiting for referrals, unable to get support, and that teachers are not trying to carry the burden of young people’s mental health on top of wider workloads. We will ensure that every child knows that help is at hand. For young people for whom accessing support in school is not the right choice, we will deliver a new model of open-access youth mental health hubs. Providing an open door for all our young people, getting support to children early, preventing problems from escalating, improving young people’s mental health, not just responding when they are in crisis, and enabling them to learn and to thrive—that is Labour’s plan.

I beg to move,

That this House calls on the Government to support businesses and individuals still struggling as a result of the coronavirus crisis in the forthcoming budget by extending business rates relief for at least another six months, extending the temporary 5 per cent reduced rate of VAT for three months after restrictions are lifted or for another six months, whichever is later, helping British businesses struggling under the burden of Government-guaranteed debt by ensuring that small businesses can defer paying loans back until they are growing again, extending and reforming the furlough scheme so that it lasts whilst restrictions are in place and demand is significantly reduced, immediately confirming that the fourth Self-Employment Income Support Scheme grant will be set at 80 per cent of pre-coronavirus crisis profits and extending eligibility to that scheme to include anyone with a 2019-20 tax return and fixing the gaps in coronavirus support schemes to support those who have been excluded from the beginning of the crisis; and further calls on the Chancellor of the Exchequer to make a monthly oral statement to Parliament updating the House on these matters.

Today’s debate takes place almost a year after the first introduction of national lockdown restrictions due to the pandemic. We all know how trying events since then have been for families and businesses up and down our country, and now, thanks to the vaccine and the incredible work of NHS staff and volunteers, there is real hope that before long we can return to some semblance of normality. While there are grounds for optimism, however, we on the Labour Benches know that there are still deep worries among many businesses and working people about whether their firms and jobs will still be viable when the restrictions are lifted. So many people are concerned about whether they will have a job to return to, and millions of people who have gone for almost a year without support are questioning how they will manage to get by until our economy reopens.

What people want and need right now is clarity. They need a sign that the Government get it, and that they understand and can respond to the needs of businesses and workers who have been placed under such incredible pressure through no fault of their own. The Prime Minister’s road map provides tentative suggestions about when businesses may be able to reopen, but we did not hear how the Government will be able to help to tide them over until that time. As with almost every major announcement throughout this crisis, we have had an update on the restrictions but no update on the economic support. It is not even clear whether the Chancellor believes that there is a relationship between restrictions and additional support, or whether he believes that businesses and workers should simply be grateful for what they have got. He may not be here today—it is becoming clear that accountability is very much not part of his brand—but we should be in no doubt about the harm that this approach has caused. Our country has endured the worst economic crisis of any major economy. Throughout the crisis, Ministers have made the same mistakes time and again and been forced to play catch-up at every turn, long after the problems with support have become apparent.

Whether the Chancellor is being careless or negligent, his approach is the opposite of what businesses need, which is the provision of certainty and assurance so that they can plan ahead. Where issues exist, they expect Government action to address them; they do not expect problems to be dumped in the “too difficult” box. There are few more egregious examples of that than the Chancellor’s persistent failure to help the excluded—the people who fall into the gaps between Government schemes. These are people who have taken risks by starting their own businesses, or perhaps they were changing jobs, but through no fault of their own they have been denied support since the start of the pandemic.

For many months, Labour has called on the Government to fix these problems. At first, Ministers said that it was not practical to do so, and of course we accept that in those fast-moving few weeks right at the start, that was fair enough, but now, almost a year on since the start of restrictions, how can this possibly be justified when the solutions are in plain sight? I repeat my call to the Minister today: when are the Government going to do what is right and fix the gaps in their support schemes? Labour recognises the value that self-employed workers bring to our economy. We want to see people taking risks, becoming entrepreneurs and helping to build the fairest possible recovery and a dynamic economy. That is why we would help those who are excluded from support by extending eligibility for the self-employed income support scheme to anyone with a 2019-20 tax return, and it is why we are asking the Government today to confirm that the fourth self-employed income support scheme grant will be paid at 80% of pre-crisis profits.

Is the shadow Minister aware that those who are self-employed make up some 15% of our workforce? A survey that came out in September 2020 found that 64% of those self-employed people said that they were less likely to be, or unsure whether they wanted to be, self-employed or freelance workers in the future. Does that not tell us that we will be in deep trouble if we do not sort this out right now?

The hon. Gentleman makes an important point. As we start to emerge from the crisis phase of the pandemic, we want to encourage people to take that risk and start up their own business. The self-employed and people starting small businesses were central to driving the recovery post-2008, and we want them to be part of the answer right now, but that requires Government action to ensure that people can get through the difficult weeks and months that still lie ahead.

My hon. Friend will know that the commission wants as many people as possible to be registered to vote and able to participate in our democracy, but he is right to point out that young people are far less likely to register to vote than others. I will make sure that the commission is aware of his concerns and takes account of what he said as its research work continues in this area.

The commission is collecting information from returning officers about their experience of the 8 June general election. I am sure that it would also welcome the views of my hon. Friend, should he wish to share them with representatives of the commission, either in writing or through a meeting, which I am sure they would be happy to attend.

Bearing in mind the questionably massive amount of proxy votes used in some constituencies in Northern Ireland, including Foyle, will the hon. Lady outline the steps being taken to stop the alleged abuse by some parties of this vital voting mechanism, which I, too, believe could be compassionately extended to grieving families?

The hon. Gentleman will be aware that different arrangements relating to identity are in place in Northern Ireland. However, any concerns about possible criminal activity would be a matter for the police force, and I suggest that he encourages anyone with evidence of criminal activity to report it to the police.

I thank the hon. Gentleman for his comments. Many Members in all parts of the House know how the system works and the importance of a crisis loan system operating through the social fund.

My final point relates to the appeals system. The proposed changes will do away with the independent appeals system or at least make it unnecessary. I fought a number of appeals for people who had applied for crisis loans through the social fund. Having the appeals system in place is critical. If they are turned down the first time, it may be because they provided the wrong information, or because all the necessary information was not available. An appeals system allows a review to take place. It is crucial that the independent appeals system is retained.

The system of crisis loans through the social fund is a crucial aspect of life in Britain today for the people who come to my office and for those I meet. It gives people hope and an opportunity to get out of sometimes dire financial circumstances. The Government, the House and we as elected representatives have a duty to make sure that the social fund and the crisis loan are retained.

I am grateful for the opportunity to speak to this important group of amendments concerning the discretionary social fund, particularly amendment 39, which calls on the Government to bring forward detailed proposals for the replacement scheme.

Discretionary social fund payments, such as crisis loans and community care grants, provide an essential safety net for some of the most vulnerable people in our communities who, at times of extreme hardship or disadvantage, need financial support. One such group I wish to talk about in detail are women fleeing domestic violence who, through no fault of their own, are forced out of their own homes and have to seek shelter elsewhere. It is because of my experience working with women affected by domestic violence and their families that I am so concerned about the Government’s proposals and what they could mean for those women.

A woman fleeing domestic violence often must leave her home with nothing more that the clothes she is standing in, without money or access to money, but she still needs access to vital items for herself and her children, from food and nappies to children’s clothing. The social fund provides a vital lifeline for those women. Although far from perfect—I admit its shortcomings—it gives reassurance to the woman that help is available should she need it so that she does not feel pressured to return home to violence simple because she has no access to money. Community care grants allow women to start afresh, with a new life and a new home, by covering some of the costs attached, such as a washing machine or a cooker.

I respectfully suggest to the hon. Gentleman that had he been here earlier, he would have heard some of the arguments articulated by my right hon. Friend the shadow Secretary of State. I also respectfully suggest that I am not referring to the cap. That is not the issue that I am discussing in relation to Sunderland; I am discussing the changes in respect of the 10% and the 30th percentile. That is my concern, and that is why this debate has to be on issues broader than London. I understand the concerns of my hon. Friends with London constituencies about the impact there, but the impact it will have in Sunderland will be different.

On average, claimants of local housing allowance in the north-east will see a cut of about 10% a week, or £468 a year, in what they receive. That will have a massive effect in the region, and in Sunderland it will affect more than 4,500 households. Furthermore, those out of work on jobseeker’s allowance for more than one year will be hit particularly hard, with a cut of 10% in their housing benefit. Currently, 2,500 of my constituents are claiming jobseeker’s allowance in an area of ongoing deprivation, where jobs are increasingly hard to come by. That will simply drive people into further poverty and drive up homelessness at a time when, no matter how hard people try, it is often difficult to find a job.

Sunderland city council prevented homelessness for 157 households in 2009-10, helping people to find accommodation, often in the private sector. Overall, the changes made in the comprehensive spending review will make it even harder for Sunderland city council to prevent homelessness. In the long term, the use of temporary bed-and-breakfast accommodation will inevitably drive up housing costs for local councils and have massive social consequences.

Changes in the calculation of housing benefit—pegging it to the consumer prices index—will lead to a dramatic rise in rent arrears, contributing to increased use of temporary accommodation and increased homelessness. It is not yet clear to me whether those who fall into arrears because of the cuts will be deemed to have made themselves intentionally homeless, which would mean that councils would not have a duty to house them. I would be grateful for some clarity from the Government on that issue.

Before I was elected, I managed a refuge for women and children fleeing domestic violence, and the city council supported these homeless families and got them rehoused, often in the private sector. The women would often pay a small top-up to their housing benefit, often to be near supportive family who could help with child care so that they could undertake training or return to the workplace. Such women will be doubly hit, and at the point when they are trying to get their lives back on track.

It is clear that the Government have failed to come up with an acceptable plan for housing benefit. They fail to recognise the long-term solutions to the underlying causes, and they are certainly not progressive.

Does the hon. Lady agree that for a great many people the purpose of housing benefit is to get them out of low-income housing? The changes that the coalition Government are proposing will keep those people in poverty and low-income housing for the rest of their lives. That is my concern. Does the hon. Lady share it?
