I mentioned at the beginning that we have to do things that are proportionate and fair. I know that the hon. Gentleman supported the cap on fuel prices that we put in, because we had to ensure that it was not the least well-off who were paying for the transition. I pay tribute to his work and to his own personal cycling activities. As he knows, the city of Cambridge is an exemplar for cycling and for effectively ensuring that road transport becomes a thing of the past.

I thank the Minister for supporting the message and for her actions. I was among the MPs who attended the meeting to listen to Greta Thunberg today. She is 16 years old and an inspirational young girl; she inspired me and many other Members as well. At 16 years of age, she is just six years older than my oldest grandchild Katie, 10 years older than my grandchild Mia and almost 16 years older than my grandchild Austin. What message would the Minister give to my three grandchildren and all other children that the climate action being taken today will have made a difference?

By working together, we can solve the biggest challenge humanity has ever faced. It will be difficult, but it is doable. In doing so, we will create jobs and prosperity for the next generation.

I thank my right hon. Friend for asking a very topical question. The situation is this. We have set out very clearly our need to explore soberly and scientifically this potentially important resource. We rejected the companies’ request during the process of extraction from the first well to change the regime, on the basis that it was fit for purpose. I have been very well aware of all the scientific suggestions that somehow this regime should be reviewed. Of course, we now have an independent regulator, the Oil and Gas Authority, and it is within its remit, should it wish, to look at the science. For me, it is a scientist-led decision—it is nothing to do with politicians.

Will the Minister outline any recent findings regarding the harnessing of tidal power and any project the Department is pursuing or overseeing?

The hon. Gentleman will know that we continue to look actively at this sector. Indeed, we have invested over £50 million in innovation in the sector over the past few years. However, it was right to reject the most expensive power station ever proposed in the form of the Swansea tidal lagoon. It is very pleasing to see that that project has now been brought forward in a form that does not require any Government subsidy. That is clearly a vote of confidence in this sector and this technology going forward. Our door is open for innovative proposals in this area. I was pleased, as I said, to meet the Marine Energy Council to see what more we can do.

I thank my hon. Friend for his measured approach. He is looking at these developments in his constituency and working very closely with his local communities. He is absolutely right, which is why we have launched an extensive, extended consultation to ensure that we hear from as many people as possible.

I thank the Minister for her comments. It is quite clear that we need to be assured of what steps the Minister and her Department will take, and what criteria will be in place, to ensure safety is paramount. When doing shale gas investigation or mining in former mining areas, safety has to be paramount. Can the Minister give an assurance that it will be?

The hon. Gentleman is quite right; that is why our environmental regulatory regime is already the best in the world. Colleagues will see from various write-rounds that we are bringing together the regulators to form one virtual regulator, so there can be no doubt about what regulatory matters apply to which communities.

As my hon. Friend knows, that is a difficult issue because local authorities rely on that revenue stream to fund other services, including buses in my constituency, and that is why the localisation of the rates, allowing local authorities to have more revenue from driving up activity in the high street and therefore rates revenue from the high streets, cannot come soon enough.

I thank the Minister for her response to the urgent question. What consideration has been given to possible management and staff takeovers—such as by establishing co-operatives—of individual shops marked for closure? What discussions has the Minister had with Marks & Sparks in relation to that, and what help can the Minister and the Government give to help that happen?

There has been close contact with Marks & Spencer at Government level to understand what is happening. There is also now a period of serious consultation between the company, unions and staff affected in those stores to make sure there is the best possible outcome for all.
