The amount of spending compares extremely favourably with that spent in similar G7 countries around the world. I am confident that we have world-leading expertise, and we are constantly evolving our capabilities in this space.

I thank the Deputy Prime Minister for his statement and his answers. I had occasion just five weeks ago to see Mr Speaker about an incident. The Deputy Prime Minister may be aware—if not, he will be shortly—that the all-party parliamentary group for international freedom of religion or belief, which I chair, had its website hacked, and the text that questioned human rights violations by China was removed. I reported it to Mr Speaker and made him aware of what took place. It is clear that nothing whatsoever is sacred to the Chinese. The work of the elected Members of this House is not treated with respect. Will the Deputy Prime Minister commit to stop handling the Chinese oversteps—for want of a better description—with kid gloves, and instead handle them with authority, and help China to understand that it will not trample over democracy in this place, or elsewhere, without being held accountable in the very strictest terms?

We will certainly hold China to account in the way that the hon. Gentleman describes. I will happily make sure that the parliamentary authorities and the National Cyber Security Centre are in touch with him about the attack that he described.

What discussions has the Minister had with the Police Service of Northern Ireland’s cyber protect team in relation to learning the hard lessons that have arisen from the numerous data breaches of office information across the PSNI and throughout the United Kingdom?

This was an appalling incident, as the hon. Gentleman knows, and it highlighted big flaws in how data is handled in respect of freedom of information requests. We have issued further guidance on how such requests should be handled, but I continue to work with officials in my Department and across Government to make sure that that sort of incident never happens again.

My hon. Friend is absolutely right to highlight this. As he says, AI will increase the threat landscape vis-à-vis cyber risks; I hope that we can also apply AI to reduce those risks. We are already working with the National Cyber Security Centre to develop products to inform individuals, and the new academy will work to provide education material. If everyone acted straight away when they got one of those annoying alerts to run the updates on their mobile phone, it would be the single best thing we could do to increase this nation’s cyber-resilience.

I very much thank the Deputy Prime Minister for his statement and the answers—every one—that he has given. On encouraging businesses to build resilience in a broad range of operations, I believe we must consider the risks in relation to the cost of energy, and others have asked similar questions. What discussions has the Deputy Prime Minister had with devolved Administrations—for example, on ensuring that businesses are able to build resilience on net zero targets and energy commitments—to ensure and secure prosperity for the future for everyone?

The hon. Gentleman is absolutely right to raise this. Under this Government, we have seen a 68% reduction in carbon emissions, which is faster than the EU, the United States of America and others. We are world leaders in many technologies, not least offshore wind and, I hope shortly, in the next generation of carbon capture and storage. We continue to work very closely with businesses to help them build that resilience.

Within the hierarchy of Whitehall, Downing Street sits within the Cabinet Office. I have found that the way it works best—I think that this is the Prime Minister’s view as well—is that the Cabinet Office supports Downing Street in the performance of its functions, so I do not think there is a need to create a separate Office of the Prime Minister beyond the existing Downing Street capabilities.

In the past week, I have had the opportunity to engage with a veteran who is coming to the end of 24 years’ service in July. He has to leave the Palace barracks in Holywood and move out because his tenure has come to an end. He has no idea how to get housing and job opportunities, due to changes in his personal circumstances. What steps are being taken to ensure that no long-serving soldier is left in such a precarious position or feeling so vulnerable? I know the Minister will answer positively, but I think we need to know that.

My right hon. Friend makes an important point. There are two elements: the first is ensuring that we are ahead of the game with artificial intelligence and exploiting its opportunities, and that responsibility sits with the new Department for Science, Innovation and Technology. There are also, as he says, major resilience challenges, which fall within my remit as Chancellor of the Duchy of Lancaster, ensuring that the United Kingdom is prepared for any threats that may emerge in that area. That is something I take seriously, and we are doing a lot of work on it.

Can the Minister further outline what steps are being taken to develop a measure for social vulnerability as an indicator of socioeconomic resilience and of how risks impact on communities and vulnerable groups, to further guide and inform decision making, particularly in relation to Northern Ireland, whose isolation leaves us more vulnerable than our mainland counterparts?

The hon. Gentleman raises an important point. This is a whole United Kingdom effort. As an example of that, a couple of weeks ago we held in Belfast a major cyber-security conference, bringing together partners from around the world and built on the strength of cyber-security not just in the United Kingdom but in Northern Ireland specifically. It is just one area where we are stronger working together as a United Kingdom.

The Secretary of State referred earlier to cyber-security. Bearing in mind the fact that Belfast is now known as the cyber capital of the world, will the Cabinet Office and the Secretary of State build on that strong foundation, invest in the existing industry, and allocate the funding to create more jobs and use the highly skilled based that is already there?

At the conference we had a few weeks ago, I was enormously impressed by the strength and depth of the cyber-security industry in Northern Ireland and particularly in Belfast. I reassure the hon. Gentleman that the Government remain fully committed not only to the cyber industry but to Northern Ireland in particular. I am sure that further investment will be forthcoming.

I thank my hon. Friend for his question. Like him, in a previous incarnation as a Minister in the Cabinet Office, I met with survivors. All of us, I think, who have met those survivors have been humbled by their courage and dignity. I can of course give my hon. Friend the assurance that he seeks. All four national Health Departments have confirmed that the payments will be made by the end of this week.

I thank the Minister for that very positive response. Some of my constituents, and indeed people across Northern Ireland, will welcome the £100,000, but other families have lost loved ones who were potential recipients of that money. Can the Minister assure us that those families will receive the money, and will do so at a suitable time? In some cases, they have been waiting for 12 to 15 years.

I understand and share the angst felt by those families at the time that this has taken. As the hon. Member will be aware, these are interim payments, and it is the start of a process. It would be wrong for me to prejudge the entire process, but I very much share and sympathise with his concerns, and I will ensure, as the responsible Minister, that those sentiments are represented.

I must say, Mr Deputy Speaker, that when I was looking at the call list, I had an inkling that this might come up. Of course, we are considering exactly that proposal and we will make further statements shortly.

I thank the Secretary of State for the encouragement that he gives us all across the United Kingdom of Great Britain and Northern Ireland in relation to the celebration. I, for one, am delighted to hear the wonderful plans for Her Majesty’s jubilee. It excites me to my core as a loyalist and as someone who supports the royal family. I am not alone in this. I represent Strangford and, as is the case across all Northern Ireland, we have a massive community of service personnel; their loyalty to the Queen and to duty saw many of us through tough times. Will the right hon. Gentleman clarify that as well as being a part of the national events that he has referred to, Northern Ireland will see additional funding to ensure that we are able to celebrate our Queen as we so wish to do? How will that funding be allocated in this great United Kingdom of Great Britain and Northern Ireland?

I thank the hon. Gentleman for his question. We want to ensure that this jubilee is celebrated by all generations and people from all different backgrounds and all nations of our United Kingdom. In terms of funding, we are discussing the settlement with the Treasury as part of the spending review. The principal role of Government will be to ensure things such as the security of events, policing and so on. We will look for private contributions for individual celebrations, but we will work through the details of that and come back to the House shortly.
