I thank my hon. Friend for his intervention, which gives me the opportunity to thank him for his hard work in fighting not only for his constituents, but for everyone across Wales. They deserve a better service than they are getting, and it is only by working together that we can get action, so I am delighted that he is here today. He is a doughty campaigner and a doughty champion for his constituency.

The Northern Ireland-Republic of Ireland cross-border initiative was officially closed in December 2020 due to the withdrawal of EU funding. It was a scheme that many of my constituents bought into and did well out of, getting their operations down south before coming back to Northern Ireland, thereby skipping long waiting lists.

The hon. Lady is absolutely right to ask for better cross-border health co-operation between Wales and England, and I understand the reason that she does so, but I believe that there is an argument to be made for a scheme across the whole United Kingdom of Great Britain and Northern Ireland, because I think that there are cross-border opportunities that we can all take advantage of. Although she is asking specifically about Wales and England, the title of the debate, if she does not mind my saying so, is “Health Services: Cross-border Co-operation,” and that is something that we can all ask for.

I thank the hon. Member for his intervention, and in particular for that feedback on how cross-border co-operation actually works. Of course I am focusing on Wales, but he quite rightly highlights that this is the United Kingdom. By working together, we can solve these issues and provide a collaborative approach to healthcare for people across the UK.

I also wanted to add to my list of failures the near-collapse of local NHS dental services. I could honestly stand here and reel off story after story of lives drastically and sometimes irreversibly impacted by the failures of BCUHB. In Holyhead, the largest town in my constituency, two GP practices were merged during the pandemic into Hwb Iechyd Cybi, or Cybi Health Hub. That practice has suffered a series of problems, including twice facing the threat of having no GPs—and that is in Holyhead, the largest town in my constituency.

One of the main things that would make a difference to Hwb Iechyd Cybi and the people it serves would be to co-locate the two original practices. Proposals have been made for that and, in the longer term, for a state-of-the-art healthcare centre for Holyhead. The co-location project would deliver economies of scale that would vastly improve the service that the practices can deliver and, therefore, patient outcomes. The project was allegedly given the go-ahead two years ago, but it has stalled and stalled in BCUHB’s hands, and now it has completely stagnated. Likewise, the integrated health centre has been under discussion for years, but it remains under discussion, with no progress likely. Lack of funding is the problem that is generally cited.

Hwb Iechyd Cybi serves 9,000 patients, and there are around 15,000 people in its catchment area. Holyhead is not a minor backwater in north Wales; it is a large town, yet it has no integrated healthcare. It has an A&E that is 25 miles away across a bridge that closes in high winds, and it has a massive shortage of doctors. I have launched my own petition to raise awareness of this issue and to call on BCUHB to proceed with the co-location project, as well as starting work on the new health centre with urgency. I recognise that the NHS faces significant pressures across the UK, but people are actually moving out of my constituency to live in other parts of Britain because they are scared of becoming ill in north Wales.

There are too many stories of avoidable death and harm. Unfortunately, it is almost impossible to compare the situation across the devolved nations in order to see just how bad it really is, because the Welsh Government produce different data from that produced by the UK Government. That makes it almost impossible to compare patient outcomes across borders.

What we do know are facts like these. In 2023, over 22,000 paramedic hours were lost in Wales just waiting outside A&E. In January 2024, more than 3,000 people in north Wales waited for more than 12 hours to be discharged from A&E, and nearly 60,000 BCUHB patients had been waiting for more than 36 weeks to start treatment; six years earlier, that number was just under 10,000. Over 57,000 people across Wales have been waiting for more than a year to start treatment, with 24,000 patient pathways waiting more than two years. Since 2010-11, the Welsh Government have increased health spending by 30.6%, well short of the UK Government’s increase in England of 38.9%.

We have asked the UK Government for help on behalf of our constituents. Last year, the then Secretary of State for Health and Social Care, my right hon. Friend the Member for North East Cambridgeshire (Steve Barclay), wrote to the Welsh Government to offer a right of access to NHS services in England for people in Wales. Unfortunately, the Welsh Health Minister claims not to have the additional budget to facilitate that proposal, despite the clear benefits it could offer our constituents. The Welsh Government can, however, find an estimated £100 million to increase the number of Senedd Members from 60 to 96; £4.25 million to buy a farm that it now cannot develop; and over £30 million to implement the much-derided default 20 mph speed limit.

The Welsh Government approach is also highly inconsistent. Take the covid pandemic. The Welsh Government seemed to be unaware that they would have to provide their own response to the threat, despite having been in charge of healthcare in Wales for years. They prevaricated and created different measures and responses, but they want to be part of the UK covid inquiry rather than holding their own. They seem to think they can pick and choose when they are accountable. It would be fantastic to see the Welsh Government prioritising health as the UK Government are doing, for example by enabling pharmacies in England to prescribe medication for common conditions such as earache and impetigo. It is challenging to be a UK MP in Wales when a matter such as health is devolved. Many people do not realise that it is devolved and blame Westminster for failings.

I beg to move,

That this House has considered the civil nuclear roadmap and Wylfa.

It is an absolute privilege to speak in this debate on the civil nuclear road map and Wylfa. I secured this debate to highlight the simple truth that large-scale nuclear development at Wylfa in my constituency of Ynys Môn would be a transformational opportunity for the people I represent. It would be the largest inward investment in the history of Wales, and potentially the greatest single action the UK could take in the fight against climate change and in the race for energy security.

I warmly welcome the civil nuclear road map that the UK Government published recently, in which they committed to exploring a third gigawatt-scale project after Sizewell C, and to developing further large-scale nuclear in parallel with small module reactors. I urge the Government to take that commitment further by naming Wylfa as the site for such a large-scale project, and to move forward at speed in announcing a partner to deliver that project in Ynys Môn. I am in no doubt, and neither is the nuclear industry, that Wylfa is the best site in the UK—and indeed all of Europe—for new large-scale nuclear.

I was recently visited by a delegation from Korea. That country has 24 GW of nuclear capacity, and the delegation said that Wylfa was a better site for new nuclear then any site they have. Why is that? Well, we have an existing strong connection to the national grid, we have solid bedrock—ideal for pouring the foundations of a nuclear power station—and we have plentiful cooling water that is deep, cold and close, which is exactly what the engineers need. We also have a site that has been substantially cleared and prepared for large-scale construction by Horizon Nuclear Power, under Hitachi. The industry opinion is unanimous: a third large-scale project must be at Wylfa, and I hope the Government will listen to that advice. Will the Minister commit today, or in the coming weeks, to naming Wylfa as the site for a further large-scale project?

There is one more factor that makes Wylfa ideal for new nuclear, and that is the strong support of the local community. Wylfa means hope—the community remembers what the island was like when the original Wylfa was up and running. To them, nuclear means jobs, investment and opportunity for them, their children, and their Welsh language—for all the young people who otherwise leave the island to find good work.

I am very impressed by the hon. Lady’s bringing forward this debate. From the beginning, she has been very assiduous in the House on this issue. My knowledge of her dates from her first debate in this House, which I think had a similar focus and title. I envy her for having a nuclear site where she wants it. We wish to have the same in Northern Ireland, but it is not possible. Does the hon. Lady agree that jobs should be created right across the United Kingdom of Great Britain and Northern Ireland, and that we should all benefit from manufacturing, jobs and apprenticeships?

I thank the hon. Gentleman for his kind words. He is absolutely correct. This is a UK-wide endeavour, and it means jobs not only on Anglesey but across north Wales and the whole of the UK. If we do not work together on this, we cannot work to deliver net zero by 2050.

The support of my constituents is indispensable, but it cannot be taken for granted. They have had their hopes raised and dashed again and again. They have endured so much heartbreak and disappointment as successive attempts to get the project off the ground have failed. The civil nuclear road map will have raised their hopes one more time, and I beg the Minister and the Government to do everything they can to ensure that those hopes at last begin to be fulfilled. What can the Minister do to fulfil them? As I have said, we can start by naming Wylfa as the site for a further large-scale project. We should also get the land off Hitachi, and the intellectual property from the Horizon project and into the hands of Great British Nuclear. I will put it simply: the land is designated for new nuclear development. If Hitachi will not use it, it should lose it.

I urge the Minister and the Government to think creatively about what we can do. As I understand it, EDF in the last year has paid £200 million from its nuclear fleet to the Government through the electricity windfall tax. Urenco usually pays an annual dividend to the Government of around £100 million from its uranium enrichment activities. Could that money not be used to buy out Hitachi, get the Horizon intellectual property and get on with the project at Wylfa?

As the Minister will know, I met, invited and personally showed around the leading contenders for a large-scale project at Wylfa: Westinghouse, KEPCO and hopefully EDF. All have said that the work Horizon has done to prepare the site and design a plant would cut the deployment time for a large-scale project at the site. We know that time is money, so getting the land and intellectual property into UK ownership is critical. The next thing is to design and start a process this year to pick up one of those prospective partners to execute a project at Wylfa in conjunction with Great British Nuclear. That can and should be done very quickly.

Westinghouse, KEPCO and EDF are all very well known internationally. They all have large-scale designs in commercial operation that the Government and our regulators can visit. The companies’ records are out there for people to see and scrutinise. Indeed, our friends in Poland have just gone through an extensive process to choose from those three for their first large-scale plant. The Czech Republic has done the same and the Dutch have started the same process. Can the Minister therefore set out how he and the Government can work with our allies?

That this House has considered control of the grey squirrel population.

Thank you, Mr Vickers, for the opportunity to hold this important debate on control of the squirrel population. I also thank my hon. Friend the Member for Copeland (Trudy Harrison)—a fellow atomic kitten. It was while we were visiting nuclear reactors in Finland recently that we discussed this important debate.

In the 1909 poem “An Appointment” by the Irish poet W. B. Yeats, he described the red squirrel as “proud” and “wayward”, bounding and springing around the trees with a

“fierce tooth and cleanly limb”.

He finished by saying:

“No government appointed him.”

Just two years after he wrote those words, American grey squirrels were introduced to Ireland and, as has been the case across much of the UK, this hardier and more aggressive species took over, pushing the red squirrel out and threatening its very existence. Although no Government appointed the red squirrel in Yeats’s poem, it is clearly up to our Government to reappoint red squirrels, a much-loved native species, to their natural homes. Grey squirrels are a menace to British biodiversity. They have proven perilous for our native red squirrel population.

The Ards Red Squirrel Group is full of fantastic volunteers who work tirelessly to protect the future of the red squirrel in my constituency of Strangford, particularly at Mount Stewart. The organisation is led by the National Trust Mount Stewart ranger team, and they are in constant contact with local landowners to monitor red squirrels and eradicate any greys that venture in. Indeed, the issue is the very presence of grey squirrels; grey squirrels are the Hamas of the squirrel world. Does the hon. Member agree that there should be greater integration between the Department for Environment, Food and Rural Affairs and local red squirrel groups in the devolved institutions to ensure that they have the means necessary to preserve and expand the red squirrel species throughout Northern Ireland?

I thank the hon. Member for his intervention. He is a keen advocate not only for his constituents, but for the red squirrel population. I particularly thank him for drawing attention to those who work so hard on this issue. He mentions co-operation with DEFRA on red squirrels. It is absolutely key to all aspects of biodiversity that we see such co-operation.

In the UK, there are now an estimated 280,000 red squirrels. That is just 10% of the grey squirrel population. I am fortunate that many of those red squirrels reside on my island constituency of Ynys Môn in north Wales, which has been grey squirrel free since 2016. An estimated 60% of the Welsh red squirrel population thrive in woodlands such as the Dingle in Llangefni, Penrhos on Ynys Gybi, Newborough forest and the National Trust’s Plas Newydd. I was thrilled to be invited by Dr Rajkumari Jones to become an honorary member of the Red Squirrels Trust Wales, and to be shown around Pentraeth forest by red squirrel champions Rob Macaulay and Dr Craig Shuttleworth.

In 2018, a review of the population and conservation status of British mammals noted a significant decline in UK red squirrel populations over the preceding two decades everywhere except Scotland. The report identified that the decline was due to diseases such as squirrel pox and adenovirus; competition with grey squirrels for resources; deterioration in habitat quality; and a failure to implement effective measures to control grey squirrel populations. Grey squirrels cause millions of pounds-worth of damage to our woodlands by gnawing the bark off trees. That can lead to the loss of particularly vulnerable tree species, such as beech. That in turn creates a decline in the fungi and invertebrates reliant on those trees. In some cases, the damage caused by grey squirrels reduces the value of timber to the extent of disincentivising investment in the creation of new woodlands. The estimated annual cost of grey squirrel damage to trees is £37 million, and the estimated cost to the whole economy of grey squirrels is £1.8 billion.

This Government have taken steps to control the grey squirrel population and protect red squirrels. As we have seen, the Environment Act 2021 includes a legally binding target to halt species decline by 2030. The England trees action plan, published in May 2021, states that we will act now to build resilience in our woodlands by improving the management of grey squirrels, including by updating the grey squirrel action plan. We are now two years on from the Environment Act and 30 months on from the England trees action plan, but the updated grey squirrel action plan has yet to hit our bookshelves. The current plan provides advice to landowners on controlling grey squirrel populations on their land. Provision is also made for countryside stewardship grants to help landowners control the squirrel population.

I was pleased to see that the promised species survival fund was launched earlier this year, and look forward to red squirrel projects receiving support when the results are announced. The Government recognise that this issue is bigger than just giving grants to landowners. To achieve our 2030 target and our 2042 ambition to grow native species populations by 10%, we need focused, sustainable and joined-up action, and we need it soon.

Let us consider the various ways that the targets can be met. The first is through the traditional methods of grants to landowners, to support trapping and shooting of grey squirrels. Although that is effective, it is not always expedient. The Forestry Commission squirrel control plan reminds us that

“the time required to cull high-level populations must not be underestimated, nor should the total period over which a high culling effort will be required”

and

“even after populations are reduced, the time to sustain lower population levels can remain as high as it was previously, despite fewer animals being culled.”

Put simply, squirrel migration may simply displace the problem, and smaller populations are harder to hit. Trapping and shooting are also unpalatable to many people, and there are other more effective methods that need to be considered. I recommend the excellent report “Saving the Red Squirrel: Landscape Scale Recovery,” edited by Bangor University’s Craig Shuttleworth, along with Nikki Robinson of the Red Squirrels Trust Wales and Peter Lurz from Edinburgh University. Its production was supported by my local authority, Anglesey County Council.

That publication looks at alternatives in depth, and I would like to highlight some of the proposals reviewed. One is the reintroduction of pine martens as a method of biocontrol. Those native creatures have been largely extinct in England and Wales since the early 20th century. They prey on squirrels and, because grey squirrels are slower, larger, more populous and spend more time on the ground than their red cousins, they are easier prey for the pine marten. As non-native species, grey squirrels also lack the instinctive anti-predator response to pine marten scent that makes our red squirrels run for cover at one sniff.

There are an estimated 3,000 to 4,000 pine martens in Scotland. That may be in part why red squirrel populations are healthier north of the border. Pine martens have been reintroduced in various areas of Northern Ireland. In recent years, controlled studies have reintroduced them to parts of Wales and the Forest of Dean.

I beg to move,

That this House has considered Great British Nuclear.

It is a pleasure to introduce this debate on Great British Nuclear. Quite simply, the formation of Great British Nuclear, headed by the interim CEO—the brilliant Gwen Parry-Jones, who lives on Anglesey—has given us the best opportunity in 40 years to kick-start a programme of new nuclear power stations in this country. I want to remind hon. Members, if they need reminding, that nuclear is vital to our journey to net zero, to our drive for energy security and to our prosperity as a country, with jobs and opportunity reaching every corner of these islands.

In just one technology, nuclear provides energy that is clean, reliable, affordable and British. It is the only technology that can say that. Common sense and every bit of modelling and evidence from countries right around the world tell us that we need nuclear, operating whatever the weather, to complement technologies such as wind and solar, and to wean us off imported fossil fuels.

I commend the hon. Lady for securing this debate. From the very beginning of her time in this House, her interest in her constituency and in nuclear power has been prominent, and I congratulate her on that. Does she not agree that the war in Ukraine and the accompanying fuel crisis have underlined the vital importance of nuclear’s capacity, and that £20 billion for a large-scale plant, with additional support for small modular reactors for a plant that helps with this nation’s self-sufficiency, is a price that we must be willing to pay? I have always supported nuclear, and I support the hon. Lady today.

I thank the hon. Member for his intervention and for his kind words. He is a true champion for his constituency and certainly for the nuclear sector. I absolutely agree with him. We have to invest in this new technology, and the time is now. It is important for net zero and for all those fantastic jobs. We cannot achieve net zero without it; we need that energy security.

Nuclear’s record in local communities speaks for itself: it provides high-quality, long-term and skilled jobs that pay wages two or three times what people get outside the power station. My community and many others around the UK that have had nuclear power know that it delivers good-quality jobs and local investment—and they say they want more of it. That, as hon. Members may guess, is my particular interest in today’s debate.

We have made great progress on nuclear in recent years, introducing the new regulated asset-based funding model, investing in Sizewell C and putting money into the Rolls-Royce reactor design. We also had the Chancellor’s welcome announcement that we will green-label nuclear, crowned by the formation of Great British Nuclear. We even have, for the very first time, our very own Nuclear Minister.

I can attest to the wave of energy and optimism that GBN’s formation has given to the industry. The Minister will know that technology vendors and developers from all over the world have entered the small modular reactor down-selection process that GBN is running at the moment. Many have come to visit Wylfa in my constituency of Ynys Môn to see the best site in the UK for further nuclear development. The likes of GE Hitachi, Rolls-Royce and Last Energy have all toured the island.

Today, I want to focus on how GBN can convert reactor technology, sites and strong political support from the Government into new projects in constituencies such as Ynys Môn. I hope the Minister is listening carefully. If I start with the small modular reactor down-selection, we should expand the prize of winning. At the moment, that prize is co-funding to help to develop the winning technologies up to the point of a final investment decision.

That is a good start, but we can go further. The winner should get access to named sites that are suitable for building small modular reactors; access to a funding model, such as the regulated asset base model or contracts for difference, to help to raise money; and help from GBN to form the actual project companies that will develop, own and operate the nuclear power stations once they are built.

The first SMR being built in the western world, at Darlington in Ontario, Canada, followed exactly that model. About five years ago, Ontario Power Generation ran a selection process, as we are now, and at the start it was clear that whoever won the selection would build an SMR at the Darlington site and that Ontario Power Generation would develop, own and operate the site. The winners had a site, an order, and a project developer and operator. That is the model that we should follow, because that is how we give investors enough confidence to put their money into such projects.

I am delighted that the Energy Bill gives GBN the power to form subsidiaries and joint ventures with the private sector to do exactly that type of individual project development, and I want to hear how the Minister’s Department will support GBN in doing just that. More than that, I want to hear whether the Minister has thought about awarding sites and offering funding modes to the winners to accelerate the process of deployment and quicken investor interest in the UK.

If the Minister needs sites to offer, I have one in mind: the best site for new nuclear in the UK, Wylfa. Our need for new nuclear means that we have to build more large-scale nuclear as well as small-scale nuclear. Large-scale nuclear, which is often unfairly maligned, has actually had a banner year. All three major western designs—the EPR, the AP1000 and the APR-1400—have connected reactors and entered commercial operation. Coincidentally, I think that the owners of those designs have all expressed an interest in a Wylfa site. Will the Minister say what further thought has been given to other large-scale projects after Sizewell C to capitalise on that interest, and also set out his thinking on the circumstances under which we will pursue more large-scale nuclear in this country?

That this House has considered freeport proposals for Wales.

It is a great pleasure to serve under your chairmanship, Mr Vickers. The debate comes at a crucial moment not just for my constituency of Ynys Môn but for north Wales and the whole country. In the coming weeks, we expect a decision on the site of the first freeport in Wales. That will be a monumental moment for Wales, whichever bid is successful, and the potential for boosting the economy of north Wales via a freeport on the Isle of Anglesey is enormous.

It is the privilege of my life to represent the people of Ynys Môn. It is a proud island with a wonderful history, and our ports have long been critical to our success, providing communication and trade links throughout history, from the Roman fort in Holyhead, which was positioned to overlook the port, to Amlwch, whose port and copper trade once made it the second largest town in Wales.

Ynys Môn’s relationship with the sea is well documented. Since the 1800s, the port of Holyhead has been a key link in the chain between the UK, Ireland and Europe. It developed as part of the fastest route between London and Dublin, and is still the second busiest roll-on roll-off port in the UK, but time moves on, and Ynys Môn needs to progress to the next step in its journey. The obvious way forward is the freeport programme.

For several years, I have been leading the campaign to secure freeport status for the island, and over the past six months I have been working alongside a consortium of partners led by Stena Line and Isle of Anglesey County Council to deliver a bid that we can be proud of. Colleagues will also be aware of the work I have done with my north Wales Conservative colleagues—particularly my hon. Friend and neighbour the Member for Aberconwy (Robin Millar)—to raise the prospect of the freeport. Indeed, I have spoken of little else in this place for the past few years, and that is because of the bid’s potential to transform Anglesey. That transformation would truly be life changing for so many people and communities across north Wales. Behind the scenes, I have also been corralling others to join the cause, and I am pleased that more than 40 businesses, local councils and education institutions now support the bid, as well as more than 1,500 residents from across north Wales.

Since the UK Government announced in 2020 that they would use our post-Brexit freedoms to establish 10 freeports, I have been unequivocal about the importance of giving freeport status to Ynys Môn. That is because my constituency faces a range of challenges that are holding people back, the root cause of which boils down to a lack of long-term, sustainable investment. In the 21 years since the Senedd was established, and with a Labour Welsh Government in Cardiff, the island has systematically lost major employers, including Anglesey Aluminium, the Wylfa nuclear power station, Octel and Rehau, which led to huge job losses on the island. That continues to this day with the deeply disappointing anticipated loss of the 2 Sisters poultry plant, and with it around 730 jobs, which was announced in January.

We have seen next to nothing from the Welsh Government to address those issues, and at times it can feel as though there is a reluctance in Cardiff to recognise the urgency of the situation. The damage to the island caused by employers closing their operations does not stop at the tragedy of people losing their jobs; those people have to move away from the island, which in turn means taking their children out of school. The limited availability of jobs means that, for those young people who go through school on the island, there is limited choice, and that choice is often to move away to Cardiff or England. Meanwhile, the island becomes even more dependent on seasonal tourism. No wonder Ynys Môn has one of the lowest gross value added rates in the UK.

Most recently, the announcement that the Welsh Government will not pursue their plans for a third bridge to the island has made our maritime infrastructure even more important. There are two bridges to the island: the Menai suspension bridge is 200 years old and access to it is restricted for safety reasons, and the Britannia bridge is a single carriageway that regularly congests and closes in high winds. Those road infrastructure challenges are a real concern for businesses looking at the island for future operations. They significantly restrict the opportunities for Ynys Môn to achieve its economic potential.

In the light of the decision by the Welsh Government, we have no alternative but to maximise the opportunities offered by our sea routes and maritime infrastructure. I cannot bear to see such wasted potential, and we must do everything we can to ensure there are good-quality, well-paid jobs on Anglesey. That is how we stop our young people leaving, maintain the proud heritage of the Welsh language and preserve our local heritage. The catalyst for bringing those jobs is a freeport. It would give businesses the green light they need: the confirmation that the UK and Welsh Governments are serious about attracting investment to the island.

There is an incredibly strong case for the Governments to make Anglesey the first Welsh freeport, not least because the solution to making serious progress towards meeting the UK’s net zero objectives or addressing reduced post-Brexit trade flows is right there on Ynys Môn. Anglesey stands on the brink of becoming a centre of excellence for energy production, and freeport status would only boost its progress towards making that a reality. The waters around Ynys Môn have been identified as some of the best for tidal power projects. Like the Cromarty Firth freeport in Scotland, the island would be a prime location for building, assembling and deploying offshore wind turbines. BP has been given preferred bidder status for its Mona and Morgan offshore wind farms in the Irish sea. It is actively looking for the right location from which to build its base and support operations, and a freeport on Anglesey would be the obvious place.

Companies such as Menter Môn and Minesto are homing in on tidal energy and wave production. Menter Môn owns the lease on the largest consented tidal stream site in the world, which it envisages would generate just under £100 million of inward investment by 2027. Freeport status would enable 60% of that to be retained in the local economy, which would deliver the long-term, high-paid jobs that the people of Anglesey so desperately need.

Then, of course, there is new nuclear at Wylfa, which has been my other main topic over the past few years. Wylfa offers the best new nuclear power site in the UK—possibly the world. It has the potential to power 2 million homes, and it offers to be Wales’s biggest single contribution to tackling climate change. Beyond that, the site has the support of local people and would offer 9,000 construction jobs, 900 long-term, permanent, skilled, well-paid careers, and thousands of supply chain roles across north Wales. Companies such as Rolls-Royce SMR, Bechtel, Westinghouse and Last Energy stand ready to turbocharge the nuclear offering on the site.

Home-grown energy will be essential if we are truly to tackle climate change, achieve our 2050 net zero target and protect our energy sovereignty. Anglesey has the ability to upskill the workers of north Wales. Bangor University and Grŵp Llandrillo Menai are working with the bid team to make the most of the opportunities the freeport would bring. Part of that is M-SParc, the first science park in Wales, which focuses on supporting growing local businesses and investing in green energy research and development.

Freeport status would boost our proud trading history. Holyhead port is the second busiest roll-on roll-off port in the UK, which makes it a vital hub for international trade. The freeport would help to increase the activity at the port by revitalising the GB land bridge, whereby goods can move from the island of Ireland to mainland Europe without having to sail around the south coast of Great Britain. In the last few years, the GB land bridge has seen a 20% decline in trade, and a revival of the GB land bridge, ushered in by boosted trade through the freeport, could bring up to £6 billion in trade uplift to the UK economy by 2040. We are working with the likes of Fujitsu on digital trade corridors to ensure the utmost safety and transparency of goods flowing through the port. Analysis by the Centre for Economics and Business Research has shown that the Anglesey freeport could bring up to 13,000 jobs to north Wales over a 15-year period and increase UK GDP by £1 billion by 2030. This Government could provide no clearer signal of their support for the people of north Wales than granting freeport status to Anglesey.

Finally, let me focus on environmental protection and nature restoration.

I commend the hon. Lady. In the short time she has been in the House, she has been a very assiduous Member for Ynys Môn and for Wales as a whole. I support her ambition for a freeport in her constituency, and I wish to see similar opportunities for us in Northern Ireland. I know that the debate is about Wales and that the Minister is answering for the Wales Office, and I support the hon. Lady’s request for a freeport, but I also request that something similar happens for us in Northern Ireland. Does the hon. Lady agree that, in the levelling-up process, the Government should cast their net wide and ensure that Northern Ireland is part of the freeport strategy?

I beg to move,

That this House has considered the future of funding and employment in RAF Valley.

Bora da—good morning. It is an honour and a privilege to serve under your chairmanship, Mr Twigg. I must declare an interest, as I am a member of the armed forces parliamentary scheme.

Anyone who wants to spend time in my beautiful constituency of Ynys Môn should know that there is an RAF base there. They might never have seen or even heard of it, but they will know it the first time one of the Hawk jets goes overhead. That is also a great way to spot a local because locals rarely look up when the planes fly over. They simply pause their chat for a few seconds and resume naturally when the noise has passed. Visitors, on the other hand, stand there with a shocked look that says, “What on earth was that?” My children hear the jets as they fly over our home near Valley, and I say to them, “It’s the sound of freedom.”

RAF Valley has long been a flying training station for the RAF and Royal Navy. It is the home of No. 4 Flying Training School, where No. 25 Squadron, under the command of Wing Commander Tim Simmons, and No. IV squadron, commanded by Wing Commander Jamie Buckle, provide advanced jet training for the next generation of RAF and Royal Navy fighter pilots. They train in the BAE Systems Hawk TT jet, which has advanced avionics and is the perfect leading trainer for pilots moving on to frontline aircraft, such as the Typhoon and the F-35 Lightning.

No. 72 Squadron, led by Wing Command Chris Ball, joined the base last year and carries out basic flying training in the Texan T1 aircraft. RAF Valley provides two thirds of the UK’s fast-jet training, delivering basic and advanced courses. The pilots trained at RAF Valley go on to secure the skies, protect UK airspace at home and defend UK interests overseas. The station is home to the UK military flying training system, one of NATO’s most advanced fighter pilot training programmes, and RAF Valley is an acknowledged centre of excellence. It is Britain’s equivalent of “Top Gun”.

RAF Valley is the base for the RAF mountain rescue service, which is expertly led by Squadron Leader Ed Slater. His team is on-call 24 hours a day, 365 days a year to save lives and support the UK and local emergency services. Barely a day goes by in the summer without the Daily Post citing another daring rescue in Snowdonia—the kind of press coverage that my team can only dream of. The 202 Squadron is also based at RAF Valley, where, under the leadership of Squadron Leader Martin Jarvis, it teaches UK military helicopter crews highly skilled maritime and mountain flying techniques. There has been an RAF base there since world war two, when it was established as a fighter station to defend Merseyside, the industrial north and the Irish sea from enemy air and sea activity. From 1943, it was a major staging post for United States army air forces arriving from the United States to help the war effort. It has long been established as an operational training base.

Ynys Môn is rightly proud of its RAF heritage and RAF Valley is an integral part of its fabric. I declare a further interest, as my grandparents were in the RAF during world war two—indeed, it is where they met—so I have a real passion for the service, as I would not be here without it.

RAF Valley is more than just a military base. It is the second largest employer on Anglesey after the local authority. It has a Whole Force of about 1,500 personnel made up of approximately 350 military and civil servants and 1,150 industry partners.

I congratulate the hon. Lady on securing this debate. In the short time that she has been in the House, her industrious efforts on behalf of her constituents have been recognised by everyone, including me. I put that on record. She just referred to the numbers. Does she agree that the work carried out by the 1,500 RAF service personnel, civil servants and contractors shows that it is essential for the area—for not just the RAF station, but the community—and that the relationship between the RAF and the community is important? Does she also agree that the Minister should help her in his response?

I thank the hon. Gentleman for his kind words. It is my privilege to support Ynys Môn. I agree that the RAF plays a significance role on the island.

Many other local people are reliant on work in the station’s supply chain, and many large companies support its output, such as BAE Systems, Babcock International, Ascent Flight Training, Affinity Flying Training Services, Airbus Helicopters and Eurest Support Services. From highly skilled engineers to kitchen staff and cleaners, every single one of them plays a key role at RAF Valley. It is a critical part of the island’s economy. Many children from the base go to local schools and learn Welsh, and staff and their families integrate within the community. Many return to live on the island when they leave the RAF.

The Whole Force team, led by Group Captain Chris Moon, intentionally develops close formal and informal local connections. Engagement activities include community council briefing days, working with Bangor University on history research projects and liaising with Wales armed forces covenant stakeholders. It has actively supported the local island games team which, we have just learned, has won its bid for the 40th anniversary of the International Island games to be held on Ynys Môn in 2025. RAF Valley organises safety campaigns, works closely with the local aviation society and provides personnel to support the local Royal National Lifeboat Institution, mountain rescue and first responder groups.

The rural outlying nature of Ynys Môn means that activities for young people on the island can be sparse. There are high levels of youth unemployment and school attainment is generally below average, particularly for boys. Seeing a clear gap in the market, RAF Valley operates extensive youth engagement programmes involving many local groups. Civilian and military personnel from the base, in particular June Strydhorst and Squadron Leader Graeme Muscat, are proud to support the Jon Egging Trust, with its inspirational and award-winning outreach programme for 14 to 16-year-olds. RAF Valley has hosted the under-16 and under-18 Welsh Rugby Union training camp and offers junior football and tennis camps in association with the Isle of Anglesey County Council.

With Bangor University, RAF Valley supports the Profi project, an experiential learning and mentoring programme aimed at 18 to 24-year-olds, and STEM Cymru projects. It also works closely with Careers Wales to support youth projects across north Wales and help young people to establish transferable skills and find employment. For local schoolchildren, the station hosts on-site STEM activities and school days, and is actively involved in the air cadets, girl guides and scouts. Many of the military personnel volunteer with local youth organisations while they are based at the camp.

Indeed, RAF Valley has an active station charities committee, and many charities across north Wales have benefited from funds raised by the station. Charity track days, aviation society spotters days and the Tour de Môn cycling event are just a taster. I cannot wait to stick on my white beard and face mask and join them on their Santa drop to Ysbyty Gwynedd this Christmas. From organising beach cleans to their thrift shop recycling project, to acting as custodians for a section of the famous Anglesey coastal path, RAF Valley is definitely part of day-to-day life on Ynys Môn. Indeed, the Padre —Mike Hall, who I met recently—told me that they even support entrepreneurs in their community centre.

I am fortunate that the RAF community embraced and welcomed me. I visited the station recently and was taken around by Group Captain Moon, who proudly showed off his station, and particularly his dedicated and devoted staff. He told me:

“Whilst the RAF might seem to be high tech equipment focused from the outside, it is our people, from across the Whole Force, that really give us our edge. Some of our people have worked here for over 40 years, and if you cut them open it would say RAF Valley on the inside!”

While there, I saw and spoke to members of the Whole Force carrying out a range of duties, and from the minute I arrived on station, the site’s “one-team” approach was clear. While visiting 72 Squadron, which played a key role in the battle of Britain, I met many of the military and civilian personnel of Ascent and Affinity. They are rightly proud of the heritage of their squadron. There was a real team atmosphere, and it was great to meet the dedicated workers of “Menai Cleaning”, proudly wearing their 72 Squadron name badges.

It was a privilege to have a go in one of the station’s state-of-the-art flight simulators. Although my flying was not perfect, I was told that it was similar to that of my right hon. Friend the Secretary of State for Education. I am thinking of giving them a “Top Gear”-style leader board to track the parliamentarians who visit.

Warrant Officer Nikkie Jones showed me around the air traffic control tower, where the professionalism and ability of the controllers was evident as they safely and efficiently directed all the Hawk, Texan and helicopter activities through the skies. Wing Commander Nikki Parr summed up the view of the team best when she said to me:

“In a career of over 28 years within the Royal Navy and the RAF, Valley is the best place I have ever served, with absolutely everyone pulling together to achieve our aim of getting Pilots to the Front Line; safely”.

Skilled jobs are obviously critical to the operational effectiveness of the base, and to the economy of Ynys Môn. Our island is over-reliant on tourism, which, as we have seen only too clearly this year, is a fickle mistress. We need good-quality, well-paid and reliable jobs for our young people to move into when they leave school. Too many are forced to leave the island to seek work elsewhere. RAF Valley, with its innovative technical partners, has provided a much-needed source of employment locally. The teams provide excellent opportunities, with high-quality training apprenticeships and long-term career progression possibilities. I will give a couple of examples.

Laurence Peers was raised in Holyhead and left school with no qualifications. He started working at RAF Valley in 2002, and today he is an experienced supervisor in the avionics and electrical trade. Indeed, it was Laurence who got me in and out of the flight simulator when I visited the station. Laurence said to me,

“please do all you can to keep giving the young people of this island the best chances in life if they wish to stay and live and make a reasonable living where they were brought up.”

John Patchett was posted to Valley in March 1984 and stressed that the Hawk team workforce has 40 years’ experience, and that the force needs to retain and build on that collateral. He told me that he and his colleagues chose to remain at Valley because

“it’s not only a workplace [or] a job to us, but a way of life. The island and nearby mainland is our home, or has become our home.”

His team wants to stay on the island and pass their skills on to new generations of young people who desperately need the kind of training and support that RAF Valley can give them.

Ian Blackie, who works on the T1 planes, told me that the RAF Valley team is absolutely critical to putting RAF and Royal Navy aircrew on to the frontline safely and on time. He said:

“To maintain these 45 year old fighter training jets requires a knowledgeable, highly skilled and dedicated workforce. This knowledge and skill set are developed over many years and are unique to the RAF Valley workforce, with both hands-on maintenance and technical support cells.”

I recognise and appreciate that the BAE Systems contract is currently under negotiation, and I in no way wish to interrupt those discussions. However, I wish to impress upon the Minister the importance of RAF Valley to Ynys Môn. RAF Valley is not “just an employer” but a team, a family; and like all great teams, it operates efficiently because every part of it performs its own role, and does it brilliantly. The people of Ynys Môn want RAF Valley to grow and flourish. We are the energy island, an incubation of innovation, a place for technological creativity. RAF Valley is part of our DNA.

This debate is not just about current jobs. It is about ensuring the long-term future of RAF Valley. It is about keeping RAF Valley as a centre of excellence for training pilots for both the RAF and Royal Navy. It is about retaining and encouraging investment in both the base and its workforce. It is about ensuring that RAF Valley has the most up-to-date equipment, the best planes and, of course, the exceptionally high calibre of technical staff that it has spent years developing. I ask the Minister to tell me not only how jobs will be maintained at RAF Valley but, more importantly, what jobs, apprenticeships and other opportunities he expects to be created for the next 20 years. I ask the Minister to acknowledge the importance of RAF Valley, and to give us his absolute assurance of the MOD’s recognition of Anglesey’s appreciation of the station.

Although I appreciate that negotiations are under way at this time, I want the Minister to acknowledge the significance of the RAF to Ynys Môn. The people in my constituency are rightly concerned about the implications of the negotiations and the timescales to which they are being conducted, so I ask the Minister to set out exactly where the negotiations stand at this time, and when those affected will know what is being decided. Finally, I want to look beyond 2025 and ask the Minister whether he will work with me and ministerial colleagues to get further operations to RAF Valley.

Thank you, Mr Speaker, for the opportunity to introduce this important debate tonight.

Our country’s ever-increasing energy requirements and, more importantly, how those requirements are met have long been the source of much debate under Governments of all political colours. Hitting the right energy mix is the aim of all high-consumption countries around the world but, of course, it is easier said than done.

Never has the energy mix been more evident than in my constituency of Ynys Môn in north Wales. Wave and solar energy specialists on Ynys Môn are leading the way in their respective fields, and some of the first offshore wind prototypes were tested on the island. However, this is only part of the all-important energy mix.

New nuclear power has the capability to meet rising demand, and this Conservative Government can be incredibly proud that the UK is the first major economy to pass a net zero emissions law with a carbon target of net zero by 2050. Wylfa Newydd on Ynys Môn is critical to achieving that target for a number of reasons, and I will touch on only a few of the most salient points tonight.

First, there is rising demand for electricity, and the Committee on Climate Change predicts that demand to double. The electricity we produce cannot be any electricity: it must come from clean sources and, of course, it must be dependable. This report introduces the idea of firm power—electricity generation that can be relied on to supply demand at all times. We cannot ignore our population’s ever-increasing requirement for electricity as we decarbonise heat and transport.

I congratulate the hon. Lady on securing this debate on a vital subject and on her wonderful introduction. Does she agree that, as with all things in life, a balance must be struck and that we must balance the provision of energy with a safe and secure foundation for that provision? Does she also agree that nuclear power, which I support, is not the answer to all our needs but is currently necessary and that, while we consider viable replacements for nuclear energy, we must take care of our nuclear plants to the highest safety standards?

This reactor technology is proven and has already been delivered four times. I agree with the hon. Gentleman that this technology must be proven to be safe.

Secondly, nuclear power fits in with decarbonisation both here and in the world at large. Nuclear energy has been powering UK homes since 1956, doing the heavy lifting of decarbonisation long before global warming was near the political agenda. According to the “Digest of United Kingdom Energy Statistics 2019” published by the Department for Business, Energy and Industrial Strategy, nuclear power provides over 45% of our domestically generated clean power. Over the next decade, however, all but one of our current fleet is due to come offline. If that capacity is not replaced with nuclear, our emissions will go up.

Countries like Germany have tried to decarbonise by shutting down their nuclear power stations and opening open-cast lignite coal mines—the dirtiest form of coal possible—to keep the lights on when their wind and solar fleet is not generating enough electricity. Their long-term solution is to pipe in gas from Russia, but that is still a polluting fossil fuel. The Nord Stream 2 project risks Germany becoming too dependent on gas from Russia, at a time when the world’s political instabilities risk supply cut-off. This would not be an appropriate course of action for us to take.

If we were to exclude nuclear in the UK, we would need to install 478 GW of capacity, compared with between just 70 GW and 80 GW in a balanced mix. The Massachusetts Institute of Technology concluded in 2018 that not only is it more difficult to reach net zero without nuclear, but it is significantly more expensive.

Lastly, but most importantly, for my constituents of Ynys Môn the economic benefits are clear. As a Government, we promised our voters in areas such as mine that they would not be forgotten any longer.
