The hon. Gentleman says it is now, but we are still in the EU, and that is the position we are about to change. This gives us a huge opportunity to devolve that power from Brussels. Some of it might go to the Union Parliament, some to the Welsh Assembly and some to the Scottish Parliament. That is to be decided, but would it not be a good idea if the SNP joined in positively the discussion about the appropriate areas to take those powers?

Does my right hon. Friend believe, like me, that the SNP will join in the discussion if, on exiting the EU, more money becomes available to spend in the UK? If more is spent in England, it will want a dividend for Scotland as well, through Barnett.

[John Redwood]

I suspect that that is exactly right. I look forward to the day when the SNP accepts the verdict of the Union and the wisdom of the majority of Union voters, and sees that there is more power in it for devolved Parliaments and Assemblies—and potentially more money, once we no longer have to send the net contributions—and that we have a great opportunity to develop the devolved version of Scotland that the Scottish people voted for, if not always the one that the SNP would like.

Nigeria

No one living outside the affected areas in Nigeria should believe for one minute that they are immune to the possible terrorist activities of Boko Haram. As I said, there is an election in February, and presumably there are those who wish to campaign in this large chunk of the country in the north. It is a problem for Nigeria. Yes, we certainly wish that its institutions were stronger, but I think that both the Nigerian Government and the international community are absolutely certain that Boko Haram needs to be routed out, and quickly, before it does further damage within the country and to its vulnerable neighbours.

I agree entirely with what the Minister and the shadow Minister have said. I particularly agree with the Government’s decision not to intervene in Nigeria directly with military force. Will the Minister explain, though, why the west is right to try to use military force in Syria and Iraq, in rather similar situations, but not in Nigeria?

We have deployed assistance to Nigeria and we will continue to do so, particularly on the intelligence side. I repeat that Nigeria is one of the richest countries in Africa and it spends 20% of its own budget on defence expenditure. In the normal course of events, it should be able to handle these things itself, but it cannot, and that is why we are providing assistance to enable it to do so. Drawing any parallel between what is going on in Syria and Iraq is not useful, if I may say so. This is something localised to Nigeria, and we want to prevent it from spreading across other parts of Africa.

Yes, with both pleasure and conviction. Scotland benefits from being part of the UK in this renaissance of trade that the UK is undergoing. I must point to a recent fabulous article in Le Monde, which said we can now predict sustainable future growth—gone are fears of repeated recessions and new injections of liquidity. The jobs market and consumer confidence are both improving—improving for the United Kingdom and improving for Scotland, as well as for England, Wales and Northern Ireland.

What conclusions does the Minister draw from the fact that exports from some countries outside the EU to the EU are increasing more rapidly than our own?

My right hon. Friend will be aware of my earlier comment that trade with the EU has been adversely affected by the downturn in the EU economy. I think what it shows is the flexibility of the British economy, not least because we did not join the euro and because this Government have a more determined approach to driving exports globally, both with our existing partners and in emerging markets.

Will the hon. Gentleman allow me to finish? Russia is a major player in the world. We continue to have extraordinarily important discussions with it about Syria and about the Democratic People’s Republic of Korea and other issues, and we continue to review—and raise when appropriate—the situation there regarding human rights.

Given the importance of low-energy prices to industrial recovery and jobs, did the Prime Minister take advantage of the summit to ask the Germans how they were managing to run their coal stations for much longer, under EU rules, and to have cheaper energy, and did he give notice that Britain needed to do the same?

I cannot answer either of those questions in the affirmative but I shall ensure that the right hon. Gentleman’s questions are given a precise and accurate answer.
