The hon. Member will be aware that Remembrance Sunday is coming up, which is a timeline that campaigners wanted to meet. That gives us a narrow window to do the sort of ceremony that I would think befits these individuals. It is a balance between getting the medals on people’s chests for Remembrance Sunday and at the same time ensuring that they are awarded in a manner that is in keeping with their service. That is simply the art of the possible and what can be done. I am proud of what the Government have done on nuclear test veterans. Her party, when it was in power, did not award nuclear test veterans; in fact, she signed early-day motions to campaign against nuclear weapons, so I will not take any lessons on this. I am proud of what we have done, and I look forward to seeing medals on chests for Remembrance Sunday.

What steps is the Cabinet Office taking to honour the Conservative party’s manifesto commitment to protect Northern Ireland veterans from vexatious litigation?

I can tell my hon. Friend and the House that we are nearly at the summit of that mountain. The Bill is continuing to go through the Lords. It will come back to this House and become law by the summer recess. We will have delivered on a manifesto commitment to protect those who served us in Northern Ireland, of whom we are deeply proud, from the vexatious nature of investigations and litigation, while providing a better opportunity for all victims of that conflict to find out what happened and to focus on reconciliation and the future.

6. How many staff of the Office for Veterans’ Affairs are (a) veterans and (b) non-veterans.

The Office for Veterans’ Affairs is staffed by civil servants, two of whom, including the director, are veterans. I myself am a veteran, and I have seen at first hand the need to support our veterans. The OVA is also setting up a veterans’ advisory board, which includes veterans and representatives from academia, business and the charity sector.

My hon. and gallant Friend the Minister will recognise that veterans represent the very best of selfless service to our country, and no one understands veterans’ needs better than veterans themselves, so what plans does he have to increase the number of veterans, including disabled veterans, in his Department?

People come and work in the Office for Veterans’ Affairs based purely on what they can add to the organisation. A number of veterans are working there at the moment. We are still conducting a recruitment process for certain roles, but it is an embryonic organisation that is finding its way through Government, and I look forward to giving my hon. Friend an update in writing later in the year.
