I do not agree with that, actually. I will give the same answer that I gave to the Green party. We absolutely believe in tackling the climate crisis and in building our way out of a dependence on fossil fuels, but I cannot just click my fingers and make that happen overnight. We have to build this infrastructure over time, and there is a transition period in which gas will remain the main source of energy for people heating their homes. We have to move even faster to change that by electrifying heating to bring down people’s bills and get us off fossil fuels. I am open to any ideas my hon. Friend might have on how we can go faster on that.

I warmly welcome this decision. New drilling in the North sea is good for energy security, national security and jobs, including jobs in my constituency of Hartlepool and in the supply chain. Jobs in Hartlepool have been created in new nuclear and renewables, too. Does it frustrate the Minister, as it frustrates me, when certain populist politicians put their ideology ahead of fact and would destroy jobs in renewables, nuclear and North sea oil and gas in my constituency and across the country?

Michael Shanks Portrait Michael Shanks
- Hansard - - - Excerpts

I could not agree more with my hon. Friend. I am grateful for his putting on record the fact that there are jobs in oil and gas in Hartlepool and in towns like it across the UK. Although there is a concentration of jobs in the north-east of Scotland, it would be wrong to say that this is a problem for the north-east of Scotland to solve. There are such jobs all across the country. We must get this transition right.

As for the oil and gas workers, the new nuclear that we want to see in his constituency, and renewables, I make the point that the workforce is the same, and we are going to support them to retrain and bring their immense experience into what we have to build in the future. It is in our self-interest to centre this transition on the workers who currently power the country through oil and gas and who will take us through into the future. He is right to call out those politicians who talk about pragmatism, but who want it all to be one way. Pragmatism means being clear that oil and gas will be important for decades to come and that we have to invest now in the jobs of the future, in his constituency and across the country.

Urgent Questions are proposed each morning by backbench MPs, and up to two may be selected each day by the Speaker. Chosen Urgent Questions are announced 30 minutes before Parliament sits each day.

Each Urgent Question requires a Government Minister to give a response on the debate topic.

As for the timeline, as I say, the decision will come in due course, but the robustness of the process is absolutely key. I have already stated to the House that it was only in August that these consultations closed. There is a lot of interest in this place and outside, and our Secretary of State wants to consider things properly to ensure that we can expedite the decision as soon as we can, but that has to be done properly or we will all end up back here again. Let us ensure that we respect the process, and we will do that. I have heard the right hon. Member’s thoughts, but there is interest both in here and outside.

One of my great frustrations in the debate around energy security is the way that populism and ideology pollute the debate. Hartlepool has one of the largest clean-energy economies in England, through new nuclear, which some oppose, and through renewables, which others oppose, but both of which I support. I also support drilling in the North sea. It is good for jobs and good for the economy. Will the Minister take the message back to her Department that we must approve Jackdaw and Rosebank and go further to expand drilling in the North sea?

I thank my hon. Friend for his comments and interest in this and other energy decisions. I cannot make any further comments on these particular projects because of the robust regulatory process that is under way.

No matter how many times I tell the hon. Gentleman, he does not seem to get it: we are price takers, not price makers. Even the Conservatives, who want to drill every last drop, do not claim that that would reduce bills. The truth is, he said he would— [Interruption.] If the hon. Gentleman calms down for a minute, he will hear my answer. He said he would wage war on clean energy—that is waging war on jobs across our country and on energy security.

Today, X-energy and Centrica’s proposals for advanced modular reactors at Hartlepool reached another major milestone with the submission of an application for a generic design assessment. Given the importance of retaining Hartlepool’s world-class nuclear workforce and ensuring that there is no cliff edge when the existing power station approaches the end of its operational life, will the Minister reassure me that every effort will be made to maintain the outstanding momentum to build this project and, wherever possible, to accelerate progress?

Ed Miliband Portrait Ed Miliband

I am incredibly excited about this project between X-energy and Centrica—I have met both to talk about it. It is part of this Government overseeing the biggest nuclear building programme in half a century, and that is absolutely part of the clean power mission.

I will make a bit more progress.

That is why we have already brought forward our next renewables auction and taken steps to fast-track the roll-out of renewables on public land. But renewables are only part of the story, and I want to come to nuclear, because this is going to be fun. Those drafting the Opposition amendment obviously have a real sense of humour. Here is the truth about their record. They promised a final investment decision on Sizewell C in the last Parliament and did not deliver. They promised SMRs and never delivered. They promised fusion and never delivered. We have delivered them all, and they have the cheek to complain when we are delivering the biggest nuclear building programme in half a century—delivered by this Labour Government.

I should welcome the fact that the shadow Secretary of State supports our nuclear regulation Bill, but I am bound to ask: why did her party not do it? Was it incompetence, idleness, ideology or a combination of all three? There is always a great quote from the hon. Member for West Aberdeenshire and Kincardine (Andrew Bowie) that we can read out. This is what he said following the last general election: “After 14 years of Conservative Government, we are now in a position where it’s more difficult to build critical infrastructure than it was when we came into power”. It is a Labour Government clearing up their mess.

- Hansard - -

Included in that list of achievements is the £12 billion deal signed last September to bring new nuclear to Hartlepool, making Hartlepool one of the biggest clean energy economies in this country. Does the Secretary of State agree that as we secure energy security, we must also secure economic security for those parts of the country that are left behind?

Ed Miliband Portrait Ed Miliband
- Hansard - - - Excerpts

My hon. Friend is absolutely right, and this is what is so exciting. Contrary to what the shadow Energy Secretary said, we are seeing a renaissance of nuclear in this country, and not just through the Rolls-Royce programme—although we were very pleased to sign the agreement with Rolls-Royce alongside the Chancellor recently; there are also other routes to markets. We are very encouraging of the efforts of my hon. Friend, and others.

I am sorry to hear about the experience of businesses in my hon. Friend’s constituency. The short answer to her question is yes, we will strengthen the law in this area. Rogue energy brokers have been allowed to use predatory sales tactics for too long to take advantage of customers. That is why, once parliamentary time allows, we will be introducing new measures to stamp out that exploitation.

On 4 February, the Government published the advanced nuclear framework, which establishes a pathway to market by introducing the UK advanced nuclear pipeline and clarifying the enabling policy landscape to unlock privately financed advanced nuclear projects in the UK, which is all part of our new golden age of nuclear power.

I congratulate my hon. Friend on the publication of the advanced nuclear framework. It is an important step forward, providing a clear pathway for credible projects such as the one that X-Energy and Centrica are delivering in my constituency. Will he ensure, though, that the right balance is struck between backing those projects that are most robust and mature and recognising that Government support will be particularly important to unlocking private investment for the first project of its kind in the UK, which will make Hartlepool a trailblazer for our country?

Michael Shanks Portrait Michael Shanks

Let me pay tribute to my hon. Friend who is an absolute champion for Hartlepool. I was delighted to be at an event recently as part of Nuclear Week in Parliament, where I met some of his constituents who pay tribute to him for the work that he does in this place and outside it to bring nuclear investment to Hartlepool. The framework that we have announced enables credible, mature privately led projects by providing the clarity needed to attract private capital. To join the UK advanced nuclear pipeline, projects must meet the readiness assessment, gaining in principle the endorsement of deliverability. Therefore, his point is hugely important and we look forward to these private-led projects coming forward as part of this huge investment in new nuclear.

I think that remediation of the previous works should happen whatever, and residents should not be required to apply. There should be a process with TrustMark, which I think is the overseer in the case that the hon. Member is talking about. This is an issue that my Department is very focused on. It would have been much better if the mess had not been created in the first place, but we are determined to clean it up. If he knows of areas where it has not been cleaned up, he should draw them to the attention of my hon. Friend the Minister for energy consumers.

Some 15% of my constituents live in fuel poverty, and many more go without in order to pay the outrageous energy bills they face. Many vulnerable people, children and elderly people are living in properties that are too cold and too damp. That is not acceptable to me, and I know that it is not acceptable to the Secretary of State. How will we ensure that the welcome measures in this plan reach the most vulnerable people in communities in Hartlepool and beyond?

Ed Miliband Portrait Ed Miliband
- View Speech - Hansard - - - Excerpts

My hon. Friend speaks eloquently, and I am sure that what he said will resonate with Members across the House when they think of constituents who are poor and vulnerable and face a choice between heating and eating. The key priority is to get the money out to local and combined authorities. They are the best people to deliver the plan. Looking back over previous years, it is the experience of those authorities that means they are the best way to get help to people most urgently.

Wasco Coatings in my constituency has invested significantly in its Hartlepool operation in anticipation of the ambitious net zero plans on Teesside. We now learn that there is a possibility that the contract may go abroad, which threatens Hartlepool jobs. Does the Minister agree that British investment must back British jobs, and does she have a message for those deciding on the contract?

The Northern Endurance Partnership, which is developing the infrastructure to transport CO2 across Teesside and the Humber, will create thousands of jobs. There is a 50% local content target, but we want to exceed that, and I urge the partnership to use British suppliers. I think my hon. Friend is meeting its representatives this week. We stand ready to do so, and we want everyone to buy British.

I have had a number of meetings on this issue since coming into post. Clearly, tidal could play an important part in an energy mix. We have been clear that we are supportive of it in principle, but questions about its cost benefit and value for money must be answered. We are happy to continue looking at it in future, as projects develop and more detail comes forward.

T4. I welcome the Government’s view that nuclear power is essential to our clean power goals. What steps is the Department taking to ensure that new nuclear can be built wherever that is possible across the country, including in my constituency?

Ed Miliband Portrait Ed Miliband
- View Speech - Hansard - - - Excerpts

My hon. Friend asks an important question. New nuclear is absolutely part of the energy mix. That is why we announced important reforms to the national policy statement. The previous such substantive reform was based on the one I published as Energy Secretary in 2009. We have updated the statement in order to enable new nuclear to be built right across the country, including in his constituency.

The hon. Gentleman raises an important point. We are actively working on that in government. Whatever one’s view on ground-mounted solar—we in the Labour party think that it has a role—we do need solar panels on rooftops. It is an important opportunity. While we are about it, perhaps the hon. Gentleman can start supporting our plans on planning and infrastructure so that we can build the clean energy infrastructure that we need.

Both parts of what my hon. Friend says are right. Since we contribute only 1% of global emissions, we must work with others to ensure that we tackle this problem. The biggest thing I find in this job is that clarity of purpose and direction makes a huge difference to private investors. Uncertainty is the enemy of investment, while the certainty and direction that this Government are providing is the friend of companies investing in the UK.

Constituencies such as mine and regions such as the north-east once powered the British economy. Does the Secretary of State agree that the leadership we are now showing must secure investment for those regions that have far too often been left behind, and that that investment must include new nuclear for towns such as Hartlepool?

Ed Miliband Portrait Ed Miliband
- View Speech - Hansard - - - Excerpts

My hon. Friend is absolutely right. This is the route to reindustrialisation, and nuclear is a central part of this Government’s clean energy mission. As I always say, electricity use will at least double by 2050, so we need all the technologies at our disposal.
