The extra money for post-16 providers is extremely welcome. It has been warmly welcomed by Havering Sixth Form College in my constituency. However, it appears to be a one-year funding deal, rather than the three-year settlement that five to 16 education providers received. Will the Secretary of State look at giving colleges more long-term certainty by delivering future increases in line with inflation and raising the overall rate for 16 to 18-year-olds?

My hon. Friend raises a very valuable point about the importance of long-term certainty for all parts of the education sector. That was very clearly explained in the report from the Select Committee chaired by my right hon. Friend the Member for Harlow (Robert Halfon). We will continue to look at it. It was a one-year settlement for 16 to 19-year-olds. We made sure we gave as much certainty in the schools sector as possible. We continue to look at what more we can do to give confidence to the further education sector on how to invest in the future of our young people.

Obviously, the hon. Lady will have the opportunity to take part in the debate this afternoon and tomorrow. The Prime Minister has negotiated a deal with the EU that she is putting to this House, and perhaps the hon. Lady will support it. But it is also clear that this country always has and always will succeed, whether we are in the EU or outside it; whether we have a deal or no deal, Britain will succeed and Britain will prosper.

Following the Prime Minister’s commitment to participate in aspects of the EU’s defence framework, can the Defence Secretary advise as to the carve-outs the UK has negotiated, or intends to negotiate, from strict third country participation criteria in any common security and defence policy initiative?

We have been clear that we will participate in the projects that are of interest and value to the UK, and we will not be dragged along into projects that are of no value and interest to this country.

Reports suggest China is fast developing a new generation of military technology, focusing on artificial intelligence and autonomous weaponry, which will soon surpass the capability of the United States. Will the Minister outline what planning is under way with allies to keep up with those advances?

What we are seeing is a number of state actors, not just Russia but China as my hon. Friend outlines, investing heavily in new technologies. It is absolutely right that we do the same, investing in those new technologies not only so we can defeat what they have but to have the capabilities ourselves for our armed forces.

We have already had 500 Royal Marines training out in Norway this year, and we look forward to continuing that collaboration going forward. It is absolutely right to say that our armed forces are always ready to serve, and when things are difficult, it is our armed forces who always step up to the plate.

6. What recent discussions he has had with his European and US counterparts on maintaining defence co-operation between the EU and NATO.

I was trying to offload various questions on to my ministerial colleagues, Mr Speaker. Sadly, they were not willing to take them. [Interruption.] God loves a trier.

I have regular conversations with my European and US counterparts on maintaining defence co-operation between the European Union and NATO. EU-NATO co-operation is key to combating the breadth of challenges we face, and the institutions must work together in a way that is complementary and prevents duplication. The UK will continue to support better working between the EU and NATO while we remain in the EU and after we leave.

I thank the Secretary of State for taking my question. Following the recent signing of the permanent structured co-operation pact between 25 EU nations, what role does he envisage for the UK after Brexit in ensuring that the EU’s future defence co-operation plans enhance NATO rather than detract from it?

[Gavin Williamson]

There have always been traditional tensions within the European Union as to which way it would like to take its role in defence. We want to work with our European Union partners. We must not forget, however, that 80% of NATO’s defence is provided by countries outside the European Union. We should not see leaving the European Union as a step towards making the continent of Europe less safe. Indeed, it is fair to say that in the decades before the European Union was invented, NATO was already keeping the continent safe, incredibly successfully. We want to have the opportunity to work closely with our European Union partners, but equally we want to make sure that that does not detract from the amazing work that NATO does.
