Q2. During a recent visit to the children’s ward at York Hospital, I was shocked to learn that paediatric waiting time targets were the same as those for adult patients. As we know, any delay in treatments for young patients can have a damaging effect on their development and prospects. May I ask the Prime Minister to look at this as a matter of urgency?

I am very sorry to hear about the situation of young people at York Hospital, but I am pleased to say that this is an issue on which my right hon. Friend the Health Secretary has focused in her plan for patients. We are making sure that people can access treatment as soon as possible: we are delivering record staff numbers and record levels of funding.

My hon. Friend is absolutely right. Green technologies and innovations will help us to achieve the net zero target He made reference to gene editing, and I would also reference the recent CFD auction, which has delivered record renewables capacity in this country.

The use of rape and sexual violence by Russian forces in Ukraine is central to their appalling war tactics. We are campaigning internationally for sexual violence to be treated as a red line in war, akin to the use of chemical weapons. We have sent a team of experts to the region to collect evidence so that those who commit these appalling war crimes can be held to account.

Sadly, Lib Dem-run City of York Council is continuing with its restrictions, which have an impact on blue badge holders, and is dodging decisions on city centre parking. This is causing a huge disadvantage to rural communities in my constituency who have poor transport links. Does the Minister agree that city centres should be accessible to all?

8. What steps she is taking to help reduce regional inequality.

The Government’s central mission is to level up the UK by spreading opportunity more equally across the country. In February we published our levelling up White Paper, which provides a clear plan to level up every corner of the UK. It will address regional disparities across the country, put more money in the pockets of those who need it the most, and transform our economy by generating higher paid jobs and new investment.

My officials are delivering the equality data programme, which is examining how access to opportunity is affected by a range of factors, including geography and socioeconomic background. For example, an employee in Wales, Northern Ireland or the north-east of England earns more than £3 less every hour than a similar employee in London, and this geographic pay gap exists even when the cost of living is accounted for. Data from this programme will support our levelling-up agenda, and we encourage Departments to take focused, evidence-based action on those findings.

I welcome the Government’s move to improve access to cash in the Queen’s Speech. It is an issue that affects regional imbalance, as, sadly, more rural banks close. Will the Minister act to ensure that cash is more accepted more widely after the pandemic, as it is still the preferred option for many older people and, more importantly in my constituency and I am sure in others, for carers who are spending their clients’ cash?

My hon. Friend is right to raise that issue. We do understand how difficult the trend away from cash and towards cards and digital payments can be. I have seen that in my own constituency with repeated closures of rural bank branches, which force vulnerable customers into more difficult situations, so I thank him for raising it. The ability to transact cash remains important to millions of people. We cannot force the rural branches to remain open, but we will legislate to protect access to cash. The Government plan to introduce legislation in the Financial Services and Markets Bill to support the continued use of cash in people’s daily lives, but he will be pleased to know that it will also help local businesses to continue accepting cash by ensuring access to deposit facilities.

Q5. I warmly welcome the improvements to our national Ukraine refugee response, but in the weeks since these improved measures, numbers fleeing Putin’s invasion have sadly doubled to 3.5 million, and are expected to go even higher. Does the Prime Minister agree that our response must still move much faster, with a shift to processing applications in the UK and cutting the red tape and bureaucracy, so we can match the scale of Europe’s worst humanitarian crisis since the second world war?

My hon. Friend is right that we will see many more people coming here. He is right that the instincts of this country are to be as generous as possible. That is why we have made sure that applications can now be processed online very quickly, so people can come here with their passports. Under the family reunion scheme alone, I think the numbers are now running in excess of 16,000 people coming here.

Our overarching objective of COP26 is to keep within reach the goal of limiting average global temperature rises to 1.5 °C. To achieve that, we have been asking countries to set out ambitious emissions reduction commitments and to come forward with adaptation plans, and asking developed countries to deliver on their climate finance promises and for us collectively to reach agreement on the outstanding elements of the Paris rulebook.

Given the Government’s recent wise decision to recognise that environment-saving gene-editing technology should be recognised differently from GM—genetic modification—will Ministers use COP26 to champion this and other cutting-edge science and technologies that provide some of the best solutions to the problems of sustainability and climate change?

My hon. Friend raises an important point. Science and innovation are crucial to tackling climate change and delivering green growth. Innovation will be discussed at the world leaders’ summit at COP26. On 9 November, we will provide a particular focus on discussing and indeed showcasing science and innovation’s role in tackling climate change.

In view of the Prime Minister’s sensible commitment to act on the basis of data not dates, which I fully support, will he clarify whether there is scope and flexibility in his road map to go faster in relaxing restrictions if the vaccination programme proceeds more rapidly than expected and the data shows enhanced effectiveness of a vaccine—as more of that data comes forward—resulting in radically reduced transmission and hospital admissions? Surely if we are following the data, that flexibility has to work both ways.

I am grateful to my hon. Friend. This is already a very fast unlocking programme by other international standards. As I have explained, the timetable is dictated by the intervals we need to evaluate the effect of each successive unlocking. I think that what people want to see—what businesses want—is as much certainty as possible, rather than uncertainty, and that is what we aim to provide.

Lady, because she is right to highlight the incredible sacrifice and effort of NHS staff, many of whom, sadly, have contracted covid in the course of their duties, and a great many of them have sadly continued to be affected by that disease. We must study the long-term effects of covid and ensure that we continue to look after our wonderful NHS staff throughout their careers.

Can the Prime Minister confirm today that all students will be back in school no later than 8 March, and will he commit to starting any phased return straight after half term, so that the damaging effects of being away from school are not drawn out for any longer than is absolutely necessary?

I can certainly confirm that we will do everything we can, and I know that the settled will of most people in this House is to get our schoolchildren back on 8 March, if we possibly can. I will be setting out for my hon. Friend as much as we can say on Monday, and then in the week of 22 February, we will be setting out a road map and the way forward for schools. We have to make sure that we keep this virus under control. It is coming down, but we cannot take our foot off its throat.

With the vaccination programme making very encouraging progress, can the Prime Minister reaffirm that lifting restrictions and returning to normal as soon as it is safe is an overriding national priority? May I invite him to consider drawing a line in the sand, in terms of the vaccination of sufficient numbers of the priority group, the reaching of which will trigger a phased relaxation of controls as immunity widens?

It is absolutely vital that we vaccinate fairly across this country—across the whole of the UK— according to clinical need. That is the agreement that we have reached among the four nations. It is the principle that I am determined to follow, given that, obviously, the UK vaccination programme will cover the whole United Kingdom. On that basis, we have agreed a fair allocation of vaccine so that vaccination can occur at the same speed in all parts of the country according to clinical need.

Given the big sacrifices that York residents have made to get the virus down locally, does the Secretary of State accept how unfair it will feel if the city is kept in high tier restrictions even when our covid rate is considerably lower than it was when we entered tier 2 and one of the lowest in our regions? Does he agree that the new restrictions policy has to give people hope that self-discipline and resilience will be rewarded?

Yes, those values are important and should be rewarded. I hope that, in the areas of the country where the case rate has really come down a long way and is coming down fast, we will see the fruits of that effort. Having said that, it is absolutely critical that areas that need to go into tier 3 do so in order to get the case rate down and to protect the population. We will take these judgments based on public health advice over the forthcoming days. The reason that we have not set those details out today is that the more data we have the better. We want to give businesses time to plan to be able to reopen, but, at the same time, we do want to take into account the very latest data. In York, as in some other parts of the country, the number of cases is coming down, and I welcome that, but I want to see a few more days’ data before we can take those final decisions.
