The hon. Member is right to suggest that this idea of a publicly owned transport service being some sort of panacea of great customer service is rather false. It is interesting to hear the examples that he highlights of the service offered by the Welsh Government, which his own constituents get to experience. On the balance between reliability and the number of services being run, the reduced timetable was put in place partly to ensure that services would run. That said, the service is clearly not at the level that we would wish. That is why more than 100 drivers will have been trained between April and November, which is when we look to bring back the main timetable. Ultimately, it is for Avanti to deliver the services that it is contracted to provide.

The west coast Avanti line has been dysfunctional for many months. The Minister is saying that we need to give Avanti the opportunity. Let me give him some recent examples. Today, 44 services have been cancelled on the TransPennine route. On Thursday, if people tried to purchase a ticket online, they could not. No tickets were available until 9.10 in the evening. If someone is travelling back to Lancashire, that is a long time to hang about in London and it gets them home very late. The Minister says that we have seen improvements, but we have not. He says that he will give Avanti another six months. Are we really saying that people in Lancashire have to wait six months for an improvement that is unlikely to come, while the Minister decides to continue to reward bad service?

I make the point that the TransPennnine Express is a separate franchise from Avanti, although FirstGroup is the overall operator. We are starting to see the reinstatement of some services as new drivers are being trained, but we are clear that the overall service is unacceptable and needs to improve. The idea that just sticking it into the OLR tomorrow morning will suddenly resolve all the problems is not practical, but we are very clear that if we do not see the significant improvements that we need to see post the December improvement plan being implemented, we will need to take a careful view of the long-term future of the franchise.

I say to Members on both sides of the Chamber that some places have undoubtedly been inappropriately disadvantaged by the timetable change. The rail Minister and I are happy to sit down in person with colleagues who represent those places to talk through how we can address those issues in future timetable changes. That offer is open to Members from all parties. We have seen a large number of colleagues today to talk about more short-term issues, and we are happy to have similar conversations as we plan for further timetable changes.

When the Northern franchise was awarded to Arriva, the previous Secretary of State for Transport, the right hon. Member for Derbyshire Dales (Sir Patrick McLoughlin), said:

“We promised passengers a world class rail service that would make the Northern Powerhouse a reality—and I’m delighted”.

He also said that the new operator would

“bring the Northern Powerhouse to life.”

Such promises would be laughable, except that they are tragic, because my constituents cannot get into Manchester for their jobs, cannot get to hospital appointments and cannot return home to pick up their children from childcare places. Why will the Minister not take responsibility, stop passing the buck and fix this now?

I would be delighted to fix it now. It is worth reminding the House that the Northern franchise is a partnership between my Department, Transport for the North and the Northern leaders. It was designed by all of us to deliver precisely the improvements that the hon. Lady describes. It is a huge frustration to me, and I suspect to everyone in the north, that that has not happened, and I assure her that I will do everything that I can. I trust that through the Rail North partnership we will deliver the improvements that have been promised and that her constituents deserve.

The Government are not setting national targets and are not considering reinstating them. We do not believe that targets will provide further persuasion on the importance of road safety; it is already at the heart of departmental thinking.

Is the Minister aware that between September 2015 and September 2016 there was a 2% increase in deaths on roads, and a 6% increase in casualties? The rate of casualties in my constituency of Blackburn is 49% higher than the national average and, shockingly, child casualties are 102% higher than the national average rate. Between 2010 and 2015, the number of dedicated road traffic police officers in England and Wales, outside the Met, has fallen by over a quarter from 5,338 to 3,901. Does the Minister see a direct link between reduced capacity to enforce road laws and the annual increases in road deaths and serious casualties?

I have obviously considered this matter. I look at road safety data on a quarterly basis and an annual basis. On enforcement, how the police use their resource is a matter for individual police authorities and police and crime commissioners, but as Her Majesty’s inspectorate of constabulary has made clear, there is no simple link between officer numbers and crime levels. The key is the output achieved, rather than simply measuring how many. It is important to point out that in 2015 we had the second lowest road safety data for those killed or seriously injured in British road history. That is positive and we are working to make our roads even safer.
