Well, it is not working, and the Minister and the Secretary of State should take this seriously, because it is damaging our high streets and causing huge concern up and down the country. He and the Secretary of State should go and meet those businesses, and hear from them directly.

Turning to another issue, we have seen 14 years of Conservative under-investment in public infrastructure, a failure to provide certainty and a failure to get a grip on the economy. Business investment has also suffered. Had it matched the average investment levels of France, Germany and the US, our GDP would be nearly 4% higher today, and wages would have been boosted by £1,250 a year. Can the Secretary of State outline how she plans to fix this crippling investment gap, and what will she do to make sure businesses get the support they need so that we can get the economic growth this country desperately needs after 14 years of under-investment?

I remember a time when Labour Members were telling everyone that we should not invest in nuclear, and it is under this Conservative Government that we are investing in nuclear infrastructure. That has only happened under Conservative Governments. The hon. Lady asks about the plan. I would remind her about the global investment summit we had in November, which raised nearly £30 billion in one day. No one is better than our current Prime Minister at delivering inward investment for this country. Business investment is rising, and it is rising because of the policies that he and the Chancellor have put in place, such as capital expensing.

Thank you, Mr Speaker. Business investment is lower in the UK than in any other G7 country and we rank 27th out of 30 OECD countries, ahead of only Poland, Luxembourg and Greece. More than half a trillion pounds-worth of under-investment by Government and business has left our economy trapped in a growth doom loop. What is the Secretary of State doing to undo this damage?

What the hon. Lady did not say is that business investment is increasing at a faster rate than in other countries. She is right that investment has been lower here, but that is why the Chancellor brought in policies such as full expensing to tackle this issue. She also did not mention the fact that we are the top destination for investment across financial services and many other areas. The UK is actually doing very well when it comes to inward investment, and we will continue to create policies that ensure we stay at the top of the pack.

T4. The average cost of a full-time nursery place for a child under 2 when there is no Government support is about £14,000 a year, and it is much more in London. Can the Minister get her Government to put in the investment needed to fix the broken childcare system so that more mothers can return to work, particularly those who are single parents and struggle to return to work because of the lack of affordable childcare?

This is, as I mentioned earlier, an issue that the Government are working very hard on. I will raise it with my right hon. Friend the Secretary of State for Education, who can write to the hon. Lady and address those concerns more fully.

T5. Women’s Budget Group analysis shows that 100,000 lone parents, mostly women, and 200,000 children will be forced into poverty if the Government raise benefits in line with average wages rather than inflation. Will Ministers confirm that they will push the Chancellor to uprate benefits in line with inflation so that women are not forced into further hardship because of the Government’s economic incompetence?
