Westminster Hall is an alternative Chamber for MPs to hold debates, named after the adjoining Westminster Hall.

Each debate is chaired by an MP from the Panel of Chairs, rather than the Speaker or Deputy Speaker. A Government Minister will give the final speech, and no votes may be called on the debate topic.

It is a pleasure to serve under your chairship, Mrs Barker. I thank the hon. Member for Caithness, Sutherland and Easter Ross (Jamie Stone) for bringing about this important debate.

With the conflict in Iran and the blocking of the strait of Hormuz, the price of crude oil shot up, which directly impacted about 2,700 homes in my constituency. The UK Government provided £4.6 million of targeted support to be administered by the Scottish Government to help families, so it is disappointing to see that only half of that money has been spent. I call on the Scottish Government to urgently review the criteria and the process to get the Scottish emergency heating oil payment out. It has been far too slow to get to those who need it most.

Since prices began to spike, I have heard deeply concerning accounts from families who budgeted for one price, only to find themselves facing skyrocketing costs after orders were cancelled and costs tripled. That has left too many of my constituents feeling held hostage by fuel suppliers in an unregulated market. I welcome the action taken by the Competition and Markets Authority to secure compensation for affected customers and to recommend stronger protections for heating oil users. I also welcome the removal of the 4% tariff on kerosene announced in the Budget last week.

The Government and regulators must ensure that we have a robust and fair framework for families and businesses that rely on off-grid energy supplies. We need robust regulation and zero tolerance of companies that exploit their customers. Those who exploit heating oil consumers should face tough penalties and public scrutiny to ensure that my constituents get a fairer deal now and in the future.
