It is important to ensure that we protect people from legitimate gambling where we have problem gamblers, but also from the black market. I emphasise one important point, because some of the measures we are bringing in today are already in place for some companies. Some responsible companies have already taken the measures we have announced today, and they have punters and successful operations. The issue is that not all companies are doing the right thing, so our measures seek to ensure consistency across the board to ensure that the system is not prejudiced against companies doing the right thing and that we protect those who might become problem gamblers.

The Secretary of State said in her statement that she will ensure that children can “engage in no forms of gambling”, including online gambling. Can she confirm whether that will be through an age verification process, and how exactly will that operate?

It is already the case that it is illegal for children to gamble online, and there are some protections in place. We will continue to ensure that those protections are strengthened.

It is very important that when cases are started, they are heard expediently, so that people are not prejudiced and do not have to wait for justice. I am happy to meet my hon. Friend to talk about those issues.

Surely the hon. Lady would agree that the very children she is talking about, who really need help to narrow the attainment gap, need additional early years education? The Bill will ensure the gap remains as it is.

The Bill will enable two, three and four-year-olds to have the schooling they need. I welcome the Chancellor’s announcement that there will be a £1 billion increase in education spending, but I ask the Secretary of State not to lose this great opportunity to ensure that disadvantaged children get the best start in life.

In undertaking the pilots and the review next year, I ask the Secretary of State to take into account the points made to me by nursery providers in my constituency: to recognise the differences in nursery provision throughout the country and the scalability or otherwise of nurseries; to consider that rural and urban provision may be different; to recognise the different living costs of staff around the country, which may be high in Cambridgeshire; and to provide a rate that will enable providers to provide good quality and consistent education and care. If that is achieved, the Bill could be instrumental in our children’s futures, providing the best outcome for the next generation.
