The hon. Member knows a lot about this subject from our time sparring across the Dispatch Boxes and, representing Middlesbrough as he does, he knows that he is going to get a direct train from London to Middlesbrough. That is a major achievement, and I am proud that this Government were able to give his constituents that service.

I was talking about the Mayor of Greater Manchester and what he said—I could not agree more—about sticking to that original plan through thick and thin. It did not deliver what was required. Instead, our new plans mean that the great northern infrastructure projects are going to be linked up locally, regionally and nationally.

Given the perilous state of the travel industry, should Ministers not take much greater care with what they are saying? Words matter, and they can have an immediate impact. Not only do we have the chaos of the 14-day quarantine, but the Health Secretary this morning all but ruled out summer holidays, saying that they will be impossible. Are the Government, like European Governments, working towards European summer holidays happening this summer, or do we need to cancel them? If it is neither, can Ministers be a bit more careful with their words?

Words do matter—the hon. Member is absolutely right about that—but they matter in both directions. The more that people try to confuse what are actually pretty straightforward statements, the less that helps the public as a whole. The situation with regard to transport, and summer holidays in particular, regrettable as it is, is pretty easy to understand. We know that, as things stand, we are unable to go ahead and do these things, because most countries are not allowing people in, and in any case, the Foreign Office advice is not to travel. It is hugely sad and regrettable, but it is the fact. As we progress and get through phase 2 and phase 3, as we hope to in June and July, the situation may change, but it is not possible to give people a sense of false hope. We need to be realistic about this, and I am certainly keen to use very precise language in order to provide every possible direction to the public, but it will be a wait-and-see game, I am afraid.

My hon. Friend will be interested to hear that I put those questions to the CAA just yesterday, and asked it to investigate for me. The CAA believes that automatic pricing kicked in and was then quickly overridden. I mentioned in my statement that some airlines have done the opposite—Easyjet actually cut its prices by 15% for Thomas Cook passengers—and I am grateful to them and to the airlines that have lent their aircraft.

With more than 3,000 Thomas Cook employees in Greater Manchester, our economy is being hit particularly hard. May I press the Secretary of State on what has been done in the past four or five months, when the warning signs were all there but people could still buy package holidays 24 or 36 hours before the collapse? Should we not be doing more when the warning signs are so clear?

I do have a lot of sympathy with the hon. Lady’s comments. To me, the process of knowing that an airline is struggling and having Operation Matterhorn underway without being able to say anything, lest it precipitate collapse, is highly unsatisfactory. Many hon. Members have mentioned the need to have a route out of this situation—one that includes administration, so that there is no instant collapse and there is a much better and more controlled path for everyone, including employees. I agree absolutely with the hon. Lady, and we will get something done about this.

I refer my right hon. Friend to the tables that we have published, which show that Manchester will grow international routes over the 2030s and 2040s, as will Heathrow. This is an important part of delivering growth around the United Kingdom. The reason for a hub airport is that, if there is a new destination such as an emerging city in China or a new, growing economy in Africa or Latin America, there is often simply not enough of a market from an individual location to support that new route. A hub brings together passengers from around the United Kingdom to make that route viable.

I am pre-empting some of the remarks that I will make in my speech later, but as a Manchester MP, I thought I should speak for Manchester airport on that point. Manchester airport refutes the figures in the forecasts, because it believes that it will exceed those passenger numbers even before the Heathrow expansion is on stream. The hub argument is not the right argument to make for Manchester, because most of its connectivity involves direct flights. There are other reasons that Greater Manchester MPs have come together to support this proposal, but that particular argument is not the one to make.

I will spend most of my speech discussing a cross-party letter that myself and 21 other MPs from Greater Manchester wrote to the Secretary of State last week in support of Heathrow expansion, and also asking the Government to renew and restate their energy and focus on delivering the vision of a northern powerhouse transport strategy that is fit for purpose. Before I do so, however, I will say a couple of things about Heathrow itself.

I am for national infrastructure projects. I think that they boost jobs and growth—in this case, high-quality jobs—directly and indirectly. The economic benefits of a hub airport in London are unquestionable, which is why trade unions such as Unite and the GMB are in favour. We must also remember that that capacity would go elsewhere if it was not at Heathrow. Obviously, there are concerns—environmental, noise and air quality concerns in particular—and they need to be addressed throughout the process.

I see today’s decision as a gateway decision, not a final decision, but if we are in favour of major infrastructure projects, as I am, we also have to be in favour of taking the difficult and tough decisions to make them a reality. There are always reasons to oppose things, which is why we have seen such delay and dithering in relation to Heathrow over many years. I totally understand and respect the issues that local Members of Parliament have, and they have done themselves a great deal of justice in putting them forward.

I want to turn now to the issues relating to the north. Let us be honest: over the past few weeks, the optics of transport infrastructure in the north have been terrible, with “Northern Fail” and all the problems that have arisen from that. Unfortunately, this has given the impression that the northern powerhouse ambitions are second-order priority for this Government, and that there is always something more important to focus on. That was why we came together as a cross-party group of MPs to ask the Government to now give the same energy and focus that they have given to Heathrow expansion over the past few years to truly realising the northern powerhouse vision. It is a great vision. If we can get the agglomerative effect of connecting all our great cities with our fantastic airports in the north, including Manchester airport, we can really rebalance the economy for good.

Manchester airport has come up a few times in the debate. We want the Government to recognise the fact that it is not like any other regional airport. It is the second best connected airport in the country. It serves many direct routes, including trade and business routes to China, Africa and many other places, and we want a bespoke strategy for Manchester airport that acknowledges that. In particular, that strategy needs to focus on the HS2 stop and on connecting northern powerhouse rail to Manchester airport. We want the same deal that other airports have had in relation to who is going to fund that HS2 stop. We are being asked to fund it, but we do not think that that is fair. Birmingham is getting its stop funded by the Government, and connections to Heathrow and Gatwick have been funded by the Government through many years of rail investment. We want the same. We will support this decision tonight, on the basis not of the hub being connected to Manchester airport, but of the benefits to the country as a whole, but we now want the northern powerhouse vision to be realised.

Both my hon. Friend and the Kettering rail users group are powerful advocates for Kettering. I am sure they will be pleased by the investment going in. I was on the line the other day, and I could see all the engineering work taking place north and south of Kettering. There will be much better train links into London and, importantly, far more seats at peak times from Kettering, and we will be looking carefully at how we can ensure that passengers from Kettering have the best possible experience.

With the collapse of this contract and the collapse of Carillion recently, is this not a moment for us to be clear with the public that we are learning the lessons of these contracting exercises? People are coming in, overbidding or undercutting —or however one likes to put it—to kill off the competition and yet cannot afford to provide these public services. We need to be really clear with people that we have learnt the lessons and understand and that this will not happen going forward.

Actually, I absolutely agree with the hon. Lady. We do need to learn the lessons—that is absolutely clear. That is one reason why we have shifted much more clearly towards a different risk-based approach on current franchises and why we are moving towards a greater element of quality on current franchises. It is worth saying that the winning bid for the new south-western railway franchise was not the highest bid; it was the highest-quality bid. That is important. We can never militate against corporate failure. What has happened with Carillion has been tragic, but we took a lot of precautions on the rail network and HS2 to make sure there was not a significant impact if the worst happened, which it did; but, yes, of course lessons have to be learned.

As has been said, reducing congestion on our roads requires serious investment in our rail infrastructure, so when will the Government give the north our fair share of rail investment and, in particular, agree to a Crossrail of the north that is fully integrated with HS2 at Piccadilly station?

It is not as though HS2 is the only investment taking place in the north: more than £1.25 billion is being spent in the north-west on local transport schemes through the growth deal; £800 million-plus is being spent on north-west road schemes; and a further £1 billion is being spent on other parts of the rail network. It is HS2 plus all the other investments that makes the comprehensive transformation of transport in the north.

Does the Minister agree with a group of leading north-west businesses that the gap between investment in north-west transport infrastructure and investment in London transport infrastructure is unacceptably high? Does he agree that if we were to close that gap, we could really transform the commuter services, trams and buses, and we could get the Oyster card of the north, which we so desperately need to transform our transport?

Transport investments around the country are not necessarily happening at the same pace, but I suggest to the hon. Lady that £340 million is being spent on rail in the Liverpool city region right now, and nobody could really doubt our commitment to the north after this week’s announcements on HS2.

The Secretary of State echoes Sir David Higgins’s call for the benefits to be brought to the north-west and north of England faster. Other than the Crewe interchange—which I welcome, but which should not be seen as the only solution—what other avenues is he looking at? Will he speak to leaders of local authorities in places such as Manchester to bring forward funding and proposals sooner rather than later?

I am in touch with Sir Richard Leese, the leader of Manchester city council about the issues. Manchester has made some imaginative proposals on how the station should be built alongside Piccadilly station, and they are being looked at. There are good communications between the northern leaders and the Government on this issue.

On behalf of Manchester, I strongly welcome the proposals that the Secretary of State has laid before Parliament today, not, as others have said, as a panacea to stop the north-south divide, but to build on 15 years of urban renaissance started by the Labour council and Labour Government. The redevelopment opportunities presented in my constituency in and around Manchester Piccadilly station are also exciting. May I echo the comments of other colleagues and ask the Secretary of State to consider introducing a hybrid Bill, so that we can maximise those opportunities here and now, not several years in the future?

I welcome the hon. Lady to the House and to the Transport Committee, where she will no doubt want to return to this topic on many occasions. I was slightly chastised earlier by the hon. Member for Garston and Halewood (Maria Eagle) on what the courts may or may not say about HS2. If I followed the route suggested by the hon. Member for Manchester Central (Lucy Powell), I know that I would find myself on the wrong side of judicial reviews.

My hon. Friend has just given me a taster of what our meeting next week will be about. I will no doubt have a better explanation for him then. He has been a very strong voice for Nuneaton in trying to get extra facilities for his constituents.

It is now clear what a complete shambles this whole affair has been and how much time and money has been lost. Fast, frequent and reliable trains are critical to the Greater Manchester economy, but with nearly three years’ delay until the new franchise comes on track, vital investment decisions will put the reliability and speed of this service at risk, which our economy can ill afford. How will that be addressed and where will the money come from for this much needed investment?

I welcome the hon. Lady to this place. I am sure she will be a prominent speaker on transport issues over the years to come. I would point out to her that the levels of investment that we are putting into the railways are as impressive—if not more so, given the financial situation the country finds itself in—as what the previous Government put in. I met council leaders in Manchester a few weeks ago and talked about a huge amount of investment that is going into the Manchester area. I have already mentioned the completion of the Pendolino trains, and the purchase of new carriages will enhance the service for her constituents and the people of Manchester.
