To ask the Secretary of State for Health and Social Care, if she will make an assessment of the potential impact on (a) health inequality and (b) life expectancy of the decision by the North East London Cancer Alliance not to include patients from Newham in the initial round of invitations for targeted lung health checks.

The Targeted Lung Health Check Programme is a national pilot of a new service for those aged 55 to 74 years old who have ever smoked, which is being deployed in specific locations in England. In North East London, the decision on the location for the pilot was based on smoking prevalence data and geographical spread and maximising the impact of the pilot.
The UK National Screening Committee has recommended a screening programme for lung cancer targeted at people aged 55 to 74 identified as being at high risk of lung cancer and we will consider the recommendation in due course.

To ask the Secretary of State for Health and Social Care, what assessment her Department has made of the impact of staff shortages on the number of cancelled elective and non-elective surgeries within Barts Health NHS Trust.

The cost of supplying agency staff to Barts Health NHS Trust in 2021/22 was £48.6 million. While agency staff may cover for vacancies, the deployment of a flexible workforce assists the efficient running of the National Health Service, allowing it to meet fluctuations in demand. Staff can be drawn from internal staff banks or external agencies.

No specific assessment has been made. National Health Service trusts are currently permitted to award contracts according to the Public Contracts Regulations 2015 and would seek further approval from NHS England if financial approval thresholds were exceeded.
The Cabinet Office are deploying spending controls to the NHS for individual commercial transactions of more than £10 million which are designed to assure and approve business cases.
