What I can say to my hon. Friend is that the Government intend this country to be able to have its own free trade policy once we have left the European Union. That discussion continues to take place, and I hope we will find a solution that my hon. Friend, and other Members on both sides of the House, will be able to support.

Does the Leader of the House think that the Government, the Opposition or the House understand that a customs union is not a state of frictionless trade? Does she not think that, if that is proposed, we should make time in this place to ensure that there can be that understanding?

My hon. Friend has made a good point. I can assure him that if an arrangement can be reached that appears to be able to command a majority in the House, there will be plenty of time for discussion of it.

My hon. Friend and I clearly have a different perspective on this. In my opinion the Prime Minister’s proposal delivers on the will of the people as expressed in the referendum. It means we are leaving the single market and the customs union; we are taking back control of our money, our laws and our borders; we are getting out of the common agricultural policy and the common fisheries policy; and, importantly, we will have the opportunity to write free trade deals with other nations around the world. But important too is the fact that the Prime Minister’s deal respects the views of so many who did not want to leave the European Union, because it ensures that we will continue to have a close and collaborative relationship with our EU friends and neighbours. So in my opinion it is the best combination to deliver on the will of the referendum.

I find it a bit odd that the hon. Gentleman is suggesting that we are using arcane procedures when we are actually using business motions and motions of the House that are by no means arcane. We are merely fulfilling the commitment that the Prime Minister gave to ensure that the House could vote on whether it wished to take no deal off the table and then vote on whether it wished to request an extension to article 50 from the European Union.

Can the Leader of the House tell us whether there will be time to debate one quite interesting aspect of the withdrawal agreement? It really is an encapsulation of much of what is wrong with the Government’s attitude to the House. It involves the backstop proposals for how the technicalities of customs will work at the border. They are silent on VAT and they will require the EU’s permission to be workable and compliant with the EU customs code. They will also require the EU to agree on what the law on our borders will be. This goes against the statement that the Government keep making that we will have control of our money, borders and laws through the withdrawal agreement. How can we identify this and explain it more fully than the Government have done to date?

I am sure that there will be Ministers from the Department for Exiting the European Union on the Front Bench tomorrow. That might be an appropriate time for my hon. Friend to raise his specific questions.

The hon. Member for Oldham West and Royton (Jim McMahon) raises a serious issue. A number of businesses feel that they have significant complaints about how banks have treated them in recent years. He has put that issue on the record and I am sure he is taking it up with the Treasury. I encourage him to continue to try to address the matter with the FCA.

The defence industry employs a great number of people in this country, not least in my constituency, where we make helicopters. I notice that the Government are blithely entering into various agreements on joint procurement and possible joint defence arrangements with the EU. May we have a debate in Government time on the relationship between defence businesses and Government procurement in the UK and the EU? I am not yet confident that the House has really decided what our strategy should be or that we have had adequate time to consider it.

My hon. Friend will be aware that the position paper on defence co-operation came out in the past two weeks; I urge him to take a look at it. The UK Government clearly intend to achieve a close relationship, as we have had in the past, with the EU and other allies in terms of both procurement and defence collaboration. Nevertheless, all these things are not yet decided. They will be subject to many debates in the House and, potentially, legislation, so there will be many opportunities for my hon. Friend to raise such matters.

The hon. Gentleman raises an important point on workers’ rights, and applying for a debate in Westminster Hall or for an Adjournment debate would be a good opportunity to raise it further. However, it is important in all industrial disputes that passengers are also taken into account. I am sure he would agree that that is the right balance in all disputes.

I welcome the Government’s commitment to extensive investment in our road network, such as the A303 and A358 in my constituency. Will the Leader of the House find time for a debate in Government time on how we can capitalise on that investment to deliver jobs, housing and skills development?

My hon. Friend is a great champion for his constituency. I have spent many hours queuing patiently on the A303, so I understand his desire to see it upgraded. More specifically, new infrastructure brings jobs and growth in every constituency, and the Government have committed to massive new investment in capital infrastructure spending. He may wish to raise that in a Westminster Hall debate to give all colleagues the opportunity to talk about this Government’s work to build the economy.
