The hon. Lady will be aware that the Government have sought at all times to put people with disabilities at the heart of our policy. The intention behind introducing far greater personal independence was to provide better support for people living with disabilities. Hundreds of thousands more disabled people are now in work than there were in 2010, giving them the opportunity to support their own lives. She raises a particular question about a judgment that was made. Work and Pensions questions will be on Monday 13 May. I encourage her to raise her question directly with Ministers then.

Next week is national Deaf Awareness Week, a unique campaign in that many different organisations participate, each able to provide their own work within the broad spectrum of deafness. This year’s theme is celebrating role models in education, employment, health, sport, entertainment, family, youth, technology and politics. May we have a debate in Government time on how best the Government can support deaf people to contribute even more fully, as they wish, in society as a whole?

I am grateful to the hon. Lady for raising this issue. Deafness is incredibly difficult for people to live with and the Government have sought to take strong steps to improve quality of life, the inclusiveness of services and so on to try to support people who suffer from deafness. The hon. Lady raises an incredibly important issue and I recommend that she perhaps seek a Westminster Hall debate so that all hon. Members can share their ideas.

The hon. Lady asks me about a specific statement that the Prime Minister made a few weeks ago, and what I can say to her is that any motion that is brought forward will of course comply with the law, with the European Council decision and with Mr Speaker’s ruling.

Next week is World Autism Awareness Week, so may we have a debate in Government time on the difficulties in accessing employment and apprenticeships for adults with autism spectrum disorders and what this Government are doing to help?

The hon. Lady raises an important point. It is vital that we do everything we can to support people with autism, many of whom can have extremely rich and fulfilling lives and may need some support to do that. There was a debate on autism quite recently, but the hon. Lady may like to seek a Backbench Business debate so that this important issue can be discussed further.

I completely agree, and I again pay tribute to the hon. Lady for her commitment to the issue. I will ask again when the review can be published, and I share her desire for it to be brought forward urgently. She may have seen this morning the suggestion of the Secretary of State for Education that exclusions are not necessarily directly the major cause of some of the knife crime problems that we have seen, and that truancy may be an even bigger issue. It is vital that we look across the piece at what is causing this issue, and that we seek to put measures in place. The hon. Lady is right to chase the report, and I will see if I can do more to push for its publication.

I am afraid to admit that I have been glancing at the internet during these exchanges, and I have to tell the Leader of the House that the website for the Brexit petition to revoke article 50 has now crashed. I wonder whether she can help me to help more of my constituents sign the petition, which had reached 800,000 signatures the last time I looked.

My right hon. Friend is absolutely right to point out that someone calling Sir Winston Churchill a “villain” is, in effect, denigrating the achievements of a man who led this country to potentially its greatest ever contribution to global peace. It is a great shame that he was described in that way.

I have spoken before about the almost nine-year and counting review of the redundancy modification order, which affects my constituents and many others across the UK. This Government’s dilatory—indeed, atrocious—handling of the review may cost current and former local authority employees thousands of pounds. May we have a debate in Government time to hold this failing Government to account?

The hon. Lady raises a very specific issue, and she is absolutely right to do so. It is of course important that we do everything we can to ensure fairness in the area of redundancy. I am not familiar with the exact concerns that she has. She may wish to seek an Adjournment debate, or if she wants to write to me more fully, I can take the issue up with the relevant Department on her behalf.

My right hon. Friend raises an incredibly serious issue. He will be aware that the Chair of the Backbench Business Committee has just announced a debate in Westminster Hall next Thursday afternoon in which my right hon. Friend might like to take part. I agree with him that prisons are there to punish offenders and keep the public safe, but they must also help people to turn their lives around. There is a balance to be struck, but I am sure that the Government will continue to consider the issue carefully.

Many happy returns for when your birthday comes, Mr Speaker.

I make no apology for raising this issue yet again. I had long and successful treatment for claustrophobia shortly after I joined this House. On Tuesday night, I had to be assisted through the Lobby by a right hon. Member—he is not in his place, so I will not name him—because although I did not have a panic attack, I felt very uncomfortable. I know what a claustrophobia panic attack is like, because I have suffered such attacks in the past. I assure Members that I would have caused havoc in the Lobby had I had an attack on Tuesday night. I plead with the authorities, with the Chair of the Procedure Committee and anyone else who is listening to consider having a debate in which we can put forward these points, so that the House can really look at the health and safety issues involved in the nonsense that happened in the Lobby on Tuesday evening.

First, I am really sorry to hear about the experience that the hon. Lady had; that is not acceptable and I am happy to meet her to discuss what more we might be able to do. I do not think it necessarily means changing procedures, but there certainly could be other ways to facilitate her particular situation.

In my meeting with the Minister for Disabled People, Health and Work, she stated that Department for Work and Pensions auditors of health assessment reports offer recommendations only, but the independent assessment service told me that the auditor has the authority to overrule report justifications. In my constituent’s case, the auditors instructed that changes be made. May we have a debate in Government time to enable Ministers to explain these differences to the House?

I am so sorry to hear about the illness of the hon. Lady’s constituent, and I am glad that she turned to the hon. Lady to seek help. I am sure she will have dealt with the issue in her usual forthright way. She raises an important point, which is that private sector businesses and public sector services need to deal with the unique circumstances in which some of our constituents find themselves. I am sympathetic to her concerns, and I encourage her to seek either an Adjournment debate on that specific point, or a more general debate about consumer protection in Westminster Hall.

On 14 November the Prime Minister told me in the Chamber that she is

“sure the Post Office is making decisions that it believes are right for local communities and to ensure that services are there where they are needed.”—[Official Report, 14 November 2018; Vol. 649, c. 310.]

It will come as no surprise to many that I disagree with the Prime Minister. May we have a debate in Government time to discuss Post Office decisions and their effect on our local communities?

I have to say to the hon. Lady that I am a big fan of post offices. In my constituency, their opening hours are far superior to those of banks. Where the “last bank in town” issue has been a problem in my constituency, the post office, which offers basic banking services for all the major retail banks, has stood them in good stead.

The hon. Lady will be aware that the Government have invested significant sums in Crown post offices and that they are not reducing, in aggregate, the availability of post office services to the public. Whenever the provision of services changes, the Post Office must consult widely. If the hon. Lady finds that that has not been her experience I encourage her to raise that in an Adjournment debate, so that she can discuss it directly with Business, Energy and Industrial Strategy Ministers.

I love the way that my right hon. Friend puts his questions and tempts me to always deliver on his requests, which is a very clever way of approaching business questions. He will appreciate that the Secretary of State for Environment, Food and Rural Affairs is totally committed, as was I when I was doing that job, to improving our environment and to being the first generation that leaves our environment in a better state than we found it in. That means ensuring many millions more trees are planted and that we protect those precious trees, including those that are on Network Rail land. Housing, Communities and Local Government questions are on Monday. He might like to raise his specific point directly with Ministers then.

Mr Speaker, although I know you did not hear the taunt shouted at my right hon. Friend the Member for Ross, Skye and Lochaber (Ian Blackford) in this place on Tuesday, people in Motherwell and Wishaw did hear the word “suicide” yelled across the Chamber. The families and friends of the far too many young men in and around my constituency who have recently committed suicide were rightly appalled—as am I. My office is arranging suicide awareness training for local parliamentarians, their staff and local organisations. Will the Leader of the House liaise with the appropriate House authorities to provide such training to all Members?

I am not aware of the specific circumstances that the hon. Lady raises, but I would say—and I am sure you would say, Mr Speaker—that language in the Chamber is a matter for the Chair. Nevertheless, Mr Speaker and I have both made clear that unacceptable language—threatening, violent and offensive language—should not be used at any time, let alone in the Chamber. What I can say to the hon. Lady is that cross-party a number of us are working on an independent complaints procedure that will change the culture in this place and ensure that all people who work here, regardless of their position and what they do in this place, will be treated with the dignity and respect they deserve.

This is a very harrowing case, and our thoughts are with Leah Sharibu and her family. The Government of Nigeria have assured the public that all efforts are being deployed to secure her return. The Foreign Secretary spoke to the Nigerian Vice-President on 26 February and offered additional UK assistance, following the abductions from Dapchi. We continue to call for the release of the remaining Chibok girls and all those abducted by Boko Haram. Attacks on schools and abductions of children are abhorrent and must stop.

I have recently been made aware of an indefensible situation in my constituency. It concerns a young couple—he is aged 25, and she is 17. Because she is only 17, she does not qualify for universal credit, yet her partner cannot include her in his claim. However, since she has a part-time job, that reduces his claim. That is completely unacceptable. It is grossly unfair if a person is denied access to support because of their age, and it is also unfair to expect their income to reduce their partner’s claim. May we have a debate in Government time to discuss young people and their place within the welfare system? We must end this unfair treatment and ensure that common sense prevails in such cases.

The hon. Lady raises an important constituency case, and she will be aware that the Government have been trying to promote apprenticeships and higher education for young people, to enable them to get the skills to have a good career with a decent income and to provide for themselves and their families. She raises a specific point about universal credit and its application to young people, and she might like to raise her constituency case during questions to the Department for Work and Pensions on 21 May.

For the past two years, I have been helping a constituent with her ongoing attempts to have her former local government employer rightfully added to the redundancy modification order. Her employer has been seeking addition to the list for eight years, and counting. Throughout this time, Ministers have consistently dismissed inquiries with the response that the RMO is under review, providing no further information and no suggestion of when the process will be completed. May we have a debate in Government time on the unacceptable length of time being taken for the ongoing redundancy modification order review, and on its effects on my constituent and many others across the UK?
