6. If he will take steps to support UK citizens who have been victims of property mis-selling in Cyprus.

Following our lobbying, the Cypriot Government have now formed a ministerial committee to address property issues, including foreign currency mortgages and title deeds. We continue to work with that committee and with the Cypriot Government generally to try to resolve property problems, which undoubtedly cause great anguish to those British citizens caught up in them.

The Minister is aware that thousands of British citizens, including a number of my constituents, have lost large sums of money—sometimes their life savings—as a result of a particular property mis-selling scam, and now some of them are being pursued in the British courts by some of the banks involved in the scandal. The decision by the Cypriot Government to set up a committee is therefore welcome, but can the Minister take a more active role in trying to ensure that those who have suffered from the scam do not suffer even more?

This certainly remains a high priority for us in our meetings with Cypriot Ministers; it is a matter which our high commissioner takes up regularly with Cypriot officials and Ministers and which I have raised on many occasions with successive Foreign Ministers of Cyprus. Clearly, when a matter is before United Kingdom courts, there are limits to what Ministers can do to intervene, but I will always be happy to talk to the hon. Gentleman if there are particular constituency cases he would like to discuss.

The key advantage of TTIP is that a successful deal would create what would be by far the world’s most important free trade area, and would set global regulatory standards for trade on a transatlantic basis rather than having to wait for other countries to come and set the model for us to follow.

The partnership does indeed offer great potential to Europe and the United States, but as the Minister will know, there are fears that it could lead to a watering down of workers’ rights and environmental and social protection. What are the Government doing to ensure that that does not happen?

The maritime security strategy is about trying to make the different efforts of the 28 European Governments over matters such as piracy and port security more cohesive and co-ordinated than they are at present. It does not involve any kind of direction. It is trying to establish a framework for effective partnership and working together so that we have fewer weak links in security—whether it be maritime or terrestrial—anywhere across the continent of Europe. Any weakness in security arrangements elsewhere in Europe can end up providing a point of entry for people who want to threaten our interests directly, so this sort of effective working together is very much in the interests of this country.

What the Minister has told us about the European Council discussions is obviously welcome, but six days before the European Council an Amnesty International report said:

“European leaders should hang their heads in shame over the pitifully low numbers of refugees from Syria they are prepared to resettle”.

Is it not the fact that Europe as a whole, with the exception of Germany, has been failing in its humanitarian duty to support refugees from Syria? Should not this have been pursued more actively by our own Prime Minister at the European Council, and should not it be taken forward in other European forums as well?

It is a pity that the hon. Gentleman did not acknowledge the very significant sums of humanitarian relief that this country has provided through the Department for International Development. What we surely want to see in Syria is a ceasefire leading to a political settlement that enables Syrian people to return home, rather than to be dispersed into a diaspora community around the rest of the world.

My hon. Friend puts her finger on a point that is a cause of frustration not just to us, but to the Governments of a number of European Union member states, namely that there are pieces of legislation on the European statute book that burden industry and that Governments wish to revisit. The retrospective red card that my hon. Friend advocates would, indeed, be a smart way to resolve this problem.

It is also important, of course, that EU Governments and member states comply with the decisions of the European Court. Will the Government now consider taking to the European Council the question of the British and other European citizens who have failed to get justice and equal pension rights from the Italian Government for more than 20 years, in spite of numerous decisions by the Italian courts?

The hon. Gentleman has been a consistent champion of the rights of the lettori in Italy, and I pay tribute to his work on that. We will certainly explore every possible avenue to ensure that the Italian Government deliver on their clear legal and moral responsibilities to ensure that those lecturers are paid the money to which they are entitled.

We receive many reports on Greece—including, of course, on the very grave economic situation there. The economic health of the eurozone, including that of Greece, is important in assuring jobs and prosperity in this country. It is important both that the Greek Government deal with the structural reforms and the changes to bear down on their own deficit and that the eurozone more widely addresses the causes of instability. We hope that they do so at their meeting planned for this week.

The Hadeel fair trade shop in my constituency has for some years imported from small producers in the west bank and Gaza products of various types that support the very type of economic development that was supported earlier. It has recently had great difficulty in importing material and in sending money back to the producers. If I write to the Secretary of State with more details, will he look into this issue and try to resolve this blockage of what is a sensible fair trade measure?

The Secretary of State will be aware of the case of my constituent, David Petrie, who is one of a number of British citizens who, for more than 20 years, have been trying to secure equal pay under their European rights in Italy. I understand that the Minister for Europe will meet his Italian counterparts in a few days’ time. Will he take up this case again and try to bring the sorry saga to a conclusion?

Yes, I intend to visit Italy in the next week and this is certainly one of the items that will be on the agenda for discussion.

Will the Foreign Secretary raise at the next European Council meeting the case of my constituent, David Petrie, who is one of a group of English language lecturers in Italy who have been fighting for a European right to equal pay for 25 years? After six victories in the European Court, they thought they were going to get justice, only to find that the Berlusconi Government have changed the law.

We regard the treatment of the lettori as completely unacceptable, and through both our embassy in Rome and ministerial contacts we are pursuing the matter energetically with the Italian authorities.
