I applaud the work that the hon. Lady and the Backbench Business Committee do, and I welcome her public service announcement about the survey. I would indeed encourage colleagues to complete and return the survey; that will, in due course, inform the review of the Backbench Business Committee that the House has committed to undertake at the end of the Committee’s first year.

May we have an urgent debate on Burma? I am sure that we all welcome the recent release of political prisoners, but there are still more than 1,000 being held without charge or trial. If the Burmese regime is serious about being taken into the international family and community, it needs to let those people go.

I am grateful to my hon. Friend for that. Like him, I welcome the signs of relaxation of some of the extreme measures undertaken by that regime. I cannot promise a debate, but I understand that the Backbench Business Committee has indicated that, on the last day before the Christmas recess, we will have a series of Adjournment debates. He might like to apply for one of those.

I understand the hon. Gentleman’s concern about Remploy. I cannot promise a debate, but he might like to apply to Mr Speaker for a debate in Westminster Hall, or to the Backbench Business Committee, so that we can spend more time on these important issues.

May we have a debate on the whipping of Back-Bench business, given that there is now a three-line Whip for those on the Government Benches, a three-line Whip for the Liberal Democrats, and, within the past 30 minutes, a three-line Whip for those on the Labour Benches? Is it any surprise that the British public are increasingly frustrated that this place is more out of touch than ever on the European question with regard to their own opinions?

Whipping matters, happily, lie in the capable hands of my right hon. Friend the Patronage Secretary, but I say to my hon. Friend that nothing in the manifesto on which I stood mentioned an in or out referendum. We stood on a manifesto of being in Europe but not run by Europe.

I honestly think that the House has had adequate opportunities to debate tuition fees this month. There has been an Opposition day debate on the subject, as well as a full day’s debate on the order and the regulation last week. The discrepancy between what happens to English students and what happens to other students flows from the devolution settlement.

Ghana, one of the most stable democracies in Africa, is about to pump its first commercial oil, worth $400 million a year. Does my right hon. Friend agree that that wealth needs to be passed to the whole country, and that the Parliament of Ghana needs to work together to ensure that legislation and regulation are in place to ensure that that happens?

Like my hon. Friend, I welcome the commencement of oil production in Ghana. I hope very much that the revenue will be used for the benefit of all the citizens of that country, and will be managed with a view to Ghana’s future prosperity.

Gentleman raises an important issue relating to road safety, and it strikes me that it would be an appropriate subject for a debate either on the Adjournment, in Westminster Hall or through the Backbench Business Committee. I will draw his remarks to the attention of my right hon. Friend the Secretary of State of Transport, who will be here shortly.

May we have an urgent debate on Burma? I am sure the whole House would welcome the release of Aung San Suu Kyi, but the fact remains that 7,000 political prisoners remain incarcerated. May we have a debate to put pressure on the Burmese Government to be more serious about political dialogue?

My hon. Friend is right that there are still a substantial number of political prisoners in Burma. I hope that the release of Aung San Suu Kyi will enable her to have a dialogue with the military regime to see whether a way forward can be found that introduces some sensible human rights measures in that regime which are absent at the moment.

With the Burmese elections due on 7 November, does the Leader of the House agree that those elections need to be free and fair, and that if the Burmese regime is serious about engaging with the international community, it needs to honour its pledge and release Aung San Suu Kyi?

I can confirm that we have no plans to change the impartiality rules, but we will take no lessons on impartiality from the Opposition. There are two people responsible for impartiality in British broadcasting: the head of Ofcom and the head of the BBC Trust. One is a former Labour councillor and the other is a former Labour special adviser.

Does the Secretary of State agree that the BBC also needs to remain neutral on international politics, and that, if it is to be believed about its position on Israel, it needs to publish as a matter of urgency the internal report that it commissioned on its apparent anti-Israel bias?

I commend the ingenuity of the hon. Lady’s question. She will have seen the written ministerial statement setting out the reasons behind the provisional conclusion, which concerned whether an acceptable contract price was achieved and whether the risk of cost and time overruns were addressed. That is the right way to go and it represents the best value for money for the British taxpayer. Of course, that conclusion could not have been reached without the assent of the Treasury.

Notwithstanding the excellent efforts of the Combined Maritime Forces, the NATO naval force and EU NAVFOR—the European Union naval force Somalia—thousands of people remain captive in Somalia and the horn of Africa. Is it not time to have a review of and an urgent debate on the Government’s counter-piracy policy, which affects British interests?

My hon. Friend makes a powerful point. He could raise that issue in Tuesday’s debate on the summer Adjournment. Now that my hon. Friend the Deputy Leader of the House knows that it might be raised, he will come equipped with a suitable reply.
