Deeply sad to hear of the passing of Dr Hywel Francis. A man of huge intellect, integrity, wit, humour & passion. I served under his Chairmanship of the @CommonsWelshAff, a role he undertook brilliantly. He led us on some excellent enquiries, quite literally around the world 1/2
