I congratulate the right hon. Member for Newbury (Richard Benyon) on securing this debate. It is one that I seem to find myself in more and more often; I am sure the Minister is thinking, “Oh, not Docherty-Hughes again,” but I am also delighted to see the Minister in their place.

There seems to be a consistent narrative, when we debate the diplomatic service and resources, of concerns about investment from across the entire House. The right hon. Member was right that it is not just a numbers game. It is not just about numbers; they are not everything. Many of the right hon. and hon. Members here, who are far more learned and knowledgeable on these matters than I, will recognise that connectedness and relationships can also be critical in diplomacy and are equally important.

I have just returned from Washington DC with the Defence Committee, where I saw the work of the French diplomatic corps regarding some of the activities on Capitol Hill. Being a member of the European Union has not stopped them covering Capitol Hill like a rash and speaking vocally on behalf of the French Government. That is something that we have clearly forgotten about here in the UK. That is in the practical sense of their own diplomatic activity, but it is also about a recognition of how modern states engage; it is not just about the past, but about modern relationships under the international rule of law.

Clarity is also needed about how we strengthen our diplomatic networks without undermining further the institutional integrity and, importantly, the institutional memory of the FCO. While investment to create what I am led to believe will be 150 jobs to deal with the complexity of Brexit is welcome, we should have clarity that those new jobs do not undermine the capabilities of the FCO’s teams across Asia, Africa and even both of the Americas.

From my perspective, there are clear issues that the Government must consider in moving forward. First, we should recognise the relationships with our closest allies that support and enhance the rule of international law, which is critical if we are to move forward. Secondly, we should utilise diplomacy to enhance economic stability and discourage mercantilism, which undermines liberal democracy. Third—the Minister will no doubt know where I am going with this—we need to recognise the challenges that UK citizens face abroad if, for instance, they are arrested or held without charge. Many nations already have legislative frameworks under which their own diplomatic corps deal with this, but we do not. Consular support would offer clarity to our FCO teams, the families and Members. The Minister probably no doubt knows the example of my constituent, Jagtar Singh Johal, who continues to be held in India.

Fourthly, we should work with devolved Governments across the UK. For example, existing frameworks, such as the Scottish Government’s international framework, could be a useful tool in building those relationships we have in specific locations. We should recognise opportunities to strengthen the devolved Administrations’ offer, such as the work being undertaken by the Scottish Government with the Arctic Council and some of the Nordic states on the high north, where some would say we have key gaps, and also their hubs in Berlin and Paris. As I said to the Prime Minister yesterday after her statement, we should also challenge some of our closest allies, such as Spain—a NATO member—which allows the refuelling and supply of the Russian fleet. Those are the kind of diplomacy implements that we should take forward.

We should also recognise that, with reduced resources, relationships are critical. In Washington DC, I noticed representatives of another European Union country—one with a population of 3 million—covering Capitol Hill in the most extraordinary way, but without a huge embassy to go with it: Ireland. Its diaspora is so interconnected that it could teach us a thing or two.

I have been consistent on how we should deal with Russia. When I turned on Radio Scotland this morning, I have to admit that I thought that the hon. Member for Rhondda (Chris Bryant) had suddenly become a Member for a Scottish constituency. However, I did not disagree with the majority of what they had to say. The challenges are clear, and they need to be rebuffed in a coherent and cohesive manner with our allies.

How are we supposed to cover the economic challenges that China poses while wanting to cover all the other bases? The right hon. Member for Mid Sussex (Sir Nicholas Soames) wanted us to ride all those horses. Given that we are leaving the European Union, how will we meet that challenge? I understand where they were coming from: it is about how we use our economic challenge to ride the horses such as China, the political, military, economic challenges of Russia and some of the most extraordinary challenges coming out of the United States.

There are great links to be had in the Commonwealth, but there are also huge challenges in how we diplomatically face down challenges to the international rule of law, such as human rights for women, Christians and Muslims—people of all faiths—and the LGBTI community. How do we do that during the complexity of leaving the European Union? Having voted to remain myself, and representing what I would say is a working-class constituency that voted to remain within the European Union, I, and I think the majority of Scottish constituency MPs, have yet to be convinced about the Government’s approach to securing a more stable and peaceful future founded on sound diplomacy.

Finally, on an element of complexity in international law, will the Minister advise us how we will go forward in financing our diplomatic resources—people and those relationships—to make sure that we substantiate and add to the rule of international law and are not a detriment to it?

I beg to move,

That this House has considered British nationals imprisoned abroad.

It is an honour to serve under your chairmanship, Mr Hollobone. In late January, I attended an event organised by the Redress Trust, the international human rights and anti-torture non-governmental organisation, and the all-party parliamentary human rights group to launch Redress’s new report, “Beyond Discretion: The Protection of British Nationals Abroad”. The report uses the NGO’s experience of working with British torture survivors and their families over the past 25 years when trying to get the help of the UK Government.

Under international law, through the Vienna convention on consular relations, to which the UK is a party, all states have a right to intervene on behalf of nationals abroad to ensure that their fundamental rights are respected. It is important to recognise that that is not the same as interfering in cases. Among other protections, the VCCR allows for the freedom of communication between consular officials and a detained person, as well as freedom of access to the detained through consular visits.

Every year, nearly 6,000 British nationals are arrested or detained abroad. Of those, more than 100 tell the Foreign and Commonwealth Office that they have been tortured or ill treated while abroad. In 2016, the latest year for which data is available, the FCO delivered assistance to 118 British nationals who alleged that they had been tortured. The total number who have been tortured is of course likely to be higher, as some might not be able to report such violations, or have the chance to. One such case is that of Jagtar Singh Johal.

In October 2017, Jagtar travelled to India to marry his fiancée. On 4 November, while out shopping, he was seized by plain-clothes officers, hooded and abducted. Following a brief court hearing, he was held incommunicado by Indian police for nine days at an undisclosed location, and he was denied all access to lawyers, British consular staff and family members. On 10 November, Jagtar was secretly presented in court while his lawyer and British consular staff were, outrageously, left outside the courtroom waiting to be called. They were informed along with the media only after he had been presented before the court and had left the courtroom. Subsequently, witnesses reported that Jagtar had great difficulty standing or walking and had to be assisted by the police officers escorting him in and out of the courtroom, supporting Jagtar’s claim of severe torture.

I am extremely grateful to the hon. Member for bringing this short debate to the House. Is not the forthcoming Commonwealth Heads of Government meeting here in London a prime opportunity for the Government to tackle the Indian Government head-on about the claims of torture of my constituent, Jagtar Singh Johal, while he was in early detention in India?

It is good to see you in the Chair, Ms Buck. I congratulate my hon. Friend—I hope I can call him that—the Member for Strangford (Jim Shannon) on opening this debate in such a manner and highlighting many of the issues that belief and religious faith face across the world. I have to say that I am of dubious faith, but even we of dubious faith recognise the connection between the freedom and love of democracy and religious belief. It is a matter that we should take more seriously.

I want to highlight to the Minister the case of China very briefly and another state, India, in slightly more depth—something I am sure he is not surprised by. In the light of some of the situations faced by Christians in China, specifically Roman Catholics, I hope that the Minister, perhaps via the papal nuncio, will feed back to the Holy See that, in its deliberations with the People’s Republic of China to overcome some of their disagreements over the last 70 years, it might reflect on how the Roman Catholic faith survived the tyranny of western communism and how it should deal with the practice of Roman Catholicism in its connections with eastern Communism. Undermining the underground Roman Catholic Church in any fashion would be a retrograde step, not just for those practising their faith in the Roman Catholic fashion but for all people of faith in the People’s Republic of China.

I turn to the situation in India. The Republic of India, the world’s largest democracy, has a legal system based on common law, is a signatory to many UN declarations, including on human rights, and is a Commonwealth nation. I hope that the Government, through the Foreign Secretary, will raise a few points with President Modi and his officials at the Commonwealth Heads of Government meeting here in London in April.

According to some reports, appallingly, India has risen from the 28th most dangerous country in which to practise the Christian faith to the 11th. Christianity in India is not some modern belief flown in from the United States mid-west, but finds its roots in the Christianity of St Thomas the apostle between, some would say, the birth of Christianity and the 6th century. Yet well-known people in the state of India continue to call publicly for the country to be free of Christians by 2021. So far, there have been 23,000 incidents of physical and mental abuse against Christians of all denominations, and 635,000 Christians have reportedly been detained without trial or unfairly arrested. That is just the tip of the iceberg in terms of Christianity.

We should not forget the situation of Sikhs in India. Those in the Sikh community make up the largest proportion of the Indian diaspora in Scotland. Let us not confuse the expression of Sikh faith and its persecution in India with the authentic debate about self-determination. There should be no doubt that the Sikh community faces profound discrimination and intolerance in the practice of its faith. The number of Sikhs detained for very long periods by state authorities continues to rise across all the states that make up the Indian nation. That is a matter not only for those who practise the Sikh faith in India, but for every UK citizen—including many constituents of Members here—who wishes to travel to the Punjab to visit holy sites and/or their families.

Since the detention without charge of my constituent, Jagtar Singh Johal of Dumbarton, members of the Sikh community across the UK have become gravely concerned that they, too, may be detained on the simple premise of being a member of the Sikh faith. To travel to a Commonwealth nation in a situation like that is quite profound. I will therefore ask some specific questions of the Minister for the Government to consider.

First, when President Modi attends the Commonwealth Heads of Government meeting in April, what discussions will the UK Government have with the Government of India about the persecution of Christians? Secondly, what discussions will the UK Government have with the Government of India on the persecution of those of the Sikh faith? Thirdly, how will the Minister use the responses to his letters to heads of mission about freedom of religion or belief? How will those responses inform Foreign and Commonwealth Office policy, and how will the FCO encourage heads of mission to ensure that their diplomatic staff are trained to spot and resolve freedom of religion or belief violations? Finally, will the Government ask other Commonwealth nations in April what actions they are taking to build a more tolerant society, where religious belief is not only legislated for but defended?

What can we say to those families—our constituents—other than that we need to resolve, right here and now, that we cannot and will not let any more families die?

I congratulate my hon. Friend, and I am grateful to them for allowing me to intervene. Since 2015, three families in my constituency—that of Caroline Hope from Clydebank, whose family had to raise funds to allow her to come home to die; that of Lisa Brown, who has been missing in Spain for two and a half years; and that of Jagtar Singh Johal, who has been in detention in India without charge for nearly four months—have had to go through a maze of bureaucracy. Does my hon. Friend agree that it is time to consider a legislative framework for consular support, because of its complexity, rather than the ad hoc policy approach that we have seen for a long time? That is no detriment to the staff of the FCO, who do a commendable job.

I very much agree with my hon. Friend; there is no doubt that India will play a vital role in the Commonwealth Heads of Government meeting in mid-April. We are obviously working closely with our Indian colleagues to develop a full agenda of areas of mutual interest, and I very much hope that we will be able to do something here in Parliament along the lines that my hon. Friend has suggested—although that is a matter for you, Mr Speaker—in the community in London and indeed beyond, where there is a significant number of members of the Indian diaspora.

Given that the Republic of India, a Commonwealth member, has now held my constituent from Dumbarton, Jagtar Singh Johal, in custody without charge for two months, will the Minister tell the House whether the Government’s approach to large Commonwealth states is nothing short of a Faustian pact in which we sacrifice our defence of due process to arbitrary detention on the altar of free-marketeerism?

I really do not think that that is the case at all. The hon. Gentleman has been a steadfast constituency MP on this particular matter. Members might not know that he and I have met in the House of Commons, and I very much respect the way in which he has worked hard on behalf of the Johal family. Mr Johal’s brother is also one of his constituents. I recognise that this is a difficult and distressing time for Mr Johal and his family. Consular staff have visited him on a number of occasions, most recently on 28 December, and I can confirm that there will be a further visit this Thursday, 11 January. I will continue to meet members of the family and the hon. Gentleman, having done so at the end of November, and we are keeping him informed at every stage.

It is good to see you in the Chair, Mrs Gillan. I thank the right hon. Member for Maldon (Mr Whittingdale) for bringing this important debate to the House and congratulate him on reminding us about the progress that the Republic of Ukraine has made in taking its place as one of the world’s modern liberal democracies. That progress may sometimes seem painful and slow, but liberal democracies are not built in a day. I pay tribute to the hon. Members for Mid Derbyshire (Mrs Latham), for Huntingdon (Mr Djanogly) and for Isle of Wight (Mr Seely), who again mentioned a Marshall plan for Ukraine. If that proposal were brought to the Floor of the House, I might agree with him about it, although not about leaving the European Union.

I shall begin with a quick precis of my position, which is also that of my party and of the Scottish Government, on the situation in Ukraine. The illegal and illegitimate annexation of Crimea by the Government of the Russian Federation—I say that deliberately; it is not by the Russian nation but by the Government who lead it—has been the biggest challenge to European security since the Balkan conflicts. The current destabilisation of eastern Ukraine must be similarly condemned and we must be robust in our defence of international norms. As such, the Scottish National party and Scottish Government support the European Council’s firm commitment to the full implementation of the Minsk agreements. Although we may not always agree, we firmly support the UK Government’s efforts in tackling Russian disinformation and propaganda.

Despite the Minsk agreements and various ceasefires, eastern Ukraine is certainly not a place of peace today. This week, I was sorry, as I am sure other hon. Members were, to see evidence of some of 2017’s worst violence: the settlement of Novoluhanske was shelled, which caused the death of at least eight civilians. It seems clear that the shells were of a type prohibited under the Minsk agreements and were fired from around the town of Horlivka, which is under non-governmental control. It is indescribable that almost 1 million people are approaching their fourth Christmas with the spectre of this conflict hanging over them. We must make it clear that the Government of the Russian Federation and their proxies must respect those agreements and stop the violence.

Although that which I describe is a reminder that we may not have left the horrors of 20th-century Europe behind, I am more worried by the developments in modern warfare that have resulted in the Government of the Russian Federation using Ukraine, as it has Syria, as a testing ground for a very 21st-century version of electronic and cyber warfare. We have heard reports of jamming and spoofing of devices used by Ukrainian forces in Donbass and Luhansk. Attacks have targeted the cyber infrastructure of energy networks and other businesses in the rest of the country that some people have described as a “digital blitzkrieg”—as the Member for West Dunbartonshire, I would not use the word “blitzkrieg” lightly.

I will try to be quick, as I am aware we are cutting it fine for time. That is most worrying because those attackers are doing that almost at will. Their controlled, heuristic manner suggests that they are testing the limits of their technical capabilities and seeing how much the international community will tolerate without responding. That worry was echoed in my conversations with state officials all along the Russian periphery. The SNP believes that we must stand up fully for the sovereignty not only of the Ukraine, but of other Baltic and eastern European states that are on the receiving end of those unattributable hybrid attacks.

Last month, my hon. Friend the Member for Glasgow South (Stewart Malcolm McDonald) and I met the Ukrainian ambassador, whom I am glad to see in the Public Gallery. We agree that there is much work to do and that Ukraine must be given all the support it can be given to become a full member of the European family of democracies. Although such discussions are difficult, we cannot discuss the sacrifices of the Ukrainian people to bring their country towards the goal of European Union membership, which I agree with, whether at the 2014 Maidan or in eastern Ukraine now, without reflecting on the disaster of Brexit.

I have some specific questions for the Minister. Most pertinently, will he provide some clarity on how the United Kingdom will continue to support sanctions against the Russian Federation after we leave the European Union? I make a plea to him to consider changing the UK’s position on refusing to engage with the Russian Government. I do not excuse the Russian Government for one minute; as a gay man, asking for engagement with Ukraine or the Russian Federation does not come easy. [Interruption.] I am talking about myself; I would never make assumptions about anyone else.

It was sadly overlooked, but 2017 marked the 50th anniversary of the Harmel doctrine. I may be showing my bias when I point out that it was a policy that was promoted by a smaller European state and that mixed hard deterrence with the opening of a diplomatic track that offered a way out of strategic impasse. I am glad that the right hon. Member for Maldon mentioned it in his speech.

The United Kingdom has serious obligations, because it was a signatory—along with the former Soviet Union and the United States—to the Budapest memorandum, which has been conveniently forgotten by many. I ask the Minister to be very clear about how we take forward our role as a signatory and ensure that, having worked with the European Union on sanctions, we continue to hold the Russian Federation to account after we leave.

Exactly; I thank my hon. and learned Friend for that intervention. I will mention later the collaboration that we seek with all academic institutions. All the universities in Scotland were represented at the conference last week.

Given that the majority of policy areas related to the Arctic and the High North, and to the boundaries with the United Kingdom, are predominantly devolved to our Parliament in Holyrood, does my hon. Friend agree that there needs to be more joint work and collaboration, and that the United Kingdom Government need to recognise the expertise in Holyrood and in the Scottish Government?

My hon. Friend makes a really valid point. During the independence referendum, Scotland was asked to lead the UK, not leave the UK. That kind of argument makes it important that Scotland’s position and expertise, and the valuable contribution we can make to Arctic issues, are brought to the fore.

Orkney also has the highest uptake of electric cars in the UK. There are clearly lessons to be learned across borders in a region with some of the greatest potential for renewable energy in the world.

Although we are making huge leaps in harnessing wind and tidal power in Scotland, we still mainly use fossil fuels to heat our homes and businesses. Many other, more niche renewable energy sources, such as geothermal, can be exploited. Geothermal energy is already being used to heat homes in parts of Glasgow, which begs the question, how can that be expanded to other areas? That takes me to Iceland, which is a world leader in geothermal power. Where better than our near neighbours to seek guidance on further developing that form of energy in Scotland?

As sea ice coverage in the Arctic reduces, opportunities might open up for new global trade shipping routes, and those could be supported by Scottish ports. The Northern Isles, the Western Isles, the Moray firth and my home port of Rosyth are some of the locations identified as potential stop-offs for such shipping. To prepare ourselves to ensure that we have the capacity to exploit those opportunities, we must consider what investment is needed in new port infrastructure. The Scottish Government are already investing in land-based shipping infrastructure; national planning framework 3 considers opportunities for new and expanded ports at Scapa Flow, Stornoway, Shetland and the Moray firth. The hub port of Finnafjord in Iceland has undergone a transformation in recent years to enable it to take full advantage of new shipping routes opening up across the region, so we can look there for inspiration.

We also have great potential to attract the cruise industry to the north. Scotland is well placed to embrace the economic opportunities presented by that expanding global market; it already attracts 45% of passenger day calls across the UK. At the Arctic Circle forum last week, we heard from Domagoj Baresic, a polar research and policy initiative fellow at University College London, who believes that Scotland could become a hub for the cruise liner industry. Let us not allow that golden opportunity to pass us by.

Besides attracting cruise liners to Scotland’s coast, there are plentiful opportunities for smaller-scale blue growth through marine and coastal tourism. At the Arctic Circle forum, Giancarlo Fedeli spoke about the success of his Cool Route project, a sailing route with more than 300 stops along the coasts of Ireland, Northern Ireland, Scotland, the Faroe Islands and Norway. That cleverly mapped-out route has the benefit of sustaining small coastal enterprises, often in remote communities, and helping them to extend their market reach. Cool Route has been ranked the No. 1 most adventurous cruising route in the world.

To give another example, North Coast 500 in the Scottish highlands successfully attracts tourism to remote areas. However, that project has taught us a valuable lesson: maintaining the integrity of our natural resources is part of the challenge of sustainable tourism. Iceland has that particularly in mind, given the rising popularity of its stunning Blue Lagoon as a tourist hotspot. Like Iceland, Scotland is home to some of the world’s most beautiful scenery and natural wonders, which attract millions of visitors to our shores every year. We must ensure that those valued resources are protected so that they can continue to be enjoyed by Scots and tourists alike for generations to come.

My hon. Friend is absolutely right that any pressure on Burma and the Government in Naypyidaw would be greatly assisted by more pressure from the United States. Rex Tillerson is now actively engaging. Burma is not an area where the US has traditionally been in the lead, but the UK, working with the US, is building pressure internationally. I have already mentioned to the House some of the things that we have done at the UN and elsewhere to exert pressure on the Burmese Government.

Will the Minister tell us what discussions he has had with the Government of India about their human rights record in the state of the Punjab, critically in relation to my constituent, Jagtar Singh Johal, who has been in custody since 4 November without charge? There is now a possibility—or accusation—of torture, and the Prime Minister indicated the Government’s personal interest on BBC radio yesterday. Will the Minister advise me and the House how the Secretary of State is working with the office of the Prime Minister to assist my constituent and his family in Dunbarton?

We have taken this issue very seriously. The deputy high commissioner managed to gain access, and we have now had a meeting with the hon. Gentleman’s constituent. We take any allegation of torture seriously, as, indeed, do the Indian Government. It is completely unconstitutional and offensive to the British Government. We will work very closely to investigate the matter and will, of course, take extreme action if a British citizen is being tortured.

It is not so much that we are pressing all the options on the United States—though of course we are—but that those are the options that the United States itself massively prefers and wants to bring about.

Korea—I speak of it as a nation and not as two divided political states—is at a crossroads in its political, social and economic future. It is a future that may well impact on the very fabric of the People’s Republic of China, and China knows that only too well. I was glad to hear the Foreign Secretary mention China in such friendly tones; it was extremely welcome. In playing its part in defending peace, I hope that the Government do so by asking some practicalities of the Government of the United States as well as of the People’s Republic of China. Do they recognise, for instance, that the Korean nation and the world require the United States and China to work in partnership and use their leverage? Is it not the case that we require mutually assured restraint, as espoused by the sociologist Amitai Etzioni, to bring about a full and comprehensive peace in Korea?

I am delighted to hear Amitai Etzioni quoted on the subject of Korea. The hon. Gentleman is absolutely right to focus on the partnership and potential of the relationship between the US and China. They hold the key to the question between them, but, as I say, where there are differences it can be our task to try to help to bridge the gap, then unite the rest of the international community on a common position.

It is nice to see you in the Chair, Mr Stringer. I congratulate the hon. Member for Hyndburn (Graham Jones) on securing this debate, which is of personal interest to me and some very close friends. The recent political history of Venezuela has not often been the subject of debate in this place. There has been too much subtlety when there should be clarity, and strong opinions when it is obvious that there are many complicated and intractable historical issues at play: issues not only in Venezuela, but across the South American continent, as it seeks—I paraphrase Linz and Stepan—to overcome the problems of democratic transition and consolidation in the post-colonial and cold war era.

The violence of the summer has been troubling. The deaths of many, thousands injured and the brutal Government crackdown, including the arrests of thousands of mainly peaceful opponents and demonstrators, as well as members of the Venezuelan National Assembly, can lead to no other conclusion than that the Venezuelan Government, their military and police forces have lost any democratic mandate they were seeking in July.

Let me be clear on behalf of the Scottish National party: we call urgently for an end to the violence. Venezuelans and the political parties that represent them have a right to protest, but the democratic process must be put back on track. I am sure we all hope that the United Kingdom Government and the Minister here today can work with the European Union and other allies to find a peaceful solution to the ongoing crisis. Those of us who have taken a keen interest in Venezuela over many years will have found something sadly inevitable about the recent events we have seen there, as a democratic deficit, economic mismanagement, and human rights abuses have combined to create a crisis that we have not seen in the Americas for more than a decade.

There is also something inevitable about the way that many in this place have used and continue to use Venezuela to prove narrow political points. I know from speaking to enough left-wing opponents of the late President Chávez and also Maduro that ideology is not the principal driver in this crisis. I will say something about the right in a moment, but the leadership of the Opposition can be criticised for the way in which they have ignored legitimate critiques of the Venezuelan regime and continued to lend it their support until long after it was credible for them to do so. Unlike many of the Chávez fanboys, from whom we would expect this sort of thing, they should have a good enough grasp of Spanish not to fall for the dismal, knee-jerk anti-Yankee propaganda that the regime of Maduro and the late Chávez put forward. But let us not fall either for the nonsense put forward by those on the right, which somehow derives from the tragedy the belief that social radicalism is doomed always to fail. The example of one south American country that I personally know best, Brazil, shows that right-wing parties seeking to take the left to task on corruption often find themselves equally as culpable.

The examples of Chile and Bolivia, while not themselves perfect, show that progressive Government and the responsible stewardship of national resources mean that the problems we see in the Bolivarian Republic are not inevitable. Venezuela, as does the continent of south America, carries the scars—on its landscape, in its cities, and in the hearts of its people—of a legacy of nearly five centuries of colonial exploitation. The United States, at least in the 20th and 21st centuries, must carry much responsibility for that, but it is wishful thinking on a grand scale to think that they are the only villain in this piece. The elites, both political and economic, must face up to their repeated failures and impoverishment of the Venezuelan people. That President Evo Morales of Bolivia is the only indigenous leader of a South American state shows that there are much deeper issues at play in most of the continent. Although the Morales regime has its own problems, it has demonstrated how putting the people in charge of their own resources can have positive results for the economic and social whole of a country.

Is the hon. Gentleman aware that the Venezuelan Government have run deficits in 15 of the last 17 years? Evo Morales and the Bolivian Government have run surpluses in virtually all those years. There are two distinct, different economic answers in those countries.

I completely agree with the hon. Gentleman. Morales shows a model of economic stability that I think many in south America would hope for in their own countries.

Venezuela deserves peace in its fractured and divided society. It will have none while the left and the right fight over the bones of the cold war. In summing up, the Minister may bring forward plans on the British Government working with our partners to be more stringent in banning travelling for Venezuelan officials—but we must, most of all, stand up for peace in Venezuela, for all Venezuelans. I hope the Government will play their part.

What a pleasure it is to see you in the Chair this morning, Mr Stringer. I congratulate my hon. Friend the Member for Hyndburn (Graham Jones) on showing the foresight he did in requesting this debate in July. I am grateful to the Backbench Business Committee for agreeing to it.

My hon. Friend pointed out clearly the importance of looking at the Latin American countries and seeing the connections between what is happening in those countries and what goes on on our streets. He described the problems of drug-taking in his constituency. I join him in asking the Minister to say some more about what the Government are doing to limit and control the arrival of those drugs in this country.

My hon. Friend the Member for Mitcham and Morden (Siobhain McDonagh) spoke eloquently about the humanitarian crisis. She has constituents with relatives who are suffering some horrendous experiences. We have all been reading about the issues over the summer in the newspapers. Her Majesty’s Opposition entirely share the concerns that have been expressed by Members on both sides of the House about the deteriorating and serious humanitarian and political crisis in Venezuela. We mourn all those who have been killed and injured in recent months on either side of the sham election in August. We believe that the bloodshed must end without delay. While that means that all sides must put down their arms, there is a special responsibility on the so-called forces of law and order to live up to their name.

We condemn the closure of the Parliament, which was established in 1999 under a constitution supported in a referendum by 88% of the Venezuelan people. We are also deeply concerned about President Maduro’s sacking of his independent-minded Attorney General. When we see police and security personnel assaulting civilians in the streets, using military tactics and weaponry against unarmed protestors and snatching political opponents from their homes at dead of night, it is obvious that they stand for neither the rule of law nor the restoration of order. Those actions must stop.

The Government of Venezuela must recognise their duty to protect human rights, free speech and truly democratic elections, rather than undermining them. They must stop the ever-escalating cycle of repression, division and violence for which they have been responsible.

Of course, in making that demand, we are not blind to the historical and economic context in which today’s tragic situation occurs. The hon. Member for Tonbridge and Malling (Tom Tugendhat) pointed out that the recycling of drug moneys into Europe predates 1998, but everybody—particularly the Minister, who was an oil trader in a former life—must understand the significant impact that the collapse of the oil price was bound to have, and undoubtedly has had, on the Venezuelan economy.

In 2012, Venezuela was selling its oil at $103 a barrel. By 2016, the price had collapsed to $35 a barrel. That is bound to be a problem for a country when 90% of its export earnings are from oil exports, which raises another issue. Why has there not been greater diversification over time to build up other parts of the Venezuelan economy? That debate is not confined to Venezuela; Nigeria suffers similarly. When the oil price is high and the exchange rate is pushed up artificially, it can be difficult to get other sectors of the economy to become competitive and effective—indeed, such criticisms were made of this country in the 1980s. It is clear that the Venezuelans have not diversified in an intelligent and strategic way.

Notwithstanding the economic difficulties, the Maduro Government have no excuses for the political crisis that now faces the country, to which they have contributed. The Government must take responsibility for the crisis and respond to the legitimate concerns, expressed on both sides of this House and throughout the international community, about the increasingly dangerous direction the country has taken over the last five years, and particularly since the beginning of 2017. If they believe that those concerns are misplaced, it is not enough to ignore or dismiss them. They must take the necessary actions to prove them wrong.

One of the major long-term problems is that millions upon millions of ordinary Venezuelan people now regard themselves as “ni gobierno, ni oposición”. They are not for the Government or for the Opposition. They regard Maduro’s current Administration as a long way distant from the aims, methods and achievements of the original Chavista movement, but they have no faith in the official Opposition to do anything but return to the pre-Chávez norm of serving the elites and ignoring the masses.

As the hon. Member for West Dunbartonshire (Martin Docherty-Hughes) said, there can be no political or economic solution in Venezuela until the needs of those disenfranchised citizens are met. If the rest of the world treats the dispute simply as a binary one between the PSUV and the MUD—the Mesa de la Unidad Democrática—that will not help. I hope that the Minister will reflect that in his remarks.

Does the hon. Lady agree that, in terms of elite transition, there is a requirement for civic society—every Venezuelan—to be included in the debate about how Venezuela moves forward?

The basic foundation for a flourishing civic society must be respect for human rights. We need that before we can build the democratic institutions. The destruction of the popular democratic institutions in that country is unhelpful, extremely concerning and straightforwardly wrong.

Hon. Members have asked the Minister a number of questions, and I will add a number on the Government’s policy towards Venezuela. In addition to asking about the Government’s policy on limiting the drugs trade, I want to ask about the funding programme. The Government previously committed to improving the operation of the National Assembly via the Magna Carta fund. I shall be grateful if the Minister brings us up to date on how that money will now be used. What are the Government proposing to do to build civic and democratic institutions in Venezuela, or will they abandon that plank of Government policy? The need to fund the promotion of human rights is obviously greater than ever, but there will be concerns about how to guarantee that any future funds are spent appropriately in the country when its institutions are so weak. We would like an update.

Secondly, I should like to ask the Minister about arms sales. Given the legal requirement for UK Ministers not to authorise arms sales to regimes that might use those arms for internal repression, will he explain why £80,000-worth of such sales to Venezuela were authorised in the past year alone? In light of the Maduro Government’s refusal to co-operate with the ongoing UN-led investigation into human rights abuses, will the Government suspend any further arms sales until those concerns are resolved?

Thirdly, as my hon. Friend the Member for Mitcham and Morden mentioned, will the Minister tell us how the Government are supporting UK nationals affected by the crisis in Venezuela? How many requests for consular assistance has the Foreign Office received? What assistance has the embassy in Caracas been able to provide? What fees have been charged to individuals for that assistance?

Fourthly, as I am sure the Minister will spell out, what initiatives are the Government supporting to put pressure on the Maduro Government and bring about peace in Venezuela, including the mediation offered by the Vatican? On the issue of sanctions, a good case has been made by some hon. Members for individual, targeted sanctions against those involved in serious and organised crime and drug trafficking, but what assessment have the Government made of the American Secretary of State’s proposals to implement all sanctions? Is the Minister not slightly concerned about possible conflicts of interest in the American Administration, given that the Secretary of State, before he took up his post, received a payment of $180 million on leaving Exxon? Will the Minister explain whether he believes that further reducing Venezuelans’ export earnings would be helpful? Will he also make it clear that one plan the UK will definitely not support—and that we will actively oppose should it be put on the international table—is Donald Trump’s threat of military action against Venezuela?

In closing, I have one more important point to make. When we face a situation such as that in Venezuela, with demands for an immediate end to bloodshed and hardship, and the full restoration of human rights, it does this House proud that we are united in such calls, as we have been today. It is also important that we are consistent, and that we avoid anything that could be construed as double standards. If we are prepared to speak out with one voice on the issue of Venezuela—rightly—then, by contrast, people will not understand any equivocation about other countries with serious human rights records, such as Saudi Arabia and Bahrain. We must not allow anyone to claim that this House discovers its conscience and its voice only when there is an argument to be had in domestic politics. We must be consistent. I hope that the Minister will give us the assurance that the Government are wholehearted in their condemnation and addressing of the human rights problems in Venezuela, as across the globe.
