As we look at policy and amend it like we did last week, it is right that we make sure that we can fill those requirements. I reassure the hon. Gentleman that we can, and we have increased the procurement of lateral flow devices. This month, we will get another 750 million lateral flow devices into the UK for January and February.

I am sure the whole House will welcome the early signs of falling numbers of people in hospital with covid. Does the Minister have any comments on the news yesterday from the World Health Organisation that it thinks that the UK looks set to be one of the first countries out of the pandemic, and how much weight does she put on the vaccination and booster programme, and the colossal scale of our testing availability, in that achievement?

My right hon. Friend makes a really good point. We know that omicron numbers are still really high, and we still have more than 2,000 people hospitalised every day, so we do need to be cautious. But my hon. Friend is right, in that our vaccine and testing programmes have been vital in being able to tackle this deadly virus. I encourage everybody to get their booster and, if they have not come forward for their first or second jab, to get those too.

My hon. Friend tempts me to say that he is a great role model. Perhaps he should try e-cigarettes and then probably try stopping smoking completely. He can put that message out across the Chamber about why levelling up is so important.

I welcome not only the Minister’s emphatic support for the cessation of smoking by 2030 as a target, but the cross-party support. We have seen in this short discussion today unanimous support for the use of e-cigarettes as a route out of smoking. The UK is one of the most advanced countries in the world in the proper evidence-led approach to the use of e-cigarettes. The Medicines and Healthcare products Regulatory Agency is perfectly placed to herald that evidence and make sure the approach is evidence-based. Can she assure me that we will speed up the processes as much as possible? We must follow the evidence, but we must follow it rapidly.

I thank my right hon. Friend for the work he has done on this important issue. He is right that the MHRA’s expertise is recognised worldwide, so it is only right that it looks at it, and it provided clarification last week. As health disparities are so important, it is fantastic that we have cross-party support on the issue.

Yes, I do. I have had a whole load of conversations with the Transport Secretary, Transport Ministers and Network Rail to make sure that we drive out connectivity where people live, work and travel, and the rail network is critical for a third of those. This morning, I was delighted to see the plans from Network Rail of a digital railway, and we need to get on with that as quickly as possible.

The world has changed since 2011. The truth is that the rise of the internet means that some of the issues the hon. Gentleman rightly raises about making sure the debate we have is a reasonable one, not one based on abuse and bullying, are much broader. Tackling the problems of today is our task now. Of course there were abuses that were looked into during the inquiry, and they have been looked into by the police in three investigations, with over 40 criminal convictions since. The judgment we have to make is: what is the best thing to do for the future of this country, when the way in which we debate politics and make decisions is under challenge, because of new technology, in a way it has not been for decades if not centuries? Getting those solutions right is mission-critical to our future as a liberal democracy, and that is what we are putting our attention to.

I welcome the Secretary of State’s response to the consultation and to the concerns raised about section 40. Will he outline further its potential impact on the viability of local newspapers and press, such as the Long Eaton and District Chronicle, the Ilkeston Advertiser and Ilkeston Life in my constituency?

My hon. Friend mentions three of her local papers. Given the nature of section 40 of the Crime and Courts Act 2013, anybody making a complaint will see the costs assigned to the newspaper and not to the complainant if that newspaper is not a member of a royal charter-approved regulator. That means anybody making any complaint would effectively be able to stop a journalist pursuing a story, as was set out eloquently by Alastair Campbell.

The situation has changed since 2011; nobody then imagined that a self-regulator, IPSO, would come to the fore. It now covers 95% of national newspapers, has a low-cost arbitration system and can require corrections to be put in place. IPSO is not perfect, and I hope it makes further progress, but nobody imagined that it would be there at all. We have a better system than was in place, and it allows for redress and for local newspapers to thrive as much as possible.

Yes, absolutely. I strongly support the work that the Environment Secretary is doing in leading on reducing single-use plastics. In fact, he was in Scotland this weekend, including at Pittodrie—I believe also that the right hon. Gentleman is a graduate of Aberdeen University—so the Environment Secretary is talking to venues about how they can reduce plastic waste. Of course, the London 2012 Olympics was an exemplar, but there is clearly more to do.

As we have just heard, in 2012 this country set new high environmental standards at the London Olympics. Does my right hon. Friend agree that it is vital we continue to show environmental leadership, not just sporting leadership, at other major sporting events, including the Commonwealth games in Birmingham in 2022?

Yes, I do. My hon. Friend is absolutely right that continuing improvement must be seen. While the 2012 Olympic and Paralympic games set a new standard, we have to make sure that these standards keep advancing, and I hope to see that at the 2022 Commonwealth games.

T7. With the help of my right hon. and learned Friend the Member for Rushcliffe (Mr Clarke), on St George’s day this year I launched a petition calling for English votes for English laws. I am therefore delighted to see a firm commitment by the Government to right this historic inequality once and for all. Will my right hon. Friend update the House on when we can expect the Government to introduce that important constitutional change?
