The hon. Gentleman raises the problem across Staffordshire. We are trying to ensure that the NHS in Staffordshire looks forward with confidence, and that includes addressing long-standing financial issues for which it has had extra support over the past few years. I pay tribute to all the NHS staff right across Staffordshire, who have done great work, especially in Stoke and Stafford, to ensure that the hospital provision there can look forward with confidence.

My right hon. Friend was talking about spending on healthcare across the United Kingdom. Scotland has benefited due to increases in healthcare spending in England, but not all the money that comes to Scotland through the Barnett formula has been spent on healthcare. In fact, had spending increases in Scotland kept up with those in England, there would be half a billion pounds more to spend on Scotland’s NHS.

There speaks the voice of Scotland. As we have put record amounts of funding into the NHS in England, that funding proportionately flows through the Barnett formula to Scotland, but the Scottish Government have refused to increase NHS funding in Scotland. I wish that they would increase it as quickly as we have in England, where we have seen a faster increase in the numbers of doctors and nurses than in Scotland.

John Rowbotham and his staff at the Stirling Observer play a crucial role in the life of the communities I serve. What is being done to support local newspapers?

The first thing we have done is fought off attempts to put more costs on to local newspapers, and now we have the Cairncross review, which I hope my hon. Friend will engage with, which is looking at how we can make them sustainable for the long term.

I thoroughly enjoyed my visit to Stirling, where I saw on the ground the leadership my hon. Friend has shown in making sure that Stirling is a fully connected, future-facing city. He has lobbied me endlessly to make sure that we can get the strongest possible connectivity, including full-fibre connectivity, in Stirling. He is doing a sterling job.

Merry Christmas to you, Mr Speaker, and a happy Christmas to friends across the House, including the hon. Member for Weaver Vale (Mike Amesbury). In the past we decided to deliver broadband in Scotland through the Scottish Government. We provided additional funding in February 2014 to support further roll-out, but the Scottish Government have only just begun the procurement process using the funding and are not expecting to have an agreed contract until the end of next year—over three years behind Wales, England and Northern Ireland. In future, therefore, the Government will implement the new full fibre programme and the 5G programme directly with local authorities to ensure efficient delivery.

I thank the Minister for his response and for his recent visit to my constituency. Given the Ofcom “Connected nations” report, which describes the situation he has summarised—the Scottish Government have not even started the second phase of delivery—will he confirm that his Department will work directly with local councils in Scotland to implement future phases of broadband roll-out?
