As I have said, we have 6.5% more dentists now than when we came to power. There is also a quarter more dental activity this year compared with last year. I understand why the hon. Gentleman does not want to talk about the investment that we are making on the elective programme in Norfolk, because it includes funding for two new hospitals in Norfolk through our new hospitals programme and significant funding into diagnostic capacity, with a number of diagnostic centres being opened in Norfolk, which he does not want to mention.

T4. My local hospital, North Tees, is tired, dated and well beyond its life expectancy, with operating theatres too small to meet modern requirements, so I was hugely disappointed that my NHS trust failed even to apply for Government funding that could have built a new state-of-the-art surgical hub on the site. Will my hon. Friend work with me to ensure that the people of Stockton get the healthcare facilities that they need?

We are taking significant action on mental health, which is why we are investing £2.3 billion more, compared with four years ago. We have targeted measures as part of our urgent and emergency care recovery plan, including 100 mental health ambulances. We are putting in additional capacity, such as crisis cafés, to support emergency departments. We are also making mental health support available through 111 for the first time, which will allow us to get to issues early, before people are admitted to hospital.

T5. I was delighted when the Government awarded Stockton a new £25 million diagnostic hub, but my local Labour council, which is a partner in delivering the project, appears happy to accept months of delays in completing it. Does my hon. Friend agree that Labour’s delays could cost lives? Will he work with me to ensure that all partners understand the urgency of the project?

My hon. Friend is right that not every patient accessing an emergency department needs a tier 1 A&E facility. This is about right place, right treatment for the patient, and making better use of urgent care centres. How those centres can better triage patients who can be treated there is a key part of the plan we have set out.

In Stockton South we are incredibly grateful for the Government’s commitment to build a new diagnostic hospital so that local people can get access to lifesaving scans, tests and checks. We are also grateful for the £3 million announced to establish a new mental health crisis hub, so that people can get support in their hour of need. What is my right hon. Friend doing to ensure that we have the right people with the right skills in the right place to deliver great service at those facilities?

I am delighted that, thanks to my hon. Friend’s assiduous campaigning, he has secured his diagnostic centre, and that he assures me he will get it operational in one of the fastest times seen by any area. We are bringing forward our workforce plan, and as I set out, we have 2,500 more nurses this year compared with last year. We are on track for our manifesto commitment of an extra 50,000 nurses, with more than 30,000 recruited already.

The hon. Gentleman raises a legitimate concern that is shared across the House. It is wrong for companies to act in that way. One purpose of the furlough is to retain that link between the labour market, the person and their job. The furlough bonus is designed to strengthen that link, so people are brought back. He takes a constructive approach to these issues and I am happy to work with him in the weeks and months ahead, because this is a practice that all of us in the House would condemn. The schemes we have designed try to retain the link with the worker to prevent that sort of practice.

Stockton South has some of the best bars, pubs, restaurants and breweries in the country, and many play an important role at the heart of the community. So far, they have benefited from a fantastic package of support, but the tier 2 restrictions pose a huge challenge. What will the Government do to protect jobs and ensure that we do not hospitalise our hospitality sector?

It is about getting the right balance because, ultimately, the most damaging thing for those pubs in tier 2 would be a further escalation of the virus and a situation in which they faced further restrictions. We have sought to ensure, first, that they can continue trading through tier 2, while having alongside the package of support for jobs, which the Chancellor set out in our winter plan to back those jobs with Government support, as well as a cash flow package. Cash flow will remain a key challenge as we go through the winter crisis, which is why we have such an extensive package supporting cash flow.

The hospitality sector has benefited from an incredible and innovative package of support, and I hope that will continue in a targeted way to mitigate the impact of local lockdown. But if we do not rethink the 10 pm curfew, we could see bars, pubs, restaurants and breweries call last orders for the final time. Will the Government back Britain’s boozers and breweries and reconsider their approach to the 10 pm curfew?

My hon. Friend is absolutely right that it is important that we act in a targeted way both in terms of our economic measures and in our health response to the pandemic. It is about getting that balance right.

On the 10 pm curfew, it is worth reflecting on the fact that we are not alone in that. The Netherlands and parts of Spain, such as Madrid, have taken a similar approach, but it is all about getting the balance right and ensuring that we act in a targeted way, as my hon. Friend suggests.
