I will not be drawn on golf course membership, because I do not know how many of my constituents are members of golf courses; I can imagine how many Conservative Members are.

I come back to the point about land use, because we absolutely recognise the importance of having a framework for how we use land across the country. That is why the Department for Environment, Food and Rural Affairs published the first-ever land use framework in March— I recommend a read of it. It is a vision for all of England’s land use, using the latest data on how much we need for housing, energy and all sorts of things to ensure that we are making the best use of land. Both that and the strategic spatial approach to planning the energy system could have been done in those 14 years, but they were not. That is why we have ended up with a haphazard approach to strategic planning, and why we are now building the grid to connect the renewables that were built all over the country without that spatial plan. It is important that we strategically plan that, and it was not done previously, so we are moving forward to do it.

I have read the land use framework. The Minister has hit the nail on the head, because its sole beneficiary is his Department—the Department for Energy Security and Net Zero—and not our farmers or our food security. Can he specifically address the issue of land quality? If we are putting ground-mounted solar on agricultural land, will he at least recognise that that will degrade the quality of the soil health, given the amount of time that those solar panels will be in situ?

I will not be able to go into the detail of everyone’s points, but the hon. Member is wrong about the land use framework. Perhaps he should read it again, because it details quite clearly the different land uses across the country. There is always tension about land use—of course there is. That has been true throughout history, and that is why we are strategically planning it.

We are clear that the planning system recognises best use. Every application is considered on its merits; I am not going to be drawn on individual applications, but we have clearly said that ground-mounted solar should be used, wherever possible, not on the best-used land.

First, I am sure the whole House would echo my hon. Friend’s comments about her constituents in Monmouthshire. Our thanks go to the emergency services, who have done an incredibly diligent job in difficult circumstances. She is right that it is yet another example of where the climate crisis is not some theoretical future threat, but a present reality. We have to tackle the climate crisis as quickly as possible. That is why this Government are doing everything we can to get off of fossil fuels, while also investing in flood defences across the country.

T7. The Minister will know that our peatlands are a vital store of carbon, storing 26 times more carbon than UK forests. Would he therefore agree that green energy projects built on peatland must prove that they will mitigate more carbon than they will release through construction and disturbance of the underlying peat? Will he commit to refuse any nationally significant infrastructure project that fails that test?

In the spirit of Christmas, I thank the hon. Lady for all the engagement and discussions we have had—[Interruption.] The Conservative Front Benchers groan, but I have joy for their party at Christmas as well. We are absolutely committed to community energy, which was in our manifesto. At every stage of the Bill, we have committed to community energy being right at the heart of what Great British Energy will do. If their lordships make any amendments in their consideration of the Bill, we will of course consider those amendments when the Bill comes back to this place. However, I say gently to the hon. Lady that her party did not support Great British Energy, so it cannot now claim credit for the things that Great British Energy will deliver.

5. If he will make an assessment of the potential merits of establishing a community benefit scheme for households near new energy infrastructure.

We have made clear, through the clean power action plan that we announced last week, that where communities host clean energy infrastructure, we will ensure that they benefit from it. There are many options in that area, including community funds and direct support for households, and we are exploring all those options to ensure that communities can benefit from the clean power mission.

There is a proposal to build 65 wind turbines on protected peatland in the neighbouring Calderdale council area, which I am staunchly against. To make matters worse, if the development is approved, my constituents will not benefit from any community benefit scheme, despite being on the periphery of the proposed location. How will the Secretary of State ensure that my constituents get their fair share of any community benefit scheme should the proposal be approved?

I cannot comment on the specific details of the case. However, I would like to know more about why the hon. Gentleman’s community might not benefit, because the aim is for all communities affected by hosting infrastructure to benefit in different ways. We are looking at the options—be they money off bills, or the community benefit funds that exist at the moment—as we work through the answers to the consultation launched by the previous Government. However, we are clear that if communities host infrastructure that is nationally important and benefits the whole country, they should benefit from doing so.
