The Home Secretary’s decision involved looking at a wide range of documents and considering a wide range of factors. Ultimately, however, the core of the decision was the question of what was in the wider public interest, and we have decided that an inquiry is not in the wider public interest.

The Home Secretary stood at the Dispatch Box and encouraged me to present the evidence that I had been given by one of my local councillors, Mike Freeman. He was a serving officer in Greater Manchester police whose whistleblowing about the corrupt practices in South Yorkshire featured in an edition of the Channel 4 “Dispatches” programme. This Government did not have Mike’s back. Would the Minister like to apologise for the personal cost that he has suffered?

As I have said, the Home Secretary looked at a wide range of documents and considered a wide range of factors, and that included meeting the campaigners. We are determined to ensure that whistleblowers are properly protected, which is why we are seeking to increase their protections. I hope that the hon. Gentleman will support that, along with the Police and Crime Bill and our work with the IPCC.

Our target is to have 90% of brownfield land developed by 2020. We have made great progress, particularly on affordable housing, supplying almost 220,000 in this Parliament, and we are now building at the fastest rate in 23 years, but ultimately the planning decisions are for local councils and the local authority.

13. What steps he is taking to increase the building of affordable homes.
The Minister of State, Department for Communities and Local Government (Brandon Lewis)
Almost 200,000 affordable homes have been delivered since 2010. A further £23 billion of investment will deliver 165,000 affordable homes between 2015 and 2018. This will be the fastest rate of affordable house building for the past 20 years.

As someone born and raised in an affordable home, I know the value of such homes. I also know that not enough units are coming on stream in my constituency at the moment. This Government have presided over the lowest build of new affordable homes in peacetime since the 1920s. Does the Minister regret slashing the budget by 60% on coming into government?

I respectfully point out to the hon. Gentleman that we actually inherited the lowest level of house building since the 1920s from the previous Government. In fact, as I have just said, we are about to get the fastest rate of building in the past 20 years. Just to be specific, in his home area of Greater Manchester alone, 5,724 new affordable homes will be delivered as a result of this Government’s investment in this period’s affordable homes programme.

1. What representations he has received from local authorities on the local administration of the crisis loan and community care grant elements of the discretionary social fund.

Crisis loans and community care grants were abolished in the Welfare Reform Act 2012 because they were failing to help those most in need. The Department for Work and Pensions has passed the funding to councils to help provide assistance for vulnerable people in their area, and they have held numerous discussions about this.

Manchester city council has stated that the removal of local welfare allowance funding by the Government in 2015-16 will disproportionately impact on the most deprived. It will also break the new burdens principle for local authorities. What advice would the Minister give to struggling families who rely on this vital lifeline?

Some local authorities are in fact underspending this year. Centrepoint’s research, which is often referred to, shows that many authorities are spending less than half their allocations. The research does not say that anyone has suffered at any time as a result of the current situation.
