I had the pleasure of meeting my Polish counterpart only the other week. Not only did we discuss the deployment of 150 personnel and Jackal vehicles from the Light Dragoons, but I congratulated them on their spending 2% of GDP on defence. I heard what they said about NATO, but that is a matter for our NATO colleagues.

I learned a great deal about NATO on my very first visit to the United States, when I became a green card holder, so I am particularly worried about what is happening with immigration in the US. In the 1960s, NATO was the bedrock of our defence in Europe; it still is today. We need a stronger NATO and must convert President Trump into a great, positive supporter of the defence of Europe.

I learned an awful lot about NATO when I was in uniform with the British Army of the Rhine back in the ’70s and ’80s. Our American allies were with us then, and they are with us today. We need to ensure that America is 100% behind NATO—that commitment has gone through—and the Labour party leadership should be, too.

I find that completely baffling. We went out of our way, during a state visit by a very senior member of a foreign Government, to ensure that people had an opportunity to protest, and at huge cost to the Metropolitan police. When people have been arrested and are on bail while investigations take place, it would not be right for a Policing Minister to judge how other countries will look on those arrests until those investigations have been concluded.

As someone who has worked very hard to build bridges between this country, this Parliament and China, and who thinks that the recent visit was, by and large, a great success—the balance was right, because they heard some things they did not want to hear, especially from you, Mr Speaker, but it was also a very positive visit—I have to say to the Minister, whom I have known a long time, that we would be much happier if he had started his remarks with the same tone that he has since used. Our right as Members of Parliament is to say that we are really concerned, so my hon. Friend the Member for Leeds North East (Fabian Hamilton) was right to ask this urgent question. At first the Minister sounded as if he was full of testosterone and ready to defend his patch, but he has ended up being much more conciliatory. He should have started that way, because we all quite like him when he is in that mode.

I met the commissioner only a couple of days ago and we talked about the issues my hon. Friend has raised, including when we would enact the provisions promoted by our friend Nick de Bois. I signed the commencement orders on Friday, the police will have those powers within two weeks, and we hope that prosecutions will take place within three to four months. It will be for the police to decide, but they now have the powers.

Surely the Minister is aware—those of us on the anti-stalking commission suddenly came to realise this—of how much stalking is done on the internet. My hon. Friend the Member for Aberavon (Stephen Kinnock) was not running down his police force; he was asking for it to be given more resources so that it could do its job better. So many of our police forces do not have the techniques, technology or back-up to tackle cybercrime seriously.
