It is a pleasure to follow the hon. Member for South Suffolk (James Cartlidge), who made a powerful and reflective speech. I particularly endorse what he says about the importance of having such evidence, a lot of which comes from the families themselves.

I join in congratulating the right hon. Member for Hemel Hempstead (Sir Mike Penning) and my hon. Friend the Member for Gower (Tonia Antoniazzi), the co-chairs of the all-party parliamentary group on medical cannabis under prescription, both on securing this important debate and on the leadership role they have played on a cross-party basis in putting this important question on the House’s agenda.

As many Members have said, hopes were raised last year when the Home Office did what it did, and I strongly support what my hon. Friend the Member for Manchester, Withington (Jeff Smith) said about the importance of achieving a bespoke solution for our country. In particular, I support what he said about learning from international evidence. That combination of listening to the families and the campaigners and learning from the evidence of other countries could assist us in achieving the urgency that we all want to see.

Every other country that has done this has done it in a bespoke way. The fear is that if we introduce a bespoke system for a product or drug, everybody else will jump on the bandwagon, but most countries in Europe have addressed this. It has to be bespoke, not least because cannabis was illegal as a schedule 1 drug in this country for so long, but the evidence is here in the mums and dads and the children.

I have a great deal of respect for the right hon. Gentleman and his work in his role as a Minister, but we did that during the west midlands by-election and it made absolutely no difference to the turnout. What will make a difference to the turnout, without any shadow of a doubt, is having that coincide with other elections, which is what is going to happen this time. I am really pleased that the Labour Opposition now realise the work that PCCs do and are now supporting them, rather than trying to abolish them.

I echo what the Minister said about the tragedy in Merseyside last week, but I disagree profoundly with his description of Jane Kennedy’s comments as “scaremongering”. The impact on Merseyside of the proposed changes to the police grant will be very damaging. Will he meet her and Merseyside Members to discuss the matter?

I will meet again with Jane Kennedy. She knows my door and has my personal phone number and personal email, as do all the PCCs—I made sure of that from day one. I am saying that no one knows exactly what we will end up with in the formula. We have consulted and said it would change. We have come back with other ideas. I expect other ideas to come back. No one knows the numbers. No one knows the size of the cuts, so let us wait and see. As I said, the consultation continues.

1. If he will undertake a cumulative impact assessment of the effects of the Government’s welfare reforms on sick and disabled people.

The Treasury regularly produces analysis of the cumulative effects of the coalition’s changes, including to welfare, but even the Institute for Fiscal Studies says that there are no real results that can be broken down and are reliable enough to show the effect on disabled people.

My constituents Natasha Wilson and Katie Lyson are young women with cancer. With support from CLIC Sargent, they applied for personal independence payments seven months ago. Last week, Natasha finally got her money, but Katie is still waiting. Does the Minister agree that a seven-month wait for payment for a young cancer patient is simply unacceptable? Will he look into Katie’s case as a matter of urgency?

I fully agree that that length of wait is unacceptable, and I have been working on this with the two suppliers since I came into office, as did my predecessor. I will personally look into the case and if those involved would like to come to see me, I would be more than happy to meet them.
