I refer the hon. Lady to the answer I have just given. When things are tough, of course people turn their fire on the leader of the country. It is my job to get on and deliver our manifesto, which we are; deliver on the mandate on which I was elected; and get this country through tough times, just as we got it through covid. That is what I am going to do.

I think my right hon. Friend should wait for my right hon. Friend the Deputy Prime Minister to say a little about that in just a moment, but I can tell him that when it comes to the Rwanda policy that we are pursuing, that policy has not been ruled unlawful by any UK court or, so far, by any international court, and we will continue with that policy.

The father-in-law of my constituent Ibrahim is a former Supreme Court judge in Afghanistan. He successfully prosecuted and put behind bars hundreds of terrorists associated with the Taliban, al-Qaeda and ISIS. Seven months after he submitted his ARAP application, there has still been no progress, and he is living in hiding. His only option is a perilous journey to Pakistan, where, if his visa is refused, he will be deported back into the hands of the Taliban. Will the Prime Minister meet me and the former judge’s family to see how we can save the life of a man who I have no doubt has helped to save hundreds of British lives?

I thank the hon. Lady for raising that case. It does sound extremely meritorious. I will make sure that she has a meeting with the Ministry of Defence, which runs ARAP, and that we do our best to expedite that application as fast as we can.

That was brilliantly and succinctly put. Does the SNP want the money or not? Do the people of Scotland want investment in their healthcare and social care or not? There is more money coming for Scotland; let us hope that the SNP spends it wisely.

A little over two years ago, the Prime Minister stood on the steps of Downing Street and promised the nation an oven-ready deal on social care, yet the announcement of a tax on jobs only promises a plan later this year. Crucially, the detail in the statement says that only people starting care after October 2023 will be helped with these catastrophic costs. What does the Prime Minister say to the 1.5 million people missing out on care and to the millions of hard-working families facing crippling costs between now and September 2023 but paying for it from April next year?

What I say to the hon. Member is that, frankly, she should take that up with the former leaders of the Labour party, Tony Blair and Gordon Brown, and all the former Ministers responsible who did absolutely nothing to fix the problem when they were in office. It is this Government dealing with it now.

As my right hon. Friend knows, the hospitality sector in Sutton Coldfield, which I know from my own experience to be wonderful, will, like the rest of the hospitality sector across the country, be able to open up in full on Monday, including indoors. As we go forward, we hope, and I cannot see any evidence to contradict this, that we will be able to open up fully from 21 June—although people will still clearly need to exercise caution and common sense in the way they go about their lives, because the virus, I am afraid, is still going to be present in our lives for a long time to come.

The public inquiry is very welcome and desperately needed so that the public can understand why the UK has suffered one of the highest death tolls in the world. It is critically important that this inquiry is properly independent and has the confidence of the public, including the bereaved families of the over 127,000 people who so tragically lost their lives. Consulting those families once the inquiry has started is too late. Will the Prime Minister today commit to urgently meeting representatives of Covid-19 Bereaved Families for Justice to consult them on both the chair and the terms of reference for the inquiry?

Too often, children and young people have been an afterthought during this pandemic. Aside from lost learning, many children are feeling anxious and lonely due to not seeing their friends and missing out on play and other activities. We know that one in four has self-harmed in the past year, that eating disorder rates are soaring and that demand for acute beds is reaching crisis point, so will the Prime Minister please commit to providing a ring-fenced resilience fund for schools, as proposed by YoungMinds, to ensure that young people are given the mental health support they so desperately need?

I am really grateful to my hon. Friend for his support and for what he has just said. We want to roll out the vaccine across the whole country as fast as possible. It is, I hope, common ground in the House today that we are right as a country to first put jabs into the arms of those who are most at risk of mortality. That is the way to reduce the death toll and, indeed, to get our country back on its feet as fast as possible.

We are in a race against time to save lives, save jobs and restore our freedoms. That is why we need a 24/7 vaccination programme that brings vaccination to every high street in the country. I therefore welcome the Prime Minister’s comments about the role of community pharmacy. Will he confirm that it is not just a few big chains that will be involved, but the thousands of independent community pharmacies, such as Goode’s chemist in Twickenham, which stand ready, waiting and able to vaccinate but have been knocked back. They would provide vital capacity and are able to reach people that mass vaccination hubs cannot.

The hon. Lady is absolutely right to draw attention to the potentially vital role of community pharmacies, of which there are about 12,000 in this country, as I am sure she knows. In my experience, they are great places: they are hygienic and the staff are knowledgeable and professional. I think we have already signed up hundreds to the campaign, and I assure her that there will be many more to follow.

Today’s covid winter plan confirms a further £7 billion for test and trace, taking the full bill this year to some £22 billion. Could the Prime Minister confirm how much of that additional funding will be going to the highly effective local authority contact tracing teams, how much will be squandered on management consultants and Serco’s failed national contact tracing system, and how much will go on further supporting those asked to self-isolate?

I cannot give the hon. Member a breakdown of the figures now, but what I can certainly tell her is that, actually, NHS Test and Trace has been working hand in glove with local authorities from the beginning. There are, to the best of my knowledge, about 198 local authority testing teams now actively going out there and doing what is necessary. They are doing a fantastic job.

Of course I can. I thank my right hon. Friend for what he has just said and I am so sorry that the faith communities temporarily must go through this difficult period of not being able to observe services in the way that they want and I would like. This is only for 28 days and the hope I can offer—the candle in the darkness—is that we will, if we get this right, be able to go back to something much more like normal life before Christmas and people will be able to celebrate Christmas, in churches and elsewhere across this country.

Experts are clear that lockdowns merely defer, rather than solve, the problem and buy us time. They are united in the opinion that until we have a vaccine, a robust system to test, trace and isolate every case is the best way both to keep people safe and to protect our economy, yet we have heard nothing today that will address the woeful rates of contact tracing or how we improve support and incentives for self-isolation, which the Prime Minister has admitted is not working. What is he going to do to ensure that we avoid a boom and bust cycle of lockdowns and that he will not squander this lockdown like he did the last one, with us back here in January or February discussing the same issue again?

If I may so, the hon. Lady raises the most important point, the one we have been circling around all afternoon. In common with much of the rest of Europe, we are seeing an autumn surge now. I believe we have the right package of measures to address it. As for how we avoid endlessly going in and out of these types of measures in the way that she describes, I think the answer lies not just in getting people to self-isolate, but in mass testing—the lateral flow tests and the loop mediated isothermal amplification, or LAMP, tests of the kind I have described, which will not only help to drive down the R by isolating the positive cases, but liberate the negative cases to go about their lives much more normally. That is the game changer we can all look forward to.

As my hon. Friend knows, in level 2 areas and indeed, a fortiori, in level 3 areas, there are restrictions on household contact that are designed to bring down that transmission. You should not meet other households indoors in either a domestic or a hospitality setting.

The latest technical glitch in the Prime Minister’s so-called world-beating test and trace system, which has been dubbed a “data enrichment” process, has meant that many positive cases among students have automatically been attributed to their home address, instead of to their university address. That has affected about a quarter of new cases in Richmond upon Thames in my constituency, and it has been replicated in Cambridgeshire, Cumbria, Hertfordshire, Essex and elsewhere. How can quick and effective local tracing take place if cases are being reported to the wrong place, and how might that affect decisions about which tier areas are placed into?

The hon. Member makes an important point but, with respect to her, we are aware of that phenomenon—data showing where students, or anybody, are registered with their GP, rather than where the transmission is taking place—so we obviously aim off for that.

As the Prime Minister, I totally support HS2 and the ambition of linking up our country better. As a local MP, I feel my hon. Friend’s pain and I understand exactly where he is coming from. I have been assured in my conversations with HS2 that it is having extensive engagement with the Wendover group. I know Wendover well, as he knows. I will ask the relevant Minister to make contact with him.

The Prime Minister has reportedly said that improving the lives of disabled people is a personal mission, but his Coronavirus Act 2020 has watered down the right to care for the most vulnerable—particularly the disabled, children with special needs and those struggling with mental ill health. How does renewing the Act today in full stack up with his personal mission, never mind his conscience? Will he finally commit to working across parties to replace these draconian laws to ensure that we protect our most vulnerable and safeguard our liberties?

We are making sure that everybody in our society gets all the protections they need. I am aware of the easements in the Care Act 2014 that the hon. Lady refers to. It was necessary to put them in temporarily, and we now need to make sure we give everybody the protection that they need. That is what this Government will do.

Yes. I thank my hon. Friend for what she does, and I thank the tens of millions of parents, teachers and pupils up and down the country who rose to the occasion at the beginning of the month and went back to school in overwhelming numbers. They are still at school in spite of the difficulties that they are currently facing. She is so right; it is vital for children and young people to be in school, and we will do everything in our power to ensure that that remains the case.

The Prime Minister will no doubt be aware of the alarming rate at which coronavirus cases are rising among black, Asian and minority ethnic groups, particularly among the Asian population, with some 34% of coronavirus patients in intensive care right now being from ethnic minorities. Can he tell the House how he thinks shutting pubs an hour earlier will address this worrying trend and what action the Government have taken to tackle the disproportionate impact on ethnic minorities since PHE published its report in June?

What we have done, as the hon. Lady possibly knows already, is to target testing and enhance protection for those in frontline groups, many of whom come from black and minority ethnic groups. What we are also doing, to stop the spread of infection in some communities, is working much harder with local government and local communities to get the messaging into those communities about the risks of transmission and the basic rules about hands, face, space. Those are among the things that we are doing.

Key to cutting carbon emissions and tackling climate change is cutting domestic flights and moving people on to our railways. That is why the HS2 announcement is to be welcomed and building a third runway at Heathrow is an act of environmental vandalism. Will the Prime Minister now prove his credentials on climate change, make good on his promise of lying down in front of the bulldozers, or—far more simply—just cancel the third runway?
