The issue of EU residents in the UK—and, similarly, the issue of British residents in the continuing European Union—is one that we believe should be settled very early in the negotiations. I can tell the hon. Lady that I have already discussed this issue with ministerial counterparts, and they agree that it is a priority.

I am not entirely sure what those plans are, and I would be interested to hear about them from the hon. Lady. In fact, they unravelled less than 24 hours after the announcement. Under the previous Government we had 10 years of incoherence in energy policy, and as a consequence this Government have to take the necessary steps to keep the lights on.

2. What assessment he has made of the value of exports to the economy in Wales.

The Government recognise the importance of exports to the economy. I was pleased to welcome the chief executive of UK Trade & Investment, Nick Baird, to Cardiff last month to underline the support that UKTI can offer to businesses in Wales.

That is further proof that the Government are taking action to increase exports, but what steps will the Secretary of State take to ensure that Britain and Wales continue to benefit from opportunities in Europe by trading through and to Europe?

My hon. Friend is right. Wales is largely a country of small and medium-sized enterprises, and if more SMEs were to export at the European rate, that would wipe out the trade deficit altogether. I strongly encourage Welsh companies to engage closely with UKTI, as it has global reach and is able to maximise opportunities throughout Europe and the rest of the world.

7. What assessment he has made of the availability of skills in the nuclear power industry in Wales.

Hitachi’s investment at Wylfa will help to ensure that our nuclear work force remain highly skilled and some of the best in the industry. Talented young apprentices on Anglesey can look forward to an excellent future at Wylfa.

Locally in Gloucestershire, as well as through the national training academy for nuclear, we are working hard to ensure that we have sufficient skills—and retain those skills—ready for nuclear new build. What measures will the Secretary of State be proposing to ensure that Wales, too, benefits from the ability to improve that capacity?

My hon. Friend is right: the development of nuclear skills is key. The Government have created the Nuclear Energy Skills Alliance to co-ordinate the work of all the expert skills bodies relating to nuclear. The Welsh Assembly Government are also represented on that alliance.

2. What assessment she has made of the importance of supply chains to manufacturing and engineering in Wales.

The Government recognise the high importance of supply chains to the manufacturing and engineering sectors in Wales, both of which are significant components of the Welsh economy.

Does the Minister agree that small and medium-sized enterprises are a key part of the economy, both in Wales and England, and that the Government are absolutely right to focus on making sure they are attached to these supply chains, to develop their products and services further?

[Mr Jones]

My hon. Friend is entirely right to highlight the mutual dependence of supply chains that emanate in England and Welsh manufacturing industry, and vice versa. In fact, Airbus accounts indirectly for about 135,000 jobs. The Welsh Government, to whom economic development is devolved, should be keen to foster those supply chains and, for that purpose, should be working very closely with the Department for Business, Innovation and Skills.

Given that I come from a rural constituency, I am acutely aware of the points that the right hon. Gentleman makes. I would remind him that the escalator that is due to kick in next month is Labour’s escalator, and this is a matter that my right hon. Friend the Chancellor will be looking at.

9. What recent discussions she has had with the Welsh Assembly Government on upland farming in Wales.

I have regular discussions with the Welsh Assembly Government on a range of issues affecting Wales, including the farming industry. My right hon. Friend the Secretary of State and I recognise how important the rural economy is to Wales and take a close interest in matters affecting it, including farming on the Welsh uplands.

Does the Minister agree that the Welsh Assembly should work well with the Government to ensure that we have a clear strategy for upland and dairy farming, and that that objective would be more easily met through the introduction of an adjudicator to examine abuses of power in the retail sector?

Yes, indeed; I agree that the Welsh Assembly Government should work closely with the Government here in Westminster. My hon. Friend will be aware that it is the Government’s intention to establish a groceries code adjudicator to oversee disputes between retailers and suppliers.

5. What recent assessment she has made of the role of the aviation sector in Wales.

My right hon. Friend and I have had regular discussions with ministerial colleagues on support for the aerospace industry in Wales. We have much in the sector of which to be proud. In recent weeks, both GE Aviation and Airbus have announced the creation of jobs owing to increased demand.

Like Wales, my constituency has strong supply and service links with Airbus and other aviation sectors in the south-west. Does the Minister agree that it is essential for us to have free trade in the world of aviation, and to fight protectionism wherever we see it so that we can protect jobs and provide high-value-added industries for our communities?

[Mr Jones]

My hon. Friend is entirely right. Airbus, which is an important employer in his constituency as well as in north Wales, has a great deal of which to be proud. Its recent announcement that it will offer permanent contracts to 770 agency workers in Broughton, who will build aircraft wings following the largest commercial order ever, is a great vote of confidence in the sector.
