My hon. Friend is dead right that that is a problem. The universal service obligation is very important in making sure that everybody gets decent access to broadband. In the past few years, that has changed from a “nice to have” to an absolute “must have”, and we are delivering to make sure people have the connectivity they need.

Civil servants support the position of the Government of the day, and this Government have a position. I do not know how many times I am going to have to repeat that. That is the case. Civil servants are impartial, but they support the Government of the day. That is the law and it is the situation in this case too.

Does the Paymaster General agree that it would be supremely ironic if this referendum had an impact on the way in which our civil service operated in the future? It is absolutely right that the civil service should support the Government, and the Government have made the decision—the right decision, in my view—that we are safer, stronger and better in the European Union.

It is disappointing that the leave campaign seems to want to focus on process issues such as this rather than discussing whether we would be better off inside a reformed European Union, as I believe we would. My hon. Friend raises an important point. If any Members do not think that the rules should operate in the way we published last week, the only other position would be for the civil service to support a position that was not the Government’s position, which would go against everything that it was set up to do.

The hon. Gentleman is very kind; I am grateful for his compliments. I look forward to the opportunity of working positively with Vivienne Westwood on improving our energy supplies and security. We need improvement across the board, and that includes ensuring that we make the most of our indigenous gas supplies. Improving renewables in our country is, of course, about finance as well as technology on the ground. There is a big opportunity, especially as the cost of renewables falls—the cost of solar is pre-eminent in that fall—and we must seize it with both hands.

Skills, as well as nuclear, are important to pushing forward the renewable energy cause, so does the Minister agree that, as part of the long-term economic plan, the investment by the growth fund in Berkeley for a skills and training centre in green and other energy sources is an excellent way forward?

Yes; I know something about that proposal from my previous job. I am of course a great fan of the skills agenda and I am convinced of the need to drive up the quality and quantity of skills in this area. I am also a big fan of the long-term economic plan, so my hon. Friend’s question just about hit the nail on the head.

T7. Do Ministers agree that a central part of the long-term economic plan is the delivery of skills to the increasingly innovative and research-oriented manufacturing sector?

Yes. As my hon. Friend may know, I am a fan of the long-term economic plan. In fact, I have found a copy in my pocket if he wants one. Skills are a vital part of our long-term economic plan, because there is no doubt that, if we are not only to maximise our economic capacity in the future, but to make sure everyone in this country fulfils their potential, we have to deliver on the skills that employers need.

Exactly. I pay tribute to the work that my hon. Friend does in bringing together employers and schools and colleges so that young people know what it takes to succeed in work. The strengthened statutory guidance that we are publishing today will help to drive that, alongside league tables that include not just exam results, as before, but pupils’ destinations.

The scheme is growing and accelerating, and it has the capacity to do more. I hope that we can do more with it, not least because it is helping people who would otherwise not be able to start their own business. We started the scheme because of the difficulty that is faced in getting finance from banks at an early stage. The evidence that my hon. Friend sees in his constituency is what I see across the country. That is exactly what this successful scheme is for.

I have great pleasure in welcoming this excellent statement because it brings good news about the real economy. Does the Minister agree that encouraging schools and colleges to have governors with business experience would enhance and embed the entrepreneurial spirit that we need in those places?

I encourage links between colleges and local enterprise partnerships, which can be strengthened a great deal by their governors and board members sitting on each other’s boards. There are schools around the country that bring in businesses and entrepreneurs, not only to talk to students, for example through the brilliant Speakers for Schools programme, but to help design the curriculum and motivate children to improve their performance in academic subjects. That is a great success when it is done well and I encourage more schools to do it.

13. What recent assessment he has made of the value of supply chains to the UK economy.

In the UK and across the world, supply chains are diverse, complex and global. Their value is huge and their importance is vital. Support for supply chains is studded through our policy and underpinned by the industrial strategies.

In contrast to the Labour Government, this Government are clearly doing something to build capacity in our supply chains. I welcome that and I see evidence of it in my constituency. May I stress the importance of making sure that supply chains are developed in our regions to ensure that we have a truly balanced economy, not just between manufacturing and services, but across our regions?

Absolutely. I pay tribute to my hon. Friend’s work on promoting the importance of supply chains, not least because of the high proportion of manufacturing in his constituency. We will make sure that they stay at front and centre of what we do in the Department.

In my constituency, we have a thriving manufacturing sector, but one area of concern I have is the availability of skills, especially in engineering. Does the Minister agree that we need to redouble our efforts on science, technology, engineering and maths—the STEM subjects—at school to ensure that we have a good pool of skills in that sector?

It is critical that we turn around engineering to ensure that we have the engineering skills necessary to compete in the future. In Stroud and across the country, there are shortages of engineering skills, and this Government are addressing it.
