My priorities remain operations against Daesh and implementing our strategic defence review.

Last Thursday, Her Majesty the Queen unveiled a monument to the service and sacrifice of our armed forces in Iraq and Afghanistan. For too long, those troops faced false allegations made by Mr Phil Shiner, and my Department supplied evidence that finally saw him struck off last month. I am therefore now pleased to confirm that the Iraq Historic Allegations Team will close by the summer.

Does Sweden’s announcing that it plans on reintroducing conscription signal an awareness in countries such as Sweden that there is an increasing problem from Russia and elsewhere, and should that be translated into an argument for spending 2% of GDP on defence?

Well, yes. Europe faces a wide range of threats, including those from Russian aggression and international terrorism. European nations need the capabilities to respond and the funding to provide those capabilities. I reminded a meeting of EU Foreign and Defence Ministers last week of the importance of all of us who are members of NATO meeting that NATO spending target.

15. What steps his Department is taking to assist Iraqi forces in countering ISIL.

The UK contributes significantly to the coalition against ISIL by providing sophisticated aircraft such as Tornado, Reaper, Rivet Joint and Sentinel from across the middle east and Cyprus to support Iraqi ground forces. We lead the coalition’s counter-improvised explosive device training programme and have trained more than 1,400 Iraqis in counter-IED and other infantry skills. Yesterday, as my right hon. Friend the Member for Clwyd West (Mr Jones) will have heard, we offered to expand that counter-IED and other training to additional coalition training sites.

The partners in the coalition and Prime Minister al-Abadi recognise that the Iraqi security forces need support to help them take the fight to ISIL on the ground. That is why we are contributing not simply to air support but to the building partner capacity programme, which aims to boost the capabilities and confidence of the Iraqi security forces.

It is certainly correct that the Iraqi forces need strengthening. What further measures does the Secretary of State have in mind to do exactly that, as it is the long-term guarantee of security?

As my right hon. Friend the Prime Minister announced at the weekend, we have offered a further 125 troops to join the coalition troops training the Iraqi security forces, including more than 60 counter-IED trainers. Those additional troops will be the first UK personnel deployed to training sites outside Irbil or Baghdad and, subject to the needs of the coalition, will take our presence in Iraq to more than 275 troops. As well as further counter-IED trainers, we are offering specialist training in areas such as medical skills, equipment maintenance, manoeuvre support and information operations.

T10. What steps is the Secretary of State taking to ensure that Iraqi forces can conduct a ground war against ISIL?

[Michael Fallon]

I can tell my hon. Friend that 2nd Battalion the Yorkshire Regiment is already training the Kurdish peshmerga in how safely to maintain, operate and use British-gifted heavy machine guns. We have run one course and a second course is under way. We are working on additional courses in specialist skills. We will, of course, authorise further commitments to train Iraqi or Kurdish troops, if it is consistent with the strategy to defeat ISIL on the ground and consistent with the support of our coalition allies.

14. What assessment he has made of recent trends in the level of manufacturing.

Office for National Statistics figures for April show that manufacturing output in the UK rose by 4.4% year on year—the fastest pace since February 2011. Industrial production rose by 1.1% in the three months to April compared with the previous three months—the strongest three-monthly growth since June 2010.

I thank the Minister for that encouraging answer. With the need for more skills in energy engineering in mind, does he agree that it is a very good idea to have a centre for those skills at the now-decommissioned Berkeley power station, and that that represents a significant step in the right direction for the long-term economic plan?

[Michael Fallon]

Yes, I do agree. That project is a key part of Gloucestershire’s economic plan, and it can provide the skills that we will need for the next generation of nuclear power stations at Hinkley and Oldbury. We are currently considering Gloucestershire’s request for local growth funding to support the project. I hope to announce the allocation for Gloucestershire as part of the growth deal before the summer recess.

With Angela Merkel’s forthcoming speech to both Houses of Parliament in mind, does the Secretary of State agree that it would be very wise and sensible to incorporate energy more thoroughly into the single market, and what steps is he taking to bring that about?

I discussed these issues with the German Government in Berlin yesterday and I agree with my hon. Friend that completing the internal market, with more interconnection and work on network codes and sharing, is part of the answer to making Europe more self-sufficient in its own energy and in reducing our dependence on fluctuating wholesale costs.

If this were a fire sale, it would certainly, as my hon. Friend the Member for Gainsborough (Sir Edward Leigh) has said, be one of the longest fire sales in history, given that Governments have been trying to sell Royal Mail for over 20 years. I think we should salute Moya Greene’s achievement in transforming a loss-making public corporation into one of Britain’s top 100 companies and congratulate her, as one of all too few female chief executives, on her award as business person of the year. We have yet to receive any proposal from the remuneration committee.

When I last visited Stroud sorting office just before Christmas, I noticed that the much-needed modernisation programme was being started. Does the Minister agree that that has been made possible by the sale of shares and that it represents a Government success?

Yes. The purpose of the sale was to enable Royal Mail to have access to private capital so that it would not be dependent on the taxpayer for ensuring the successful delivery of the six-day-a-week universal service on which we and all our constituents rely.

9. What steps he is taking to promote competition in European energy markets.

The Government strongly support a competitive and better connected energy market across Europe. Increased competition can put downward pressure on energy prices in the long term and help us maintain secure supplies. We are involved in a number of areas to drive competition, including the development of EU-wide market rules, regional infrastructure initiatives and cross-border projects, including more interconnectors.

I thank my right hon. Friend for that expansive answer. Does the Minister agree that, in contrast to Labour’s energy price con, the Government’s focus on more competition through the single market by enhancing the role of energy within that market is right?

[Michael Fallon]

I absolutely agree with my hon. Friend, and I could not have put it better. I shall be pursuing these issues later this afternoon in Brussels in the Commission.

The UK automotive industry is in great shape: last year UK car production increased by 9% and car exports exceeded imports by value for the time since 1976. The new automotive investment organisation, which we are announcing today, will build on that strong performance, which has already attracted more than £6 billion in global investment over the past two years.

I thank the Minister for that impressive description of the current state of the British car industry. What measures is he taking to ensure that we have sufficient skills, particularly in engineering, to develop the components industry in the car sector as well as recognising the need to provide new technologies?

[Michael Fallon]

Addressing the skills challenge and increasing the supply of engineers is critical for the automotive industry and others. It needs attention in schools, where the Department for Education is investing £135 million in science and maths education, and from industry itself. I hope that more car companies will follow Nissan’s lead in taking up the employee ownership pilots.

Yes, I co-chaired the aerospace growth partnership on Monday to press the industrial side of the partnership to get on with the money made available—some £2 billion spread over seven years. I have challenged them to make sure that the money starts to get put into action so that the institute is established as rapidly as possible this year.

In welcoming the industrial strategy being supported by £1.6 billion, I ask whether the Secretary of State agrees that we need to encourage our SMEs to start thinking about investing in tooling for components, especially in the automotive sector, because that is how we will further boost the values of our already impressive exports in cars?

I have not only been to Darlington, as the hon. Lady knows, but I spent 10 years of my life there—and, in the interests of social mobility, I was happy to give her predecessor a leg up the political ladder. I look forward to my visit to the north-east next week. The Secretary of State has already explained the circumstances in which the bid for the airport was turned down, but I have to tell her that the north-east did extremely well in round 3 of the regional growth fund. I look forward to hearing more about some of the successful projects when I visit next week.

I welcome the good news that the British Antarctic Survey is to continue as an independent organisation. May I underline the need to ensure that it remains on a firm and sustainable footing, and also add my thanks to the Minister for helping in that matter?
