I very much enjoyed my visit to my hon. Friend’s constituency. She did indeed tell me about the defence companies that are so vibrant in her area. The future looks incredibly bright for them, given the amount we are investing and the fact that defence is typically an extremely well-paid profession. There is enormous ability for apprentices and graduates to be recruited, so her constituents will be happy about the announcement.

I congratulate the Prime Minister and the Secretary of State on the welcome announcement that defence spending will be increased to 2.5% of GDP, and on their leadership on funding and support for Ukraine. For the sake of freedom, democracy and global safety, it is so important that Ukraine prevails. The announcement shows that it is our Conservative Government who will protect our nation and stand with our allies in the face of increasing international threats. Will the Secretary of State confirm that this sensible linear increase in funding for defence will help our defence industry to ramp up production in parallel, meaning that our armed forces will be supported, capable and resilient, and be able to keep us and our allies safe?

I absolutely can confirm that. One of the features of the way that we have done this is to create a straight line from next year to 2030, to ensure that industrial capacity can ramp up with certainty behind it. I am pleased to confirm that the answer is yes.

Like the hon. Gentleman, I am a keen follower of electric technology, particularly in the heavier vehicles. Although electric cars have proved themselves and we are seeing a large number on the road, bigger vehicles still have issues of weight of battery versus range and therefore availability, so in part it is the technological side that needs resolving. A lot of money is being invested in zero-carbon buses—we are not saying that they have to be electric or hydrogen. I think he will be very pleased to hear the zero-carbon city announcements that I will be making shortly.

I very much welcome the bus strategy, which will make a huge difference to rural communities such as Penrith and The Border. Rural buses are a lifeline to many as they are so important for connecting communities in our large geographical area. Does my right hon. Friend agree that it is essential that Cumbria County Council makes full use of these Government funds and should work together with bus operators to make more routes viable and improve our local services, thereby assisting in the fight against rural isolation?

My hon. Friend is absolutely right about that. He will be interested to hear that part of this strategy is £20 million for rural bus services to try out different approaches. I am pleased to say that of the 17 local authorities that are being provided with some of that money, Cumbria County Council is due to get £1.5 million. I hope that he will work with it to deliver better services for all his constituents.

My hon. Friend is absolutely right, and I pay tribute to her for the way that she has campaigned to keep Dover clear. She is right also in saying that before Christmas, President Macron decided to close the French border with no notice, meaning that we ended up with thousands of lorries gridlocking Kent. We had to put in place emergency measures, which have included at this stage having provided lateral flow tests to 120,000 hauliers in order for them to cross. I can report to the House that once they have crossed to the other side, the French have also been carrying out some tests. No one has come across with coronavirus as a result of the enormous programme we have put in place, none of which would have been possible without my hon. Friend’s tremendous assistance during those few days before Christmas while the military, NHS Test and Trace, the police and, not least, the local MP worked to clear the problem.
