I thank my hon. Friend the Member for Stoke-on-Trent South (Jack Brereton) for his leadership on this very important and worthwhile private Member’s Bill, and for his unwavering commitment and efforts to champion our high streets.

This has been a fantastic debate. We have learnt a lot about the heritage of different high streets: Thomas Brown Street, in the constituency of the hon. Member for North Tyneside (Mary Glindon), was named in honour of the world war two hero who retrieved the enigma codes at sea; the 800-year-old high street in Basingstoke was the home of the author Jane Austen; the 126 years of Rowells in Stapleford; and the most famous high street in the world, Oxford Street, in the constituency of my hon. Friend the Member for Cities of London and Westminster (Nickie Aiken). We also heard about the towns fund in Broxtowe, which has given £21.1 million to Stapleford, and the transforming cities fund in North Tyneside, which has contributed towards its new transport hub and piazza. Sadly, we did not hear from the hon. Member for Ellesmere Port and Neston (Justin Madders) about the levelling-up fund, which has given £13.4 million to transform Ellesmere Port town centre.

As we heard in the debate, everyone here recognises that healthy and vibrant high streets are vital not only for local economies, but for the quality of life and pride of local communities. However, the challenges currently faced by our high streets are significant, whether from the lingering impact of covid-19 on footfall or the ever-present challenge of competition with online retailers. While some have been able to weather the storm, many have struggled. The Government are committed to working with local communities to help turn that around. The Bill will play an important role in that mission, alongside other Government interventions, as part of our broader strategy to help high streets reinvent themselves. They include injecting billions of pounds into high street regeneration and renewal, including the long-term plan for towns, which will invest £1.5 billion across 75 towns to give them the tools they need to build a better future for local people.

One of the towns selected as part of our long-term plan for towns is Canvey, in the constituency of my hon. Friend the Member for Castle Point (Rebecca Harris). Canvey, like all the 75 towns in our long-term plan for towns, will receive £20 million over the next 10 years to invest in local people’s priorities. I take this opportunity to thank my hon. Friend, who has for so long championed the people of Canvey Island. Without her advocacy and brilliant campaigning, we would not be able to give them that £20 million cash.

Our long-term plan for towns will sit alongside high street rental auctions, which will require landlords to rent out vacant commercial properties to willing tenants such as local businesses. That will help to create lively high streets with increased footfall. Of course, no high street is the same, with local areas best placed to find solutions to local problems, which is why strong local partnerships on the ground are key to successful regeneration. We want to support councils, local businesses and local communities to give them the resources and powers they need. I think of high streets in my own constituency, such as those in Redcar, Marske, Eston or Normanby.

Normanby is probably the smallest of the towns I have just mentioned. At the moment, it is beset with roadworks that are expected to continue for around three months. That is already having a huge impact on local businesses. It is important, obviously, that when local authorities plan such major roadworks, they give serious consideration to the damage they can do to local businesses. Mr Deputy Speaker, I cannot mention Normanby High Street without thinking of the late Kenny Surtees, who for as long I can remember had a card shop on that street. I think he would have had a few choice things to say to the local Teesside Gazette about how those roadworks are going.

The Government recognise that many local authorities have regeneration strategies already in place, but the Bill will make the designation of high streets and the creation of high street improvement plans a statutory requirement. That will ensure local authorities not only prioritise the health of their high streets, but use their available powers to drive forward improvements, such as section 215 powers, to require land to be cleaned up when it is detracting from the surroundings.

The Bill will require each local authority to designate at least one high street or network of streets in their area. Local authorities will be able to designate as many high streets as they want. However, the Government have committed to funding the costs of up to three high street designations. Any designation beyond that number would have to be funded by the local authority itself. Local authorities will then have to create plans for the designated high streets, which should be reviewed at least every five years. Local residents, businesses, community organisations and others, including Members of Parliament, will rightly have a real say on the action plans, and the local authority will be accountable for delivering them.

Accordingly, the Bill will require local authorities to consult on which high streets are chosen. Different areas will have different challenges, so the improvements we can expect to see will vary. The focus in one area might be on tackling antisocial behaviour—again, something we have heard about in the debate, and we have heard some fantastic examples of what police and crime commissioners are doing to tackle it—while in others it could be creating more green spaces to rest and socialise. What is crucial, however, is flexibility to ensure that local authorities have the agency to enact the best change for their area.

The Bill will also create a duty on local authorities to take into account high street improvement plans when exercising their planning functions. That will support the already strong protections for mixed-use high streets and the complementing tools available to authorities, such as changes to the use classes order in 2020 to create the commercial, business and service use class—class E.

I would like to take this opportunity to thank hon. Members for their suggestions for strengthening the Bill during its passage through the House. We worked with my hon. Friend the Member for Stoke-on-Trent South to make some small amendments in Committee so that the Bill is as effective as possible. Those changes included ensuring that local authorities can make as many high street designations as they wish, with the Government funding up to three of those designations. That will give local authorities with a large number of high streets the flexibility needed to designate more than three, if they desire. I note my hon. Friend’s point that Stoke-on-Trent is a city of six towns, so there will clearly be more than three high streets that the local authority might want to intervene in.

We have also updated the wording of the Bill to allow for the designation of a network of streets, as mentioned by the hon. Member for Ellesmere Port and Neston, as the Government recognise that high streets are complex ecosystems that are not always limited to one street, but could be made up of a network of connecting streets.

Additionally, the Bill now sets out that local authorities must review their improvement plans at least once in every five-year period, with guidance to follow up on the circumstances in which local authorities should consider undertaking a review, such as where the area of the designated high street is expanded or reduced. That will ensure that plans remain meaningful and relevant. Following Royal Assent, we will issue guidance on developing the improvement plans.

The Government recognise that local authorities are best placed to know what their high street improvement plans should cover. Officials in my Department have already begun outreach with local authorities on the guidance and will continue to work with local authorities and other stakeholders as the guidance is developed. It is important that the plans are not left to gather dust but remain constantly relevant, as the hon. Gentleman reminded us. That is why the Bill requires local authorities to update their plans at least every five years, which we believe strikes the right balance between giving the plans enough time to have a meaningful effect and ensuring that they remain relevant to the reinvigoration of our high streets. We recognise that the measures should not come at the cost of overburdening councils that are already under pressure. As I have already mentioned, we will ensure that local authorities have the extra funding they need to be able to deliver the measures in the Bill effectively.

I am grateful that proposed new clause 1 was not moved on Report, as it would have removed all permitted development rights, not just those that change the use from commercial to residential lettings. I appreciate that that is a challenge in the constituency of the hon. Member for St Albans (Daisy Cooper), and I note that the LGA has echoed her concerns. I will meet both of them as the Bill progresses to understand the issues further and see what can be done to mitigate them.

As already stated, the Bill forms one part of a broader strategy to help regenerate and level up our high streets. Part of the solution is funding, with the Government investing billions of pounds into helping high streets navigate the difficult environment they face. The latest of that funding is the £1.5 billion long-term plan for towns, which will power ambitious regeneration projects over the next decade.

However, it is not simply about funding. With the Levelling-up and Regeneration Act 2023, we gave local authorities new powers to reduce vacancies in their high streets through high street rental auctions. That will help to create lively high streets with increased footfall and activity that attracts people and businesses, increases pride in place and avoids the long-term presence of vacancies.

The development of strong partnerships, be it between national and local government, or between local businesses and communities, will be vital to the regeneration of our high streets. One such partnership is the high street accelerator programme, which I have the pleasure of leading and which will bring together businesses, residents and community organisations, with their local authority, to develop a long-term vision for revitalising town centres.

In addition, we have introduced significant planning flexibilities so that local decision makers can better manage the use of buildings in town centres and ensure that high streets remain places of commercial and social activity. That includes by converting class E properties; allowing a change of use without the need for individual planning applications; and using permitted development rights to introduce movable structures in pubs, cafés and restaurants, and to allow local authorities to hold outdoor markets. Permitted development also provides freedom to change more premises from commercial to residential use, so that much-needed new homes can be created in high streets and town centres, providing a mix of users, as my hon. Friend the Member for Cities of London and Westminster led on during her time as leader of Westminster City Council.

Alongside that, as I have mentioned, we are investing in our high streets across the country, with £15 billion of levelling-up funding since 2019 going to communities the length and breadth of the UK, including in Hyndburn and Haslingden, where my hon. Friend the Member for Hyndburn (Sara Britcliffe) has secured more than £50 million for her area. She has undoubtedly been the best MP that her constituency has had. I was pleased to visit it recently to see the historic town hall and the plans for the market hall, where, before serving as the MP, she used to have a stall, if I recall correctly. She is a brilliant champion for her constituents and I am pleased that we are able to help support her area.

Another area we are supporting is Nuneaton, which is also significantly benefiting from Government funding. I know that is particularly welcomed by the Deputy Chief Whip, my right hon. Friend the Member for Nuneaton (Mr Jones). It is receiving a town deal worth more than £23 million and future high streets funding of more than £13 million, thanks to his advocacy. As part of that funding, we will help to build Grayson Place, which is named after Nuneaton’s famous Larry Grayson. His famous phrase, “Shut that door!”, has a particular significance for me as the MP for Redcar. This is disputed by the Deputy Chief Whip, but the first time Larry Grayson said that was when he was doing a tour in Redcar and the wind from the seafront kept banging the door on Redcar pier—he said “Shut that door!” and so it became. I hope that the good people of Nuneaton will use their vote next week to back their fantastic Conservative council to finish the job and continue to improve their area.

Of course, I could not omit to mention Stoke-on-Trent, which has had not one, not two, but three successful bids for levelling-up funding, as well as a levelling-up partnership, and I know that my hon. Friend the Member for Stoke-on-Trent South is keen to see investment in Longton. Stoke-on-Trent has never had such a focus from any Government, and I credit him for all his campaigning as a great MP over the past seven years.

To conclude, this Government are fully committed to breathing new life into our high streets, whether that is through the long-term plan for towns, the high street rental auctions or this Bill. Like my hon. Friend, I appreciate just how much this matters to the communities that we represent. Again, I offer my gratitude to him for introducing this Bill, to the Members who have supported it throughout the entirety of its Commons stages, to the Clerks and to my fab team of officials, who have helped with the Bill. I also pay tribute to the many fantastic council officers, who are often unnamed and unknown but who work day in, day out to improve their communities. The Government are backing this Bill and backing our high streets to navigate this period of change and emerge stronger for it. I look forward to supporting the Bill from the sidelines as it progresses through the other place and eagerly anticipate its becoming law.

Thank you, Mr Deputy Speaker. As I was saying, we are giving every generation real choices and a commitment to a real return on their investment, their hard work and their hard cash by delivering more high quality technical education than any other Government, through T-levels, Higher Technical Qualifications and apprenticeships. We are also delivering for adults looking to learn new skills through skills bootcamps, the Lifelong Learning Entitlement—bringing universities, colleges and businesses together through Institutes of Technology. We are demanding excellence all round for academic and technical routes.

Our family hubs and “Strong Start for Life” programmes will also provide wide-ranging support that joins up services, including targeted help during those first critical days of a child’s life, giving the next generation the best possible start in life.

Just as we are making sure that all children and young people are set up to succeed, so we are making sure that every part of our country is set up for success. The White Paper that preceded our great Levelling-up and Regeneration Bill, which I am delighted to say is now on the statute book, recognised a fundamental truth: that while talent is spread equally across the UK, opportunity is not. Although our country is such a success story, not everyone shares equally in that success. We are putting that right by shifting opportunity and power decisively towards working people and their families. We will empower local leaders and invest billions to: create high-skilled, well-paid jobs; improve transport; improve health outcomes; protect community spaces; invest in research and innovation; and increase pride and belonging. Since taking on the job of Minister in the Department for Levelling Up, Housing and Communities, I have seen what a difference this is making in places such as Middlesbrough, where I grew up, Keighley, Grimsby and Hull, because, for prosperity to be shared, we must first attract the good jobs that our towns and regions need by creating the right environment for businesses to operate in.

A wind farm manufacturer who is looking at where to base their next production facility needs a reason to pick Redcar or Hull over Antwerp or Rotterdam. Only by investing in the full package of incentives—from skills to infrastructure, business environment to quality of life—can we make this happen. That is exactly what we are doing through the UK’s network of freeports, which offers a comprehensive package of measures, comprising tax reliefs, customs, business rates retention, planning, regeneration, innovation and trade and investment support. They also create opportunities in left-behind communities. I am thinking of my own constituency of Redcar and Cleveland and the Teesside freeport where BP is investing in carbon capture and storage. It has partnered with Redcar and Cleveland College to provide scholarships for young people to train as clean energy technicians. We are providing the skills that are preparing people for the jobs of the future, so that they can embrace the opportunities that are being created by this Government. But that is not all. We have listened to those who feel that their communities have been left behind. Through our £1.1 billion long-term plan for towns, we are putting power and flexible funding in the hands of local people, so that they can invest in what is most important to them. Towns such as Mansfield, Great Yarmouth, Blyth, Oldham, Grimsby, Merthyr Tydfil are just some of the 55 communities that will receive this support.

As this Government invest in creating opportunity and driving aspiration across our Union, we are channelling the investment that our towns and regions need to succeed, led by local leaders who know their communities best. In 2010, Greater London was the only area in England with devolved powers. We want more to follow, bringing decision making closer to the people it affects. Now, under this Government, we have 10 areas with implemented mayoral devolution deals, and five deals in the process of implementation.

Devolving education and skills is at the heart of our devolution framework, because unless there are good schools with high standards, and institutions offering qualifications that employers value, prosperity cannot be shared across all communities. When we think about disadvantage, all of us will be acutely aware that disadvantaged children have been disproportionately impacted by the pandemic. We are determined to support them to catch up and reach their potential, which is why we have invested in education recovery programmes such as the recovery premium, the national tutoring programme and the 16-19 tuition fund.

Unlike the Labour party, we will never accept that family background or geography should ever dictate destiny. Long before there was a levelling-up Minister, levelling up was exactly what we had been doing over the past 13 years in our schools, in our world-class universities, on skills and through apprenticeships, reversing a decade of decline, low expectations and low ambition. The rewards that we are reaping now are very real. We have better schools than ever before, with schools in some of the most deprived parts of the country producing some of the best results. More young people from state schools are going to our best universities. Our nine and 10-year-olds are topping the league for reading in the west. We have the best universities in Europe.

While others talk the talk, we walk the walk, and just as we have succeeded in turning the tide in education and skills, so we will succeed in turning the tide for people and places long taken for granted by the Labour party. As we have seen from today’s debate, levelling up growth, opportunity, prosperity, pride and belonging for everyone in all parts of our country to contribute to and share in is a mission for us all—but there is only one party that can be trusted to deliver.

Protecting the Public and Justice for Victims

Over the past year we have faced an unprecedented crisis—in our health service, in our economy and, yes, in our justice system, too. Unfortunately, a period of national crisis is not enough to deter criminals and, worse, many have sought to take advantage of those made even more vulnerable by the circumstances. As people stayed at home, the number of domestic abuse cases went up sharply over the course of the past year.

I commend the work of organisations like Eva Women’s Aid and Foundation in Redcar for their work to support victims of domestic abuse during this time. Home simply is not the safe place it is supposed to be for everyone, but the new Domestic Abuse Act 2021 will better protect victims while perpetrators will not only be brought to justice more quickly, but also with the prospect of being locked up for longer. There is more to do, and I thank the Government for listening to the voice of women and girls and extending the recent call for evidence.

I also congratulate the new Conservative police and crime commissioner for Cleveland, Steve Turner, who is holding a separate survey for women and girls in Teesside to respond to, so that we can use that evidence to get the right funding and resources to help women feel safe in Teesside. So far, more than 750 women have responded, which shows the strength of feeling and the worrying experiences that women and girls in Teesside face every day.

Sadly, knife crime claims all too many lives. I feel particularly sorry for the people of London, who were let down by a Mayor who clearly cannot get a grip of this issue. Knife crime is, of course, not limited to the capital; it happens every day, and Ministry of Justice figures show that Teesside is one of the most dangerous places for knives and offensive weapons in the country, highlighting our need for a violence reduction unit in Teesside. I pay tribute to the incredible work of organisations like the Chris Cave Foundation to deter young people from carrying offensive weapons of any kind. The organisation was set up by Theresa Cave after her son was killed in a knife crime attack 18 years ago; the anniversary of his death is on Saturday. She thinks the justice system is still far too lenient when it comes to serious crime, or, in her own words,

“The police do their job but there are far too many getting a slap on the wrist when caught with weapons. The courts need to take a far more serious view on this to make potential offenders think twice before”

picking up an offensive weapon. This must be our charge: to hear what victims are saying and ensure that our justice system does deliver when people need it; that young people are protected from harm; and that women and girls, and indeed everyone, is kept safe from dangerous criminals and abusers. I commend the Government for their work and thank them for what they are doing in this regard.

It will come as no surprise to many in this House that I am a proud Unionist, just like the vast majority of Scottish people in their most recent independence referendum.

I support our Union because we are better together. One of the amazing things that brings us together is how our towns and cities reflect one another. In Redcar and Cleveland, we produce more than 50% of the UK’s commercially viable hydrogen. We are home to the UK’s first hydrogen hub, linking us firmly to Northern Ireland and Wrightbus, producing the UK’s hydrogen bus fleet. Redcar and Cleveland is steel town. Although we sadly lost our blast furnace in 2015, we manufacture steel at British Steel in Lackenby, linking us firmly to the steel industry in south Wales, a lot of whose steel is still exported from Teesside. Redcar and Cleveland is home to a large petrochemical footprint—where I used to work. We transported ethylene molecules up and down the Wilton to Grangemouth ethylene pipeline, firmly linking Scotland’s petrochemical and oil and gas sectors to ours.

Our Union is better together, and it is time for the SNP to own up. It does not want independence. If it did, it would not want to join the EU. It just wants to break up our United Kingdom and will stop at nothing to achieve that. The latest polls are clear that the people of Scotland are turning away from independence, yet the SNP is desperately clinging to its sinking ship. It claims to represent Scotland, yet at every opportunity it ignores the voice of its own people when it does not fit the SNP’s narrative. We are now nearly seven years on from the 2014 referendum and the SNP still does not accept the result; just like the Labour on Brexit, it is constantly trying to overturn the will of the people. The SNP likes to tell us that a vote for the SNP is a vote for independence, but they know that that is not the reality. They prefer to shout as loudly as possible about independence so that they do not have to face the realities of their failures in leadership day after day.

While support for independence falls, the SNP shambles unravels. Scottish people can see for themselves the kind of Scottish Administration they have had for the past 14 years: one that is unfit to lead and unfit to listen, while they are breaking their necks in their obsession with the separation from our United Kingdom. If the SNP cared about Scotland, they would focus on improving education, not on separation. If they cared about Scotland, they would focus on cutting NHS waiting times, not on separation. If they cared about Scotland, they would focus on tackling rising crime and drug abuse, not on separation. The reality is that they do not care about Scotland—they just hate Britain. The SNP wants out of Britain and in the EU. The Liberals want to be in Britain, but in the EU. The Labour party will not tell us its view on either. Only the Conservatives are focused on a brighter future for Scotland as part of our proud United Kingdom.

Government's Management of the Economy

I draw the House’s attention to my entry in the Register of Members’ Financial Interests.

Today we have seen once again Opposition Members playing the blame game: trying to point the finger at the Government for everything and anything, including for a crisis that has come to us from well beyond our shores. I did find it odd when I read the subject of today’s Opposition day debate, given the legacy of the previous Labour Government. Our record in office has been tested by the electorate three times in the past 10 years, and each time the public have chosen to elect a Conservative Government over Labour’s woeful opposition. The reason I believe the Conservatives have been the public’s choice in each of those elections is that we chose to offer hope and aspiration. That is still true today, with an optimistic Government speaking about the immense challenges we still face, but ones that the British people will rise to, versus an Opposition who are focused on doing down our efforts to protect the economy and save as many jobs as we can.

We can see the same thing playing out locally in Teesside in our upcoming mayoral elections. In 2015, Redcar lost its steelworks with the closure of SSI, but rather than accepting our fate as a once great region that built the world, we rose to the challenge of transforming the site, taking public control of 4,500 acres, beginning our regeneration of it and being backed by more than £200 million of Government investment so far. This regeneration is being spearheaded by our Conservative Mayor, Ben Houchen, with ambitious plans for the Teeswork site to build a new greener Teesside that champions carbon capture and storage, wind power and hydrogen. Key to all of this is our goal of a free port in Teesside, with an ambitious plan to bring in more than 18,000 jobs over the next five years. Meanwhile, Labour locally offers only negativity, doing down the opportunity presented to us and talking down Teesside and the plans that we have.

Let me speak directly to today’s motion. I thank the Labour party for this opportunity to remind ourselves how grateful we are to successive Conservative Governments who have fixed the roof while the sun was shining. Never could we have been in a better position to deal with a crisis of this magnitude—if, of course, it is at all possible to be prepared for such a crisis. Since 2010, after nine years of consecutive growth, our economy has grown by 19%, which is faster than Italy, France and Japan. That is an entire decade of uninterrupted growth. We had to turn this country around from where Labour had left it, with no money in the Treasury and a deficit running out of control. The Conservative management of the economy has meant that we were able not only to rebalance the books, but to create record high employment across the country to support the public services on which we so heavily rely at this time.

The reality is that those very successes were built on the strong foundations on which we relied when the pandemic hit. Without solid finances, we would not have been able to put in place some of the most generous support schemes in the world, including for businesses and the self-employed, and millions would have suffered unnecessarily. I am proud to stand behind this Government’s record of fixing the roof while the sun was shining.

Before I call Jacob Young, I would just like to say thanks for all the birthday wishes. I absolve anybody else from saying happy birthday to me. I am coming to terms with the fact that The Times added a year to my age. It is bad enough being the age I am, I do assure you, but none the less.

Last week, I spoke to care providers in Redcar and Cleveland who outlined that, when it comes to testing in care homes, two groups of people are still missed out: first, agency workers, who go to and from care home to care home, currently fall outside the weekly testing programme; and secondly, family members of those who live in care homes. If we can roll out testing for those people, they could be treated as care workers and enabled to visit their loved ones again. Will the Secretary of State urgently address these two gaps in our testing programme, to help lift some hardship from the most vulnerable in our society?

It is a pleasure to follow the hon. Member for Aberdeen South (Stephen Flynn). He speaks passionately for Aberdeen, and I commend him for that. I am grateful to the Scottish National party for tabling this motion to extend the transition period, as it allows me to remind my constituents why they voted for me last year. On 31 January, the UK left the EU nearly three years after article 50 was triggered, and the people of Redcar and Cleveland celebrated with a great party at the Citz Club in Redcar. They celebrated this passage into the new Europe with a deep sense of relief because, time and again during those three years, their choice had been questioned, their will ignored and their views belittled. They were told that they did not know what they were voting for, that the people should not have had a say, or that a decision that big should not have been left to the public. So they were asked again, and in December last year, the public backed the Conservatives and gave them their biggest majority since 1987 on a promise that we would deliver on the mandate from the 2016 referendum.

Until now, Redcar has never had a Tory MP, and neither have West Bromwich West, Heywood and Middleton, Dudley North and Rother Valley. I and many of my colleagues on the Government Benches are here because people trusted us to make their voice heard. They put their faith in the Prime Minister and a Conservative Government for the first time ever in our constituencies, because they felt let down by a Labour party that had ignored them for so long. I draw the attention of the House to the empty Labour Benches. Tonight, the Labour party looks set to ignore them once again. Here we are, nearly six months since we left, debating yet another motion aimed at extending the transition period, put forward again by those who refuse to accept the result simply because they did not want it.

It is no surprise to anyone on the Government Benches, or to the public at large, that those who still reject the result of the EU referendum are the very same ones who still refuse to acknowledge that the people of Scotland rejected independence in the 2014 referendum. It seems that the Scottish separatists simply cannot accept the result of any referendum. Well, we on the Conservative Benches trust the people of the United Kingdom, wherever they may be, to make the right choices for them. They put their trust in us to deliver on those choices.

As we count down the days towards the end of the transition period, all the motion would do is add yet more delay and betray that unprecedented trust. What we still do not know, however, is how Sir Keir will vote tonight. We know that he was the architect of Labour’s failed Brexit policy, a rigged second referendum between staying in the EU or staying in the EU without calling it that, but what is his position now? Will he jump on this delaying Brexit bandwagon, or will he respect the result of the referendum? Will he return to blocking, delaying, preventing and doing all he can to stop Brexit, or will he show true leadership and listen to the voice of the people who used to vote for his party?

There is no doubt that the Scottish independence party, the illiberal un-democrats and whatever is left of the Labour party are still hoping for Brexit to be reversed. They are still hoping that it will never properly happen. They do not trust the people of this country, just like the SNP still refuse to trust the people in Scotland in the 2014 referendum. The Opposition parties tonight are revealing their true colours and we must do everything in our power to stand strong while they turn their backs.

I am under no illusion that the principal reason I was elected in December was to get Brexit done for the people of Redcar and Cleveland, which is why I was so proud, as one of my first votes in Parliament, to vote Brexit through. It is why I will proudly walk through the Lobby tonight against any extension to the transition period. We want to reach an agreement with the EU by the end of December, based on a Canada-style free trade agreement. We can achieve that in the time ahead. We are not asking for anything that the EU has not already given to other countries, but if they do not want to extend that to us, we must do what is best for Britain and leave without.
