The Minister said at least three times in his statement that we will honour our commitment to those who remain in danger in Afghanistan. While that may be true for him personally, I am afraid that as far as this Government go, that promise is utterly hollow. I challenge him to come to my surgery—to look in the eye those Afghans whose families have been left behind—and say that.

In particular, for three weeks in a row now, I have raised in this Chamber the case of five British children under the age of 18 who have been abandoned in hiding in Kabul. Their mother is an Afghan national; there is no safe and legal route for her to apply for. Their British father was blown up by the Taliban. When will the next round of the ACRS open up, or will the Minister admit that the Government have just given up on them?

On a point of order, Mr Deputy Speaker. When the Government abandoned their Schools Bill, several schools in my constituency approached me to ask whether the Government still stood by their arbitrary target of seeing all schools join multi-academy trusts by 2030. On 11 January, I tabled a named-day written question putting that to the Department for Education. The response is now three weeks late, although I tabled a follow-up question on 25 January. May I ask you, Mr Deputy Speaker, what more I can do to secure an answer to my question so that maintained schools in my constituency, which are already doing a great deal of work on this issue, can have certainty about whether they need to prepare to join a multi-academy trust?

I thank the hon. Lady for her point of order and for giving me notice of it. She is right: questions should be answered in a timely way, and I hope those on the Treasury Bench have heard what she said and will contact the Department for Education so that that can be properly facilitated. However, she may wish to contact the Procedure Committee, which monitors the performance of Departments in responding to parliamentary questions.

It is a pleasure to follow the hon. Member for Gloucester (Richard Graham). I offer my condolences to him on the loss of his brother and pay tribute to all those who comforted him and his family at the end of life. The hon. Gentleman obviously touched on the health service, which is where I want to focus my remarks. I will touch on rail services if I have time.

I had the privilege of being elected to this place three years and one week ago. I had something of a baptism of fire as a brand-new MP: I was appointed the Liberal Democrats’ health spokesperson and we found ourselves in a global pandemic. Although I spoke a lot about health in my first two years here, that time was understandably dominated by covid and all the surrounding issues.

I wish to spend a little time today touching on the wider challenges facing primary care and ambulance services, not just in my constituency, but, more broadly, in Greater London and across the south-east. I do so not least because with the Government’s levelling up generally focusing on the midlands and the north, London and the south-east, the capital and the commuter belt, have seen and continue to see such huge population growth and have been really underinvested in, particularly in terms of GPs, dentists and ambulance services. I will mention a few places today and I humbly request the Leader of the House to ask Ministers at the Department of Health and Social Care to visit some of them, so that they can see at the coal face across the south-east some of the challenges that residents, patients and health workers are facing. On that note, I would like to thank health and care workers across my constituency and across the country for the amazing job they do, day in, day out, in the most difficult circumstances.

Earlier this year, I was alerted to a shocking case in my constituency, that of a full-time carer in Hampton who looks after her daughter with special needs. As she could not find access to an NHS dentist in the entire area, having rung each one faithfully, she had to use her disability benefits, her food and her heating money to pay for her daughter to go private. She even begged one dentist to allow her daughter to take her place on the NHS list. I pay tribute to Healthwatch Richmond, which works in my constituency and with Healthwatch England to secure extra money for dentistry. Frankly, however, that has been a drop in the ocean. We know that the national average is that nine out of 10 NHS dentists are not accepting new patients and that this rises to a shocking 98% out towards the south-west of the country. That means that people are suffering in pain or, as I have described, are forced to fork out for private care, in the middle of a cost of living crisis. Just down the train line from my constituency, no dental practices are taking on new NHS patients in areas such as Wokingham—not a single one of the 12 practices across that town is doing so. I ask the Leader of the House to ask DHSC Ministers to go to Wokingham to see for themselves how this underfunding is bringing the local dentistry and health services to their knees. We know that without core preventive care, be it in oral health or in other areas, things just end up in crisis care, often at accident and emergency, and we do not want that being replicated in constituencies across the country. I hope that the Minister will heed Liberal Democrat calls for the dental contract to be fundamentally reformed—we are not just talking about the tinkering around the edges announced in November—and for a real focus on long-term workforce planning.

The strains on essential primary care services such as dentistry and access to GPs are well reported. Unfortunately, but understandably, they often lead to frustration for patients. There are those who are understandably desperate for an appointment, given the challenges of their situation. The fact that NHS services are under strain is not the fault of those working in the NHS—I would lay that squarely at the Government’s feet. That means that hard-working primary care staff are often on the receiving end of some of the strain that constituents are feeling, especially those who are administering the system, who are often wrongly and pejoratively referred to as “faceless bureaucrats”. I am sorry to say that that is why tomorrow morning I will be having a meeting with partners at a local GP surgery in Hampton Hill, because they wrote to me to raise the issue of the level of abuse their staff receive on a regular basis. That medical centre in my constituency is not alone. Reports reached me recently about a GP surgery just down the road in Walton-on-Thames, in Surrey, where staff were left in tears and needing to call the police about abuse because people were unable to get an appointment. Again, I ask the Leader of the House whether Ministers at the DHSC would visit that surgery in Walton-on-Thames and the one in Hampton Hill to offer an apology to those staff, who are under such immense pressure in our health system. Again, I hope that calls will be heeded to train more GPs by offering more training places to those students who want to go into the medical profession and to look to reform pension rules for more experienced staff.

As we are on the brink of an ambulance workers’ strike tomorrow over pay and conditions, I was alarmed to read the words of one NHS ambulance chief in The Times this morning. He said:

“The best we can hope for is that everyone stays indoors, no one falls over, no one gets ill and no one has a car crash.”

Indeed, a Health and Social Care Minister on 5 Live this morning told people to avoid risky activities, including running, if it is icy.

Having had to take both my young daughter and my elderly father to A&E in recent months, I have seen for myself the level of strain and pressure under which A&E is operating. Obviously, this then translates into the pressures on the London ambulance services that are operating at capacity day in, day out, and that applies to ambulance services across the country.

I was sent a story from Winchester of a 96-year-old woman who slipped and fell and was left in pain on the floor. Thankfully, a neighbour heard and called an ambulance, but that took seven hours to arrive. Even when they arrived at the hospital, it was still another six-hour wait to see a doctor. Again, I hope that Health Ministers will visit that ambulance station and speak to those heroic paramedics to understand the resources that both their ambulance station and the South Central Ambulance Service need in order to improve the waiting times and the care for patients in that area.

My hon. Friend the Member for St Albans (Daisy Cooper) introduced a Bill earlier this year calling for localised waiting times for ambulance services. The Liberal Democrats have also called for rural ambulance stations to be reopened and for urgent funding to recruit paramedics.

In the couple of minutes I have left, I wish to touch on the issue of the South Western Railway service, which has affected my constituency, south-west London, Surrey and a number of other areas down to the south-west of England over the past few days. The Minister may or may not be aware that 40 stations across the South Western Railway network have absolutely no services; they have all been cancelled between now and the new year. That is despite the fact that there are no rail strikes on a number of those days during that period. It is ruining the Christmas break for people who want to visit loved ones, for people who desperately need to get to work and for those who need to attend medical appointments.

I have heard from a police officer in my constituency who is struggling to get to work for his shift and from a cancer nurse, who is not striking today, but who is struggling to get to hospital. Her hospital is having to fork out to pay for overnight stays for staff so that they can be there to treat patients.

The impact on the wider community and the hospitality industry is immense. My local rugby club, Harlequins, was due to have its big match, which it has every year, at the big Twickenham stadium the day after Boxing day. Eighty thousand spectators were expected, but the event has had to be cancelled. Quins lost more than £15 million during covid, and it fears losing, potentially, hundreds of thousands more as a result of having to move the match to March. It employs, both directly and indirectly, hundreds of people in the local area. The matches and the event days benefit local businesses in Twickenham. I implore rail Ministers to work closely with South Western Railway and with RMT to get this overtime ban and the strikes stopped, so that our constituents can get to work and our businesses, which are already struggling, do not go under.

Yesterday, there were reports, again, of schoolchildren in Surrey unable to get to school, because Thames Ditton, Claygate and other stations were closed. In my constituency, Whitton, St Margaret’s and Strawberry Hill are all affected. However, I am very pleased that, as a result of my urgent meeting with South Western Railway yesterday, it was announced, just as I entered this Chamber, that it is now starting to run a few off-peak services, but that is not nearly enough. Our constituents deserve better.

I thank the Minister for that clarification, but there are still many organisations out there, not least the Children’s Charities Coalition, that feel that the Bill does not go far enough on safety by design. Concerns have rightly been expressed about freedom of expression, but if we focus on design rather than content, we can protect freedom of expression while keeping children safe at the same time. New clause 26 is about tackling harms downstream, safeguarding our freedoms and, crucially, expanding participation among children and young people. I fear that we will always be on the back foot when trying to tackle harmful content. I fear that regulators or service providers will become over-zealous in taking down what they consider to be harmful content, removing legal content from their platforms just in case it is harmful, or introducing age gates that deny children access to services outright.

Of course, some internet services are clearly inappropriate for children, and illegal content should be removed—I think we all agree on that—but let us not lock children out of the digital world or let their voices be silenced. Forty-three per cent. of girls hold back their opinions on social media for fear of criticism. Children need a way to exercise their rights. Even the Children’s Commissioner for England has said that heavy-handed parental controls that lock children out of the digital world are not the solution.

I tabled new clause 25 because the Bill’s scope, focusing on user-to-user and search services, is too narrow and not sufficiently future-proof. It should cover all digital technology that is likely to be accessed by children. The term

“likely to be accessed by children”

appears in the age-appropriate design code to ensure that the privacy of children’s data is protected. However, that more expansive definition is not included in the Bill, which imposes duties on only a subset of services to keep children safe. Given rapidly expanding technologies such as the metaverse—which is still in its infancy—and augmented reality, as well as addictive apps and games that promote loot boxes and gambling-type behaviour, we need a much more expansive definition

I would like to make it clear that the Liberal Democrats have long supported the aim of integration between health and social care, and the far greater involvement of local authorities in the planning, commissioning and delivery of services. We recognise that the pandemic has forced many of these bodies to work closely together in a much more collaborative way, and that is welcome. However, the Bill pays lip service to social care. It is largely a Bill about NHS reform, with yet another acronym-laden reorganisation that seeks to provide the legislative basis to integrate NHS services, currently in crisis mode, with a broken, underfunded and fragmented social care system. It is a massive power grab by the Secretary of State for political interference in operational and local service reconfiguration decisions and in who runs integrated care boards. The Bill is woefully inadequate in ensuring that the plans and resources are in place to ensure that we have sufficient doctors, nurses and other healthcare professionals and carers to deliver care, both now and in the future. This is all against a backdrop of record waiting lists and staff who are burnt out, stressed and struggling to cope with the third wave of the pandemic while dealing with surging A&E visitors and tackling the enormous backlog of care.

Without meaningful social care reform, this Bill cannot realise its aim of providing citizens with better joined-up care. With over 100,000 vacancies in the workforce, 1.5 million people are currently missing out on the care they need, putting additional burdens on the NHS and, importantly, on 9 million unpaid carers. The Government have promised—at the moment I take them at their word, though they have broken it many times—that they will bring forward social care reforms later this year. So why not delay the Bill for a few months and take account of the new model of social care, rather than doing a half-baked job now?

It really beggars belief when we look back over the past 16 months of the pandemic that the right hon. Member for West Suffolk (Matt Hancock), who was the architect of the proposals, seriously thought that granting himself more powers over the day-to-day running of the NHS was a good idea. We only need to look at the PPE fiasco and the failures of test and trace, both of which were run centrally, to see that handing back power to the Secretary of State is the very opposite of what we need. Allowing him or her to meddle in the day-to-day running of our NHS seems to fly in the face of the desire for more local and regional decision making.

I fully support and endorse the proposals of the right hon. Member for South West Surrey (Jeremy Hunt) on the health and care workforce independent planning proposals. They need to be properly resourced and annually reported to Parliament. Without a workforce plan, without wholesale reform of social care and while waiting lists are skyrocketing and the Health Secretary is embarking on a power grab that is his predecessor’s vanity project, this Bill will fail in its fundamental aim, shared by most Members of this House and health and care leaders—

It feels a little like groundhog day—another month, another debate on covid regulations—yet we really should not be here having this debate today. For people and businesses up and down the country, this four-week delay to fully restoring our freedoms is a huge and very costly blow, yet the sacrifices that continue to be demanded of the British people are not being coupled with the support that they need to do the right thing. That is why Liberal Democrats will not be voting with the Government tonight on the public health provisions. While we support the motion on continuing the hybrid proceedings in this place, I gently ask the Minister why the Government think we as Parliament need to continue meeting in a hybrid way whereas councils up and down the country have been forced to meet in person, often at great cost when they are already under huge pressure.

As my Liberal Democrat colleagues and I have been saying for the past six months, the way to restore our freedoms must be three-pronged: vaccination; test, trace and isolate; and robust border controls. The point has already been made countless times that the reason we are here is that Ministers undoubtedly failed completely on the last of those three points by putting India on the red list far too late, for political reasons, allowing the delta variant to be seeded into the community. Even once the Secretary of State recognised it as a variant of concern, we know there was a 17-day delay in designating it as such, which meant that surge testing commenced far too late. That cannot happen again.

The situation we find ourselves in was avoidable. Ministers must take full responsibility for having to delay the lifting of restrictions next week, and part of that responsibility is to support people to do the right thing. With businesses on their knees, jobs are at risk and many of the self-employed have yet to get a penny of support. The hospitality, events, weddings, culture, tourism and travel industries are on their knees. Even after domestic restrictions are lifted, we know that the travel sector will have to continue to bear the brunt of restrictions, given that the biggest threat to our full reopening in the UK will be variants brought back in through international travel, so the complete lack of a bespoke package of support for those industries beggars belief.

If we want to restore our freedoms fully next month, as the Prime Minister has promised us, and allow our economy to thrive again, it will be critical to test every potential case, trace every contact and support self-isolation. Experts have been calling for better financial and practical support for the past year, and finally the penny dropped earlier this month for the former head of Test and Trace that supported self-isolation was the missing piece. Even so, there has still been no comprehensive package announced to pay people their wages to self-isolate, provide accommodation if necessary and support those with caring responsibilities. That is the way to break chains of transmission and stop new outbreaks in their tracks, and it is an awful lot cheaper than blanket restrictions.

Learning to live with this virus, as I believe we absolutely must, requires a proper strategy and an action plan—not hoping for a fair wind. It means bringing together the UK’s world-leading genomic sequencing capability with traditional public health test and trace at a local level, coupled with the right support. Our public health directors up and down the country are crying out for that. They will continue to be our frontline in managing this virus as we learn to live with covid. Let us give them the tools they need and not be back here again in a month’s time asking for a further delay—or, worse still, be asked to reintroduce restrictions months down the line.

Please can we sort out test, trace and isolate, because none of the measures will work if the system is not operating properly.

On a point of order, Mr Deputy Speaker. As we are heading into another recess, with the ongoing pandemic and a potential second wave, as we have heard today, on the way, do you have any suggestions or provisions for how hon. Members can scrutinise effectively during that period what the Department is doing, given the challenges we have, which the Secretary of State has already alluded to, in terms of responding in a timely fashion to correspondence?

I am grateful to the hon. Member for her point of order and for giving me notice of it. While it is not for the Speaker or me to advise individual hon. Members or Select Committees how they may wish to carry out their work during recess, we may be able to help by emphasising again what the Speaker has said about the importance of correspondence from hon. Members receiving prompt replies. I agree that this will be of particular importance during the recess, while the country is still facing a major public health challenge. I hope that Ministers will give careful consideration to how they can support all hon. Members carrying out their duties during this recess by providing prompt and helpful replies to correspondence.
