Unacceptable standards of care must be condemned and challenged wherever they occur, whether in the private, public or voluntary sector. Mid Staffordshire hospital was an NHS hospital, yet awful things happened. We must be intolerant of abuse or neglect wherever it happens. On local authorities—the shadow Minister raised this point—we have the power to require the Care Quality Commission to inspect on specific issues, including where there are concerns about the commissioning of care. It is important that those powers are there to be used.

The BBC shone a spotlight in its programme on the practices of specific care homes. What message can my hon. Friend give to people whose vulnerable family members have been in those homes and treated so appallingly? What level of reassurance can he give those families that their safeguarding is being taken care of and that this abuse will stop?

The way I would put it is that we owe it to those families to demonstrate that we are taking effective action to address the very serious concerns they have raised. All the steps the Government are taking, which I have outlined this morning, will go a long way to eradicating such behaviour. Where it does occur—there will always be bad apples in any system—there must be real consequences not only for that individual care worker, but for a company that allowed such things to happen in the first place.

I recognise my hon. Friend’s work in this regard. Decisions should be based on clinical judgment and the views of local doctors are important. He draws attention to a fantastic new facility. I pay tribute to everyone who has worked to achieve it. It will serve the local community well.

The point I have tried to make all along is that this is about the judgment of the clinical commissioning groups, and nothing is imposed by the Government in what is required of them. European procurement rules existed under the Labour Government and this Government, but it is up to CCGs, working within the health and wellbeing board arrangements, to commission as they see fit for the benefits of their population.

Despite Witham town’s growing population, our GP ratio remains above the national and regional average. Does the Minister agree that the local commissioning model, and the CCG in particular, would urge GPs to explore ways to expand Witham’s health care provision to meet the needs of the growing local population?

I know that my hon. Friend has campaigned vigorously and consistently on this issue and the needs of her local community, and I agree that GPs ought to explore all ways they can of improving health care for her community.

12. What steps his Department is taking to increase the availability to patients of GPs and specialist health services.

The Department of Health is currently working with key partners to support the increase of training numbers in general practice. From 1 April, the NHS Commissioning Board will be responsible for commissioning primary care medical services and specialised services. It will have a duty to commission those services in ways that improve quality and promote integrated care. Clinical commissioning groups will be responsible for commissioning most other services.

The Minister is aware of the need to increase health care provision in Witham town. Can he reassure me that the appalling financial legacy of Mid Essex primary care trust will not hold back proposals to provide much-needed health care in the town?

I think the news on the allocations for public health budgets is actually a remarkably positive story. Every part of the country will see real-terms increases in funding for public health. This is an historic moment where we shift the emphasis away from repair to prevention of ill health. The hon. Lady’s own area will see real-terms increases. Across the country as a whole, there will be an average of 10.8% over two years real-terms increases in public health funding. I am very proud that the Government are doing that.
