I can give the hon. Gentleman those assurances. We want to continue to co-operate with our European partners. We would like to have a sensible development partnership with the EU going forward. Currently, the EU is not as keen on that as us and other nations outside the EU. I hope its programming in the future will be open.

Does my right hon. Friend agree that across the world the UK is seen as a development superpower? Does she agree that our leaving the EU will have no effect on that?

That is quite right; it will have no effect on our ability to be able to do things and to work with partners. I hope that the European Commission, and in particular its legal department, will see sense and recognise that 20% of the non-governmental organisations it currently uses are British because we are world-class. Its programming will be poorer if it does not continue to use world-class organisations.

I could not agree more with the hon. Gentleman. Not only the future of womankind but the future of mankind depends on that happening.

Does my right hon. Friend share my concern about the fact that in many parts of the world women and girls are still not being given the education that they deserve, or the same education as men and boys? What is her Department doing to help to alleviate that discrimination and highlight the need for equal opportunities?

Globally, 63 million girls between the ages of five and 15 are out of school. Under the auspices of the Minister of State, Department for International Development, my hon. Friend the Member for West Worcestershire (Harriett Baldwin), we are supporting the global education partnership and, within that, the education challenge. We have refreshed our own education strategy to ensure that it is not just about girls in classrooms, but about the quality of education that they are receiving. Only through a concerted effort in that respect, and by asking other partners to step up, will we ensure that every woman and girl has a decent education.

T5. Thank you, Mr Speaker. I was pleased to read that my right hon. Friend had introduced a new test for UK aid—no longer just proving that UK aid is spent well, but that it could not be spent any better. Can she inform the House when that test will be implemented?

My right hon. Friend is absolutely right that we are not just ensuring that the aid we provide is as effective as possible; we are introducing new tests to ensure that we are doing things that are also in the national interest. The chief economist has placed that in our aid allocation formula and we are also looking at ways of improving that.

Government Overseas Aid Commitment: Private Investment

I thank the hon. Gentleman for those questions, but I think he is a little confused about what the 0.7% is. It is not possible to count private investment towards that figure, so a pension fund down the road cannot count towards that 0.7%, but public funds can. The Development Assistance Committee measures many things, including private sector investment, but the 0.7% is public money.

If a future Government wished to, they could spend more than 0.7%, and we are committed to spend at least that amount of money. They could do so by counting the returns that were made. At the moment, we are spending more than 0.7% because we cannot do anything other than that with these funds—they do not count towards the 0.7%. We need to get the balance right between our commitments in this agenda, which are world leading—we introduced them and we believe in them—and the demands we make of the British taxpayer. If in future years we can meet 0.7% without having to ask the British taxpayer for more money, that is an option we should explore.

As the UK leaves the EU, does my right hon. Friend agree that it remains in our national interest to continue to tackle these global challenges, including migration, humanitarian crisies, peace work and security, but that we also need to maximise the effectiveness of our overseas aid?

My right hon. Friend is right. We have the opportunity to look in future years at what we might do with the £1.5 billion that we channel into the EU. I have set out very clearly that we would like to continue to work with our European partners. If that is done through the EU, we would have to ensure that they do not discriminate against British non-governmental organisations, and I have outlined both before the Select Committee and in my speech today how we would protect British NGOs and their beneficiaries in such circumstances.

I welcome my right hon. Friend’s statement and congratulate her on her new ministerial responsibilities. What assessment has she made of the recent levels of religious persecution in Syria? What steps is she taking to ensure that persecuted religious minorities have access to humanitarian aid?

That is an important issue. In the new development offer that I unveiled a couple of weeks ago, I included new programming specifically in respect of the protection of civilians being persecuted for their religious beliefs. A great deal of protection can be afforded to people who are being persecuted—whether it is for their religious beliefs or they are women and children, who are particularly vulnerable—by having good reporting mechanisms in the way we deliver aid. If the recipients of aid know who to go to when, for example, aid is being withheld, we will be able to stop these things much quicker, so we are looking into that.

We are doing many things to provide support to those children, not just in the immediate aftermath of the situation they are facing, but in protecting them and ensuring that they do not fall victim to organised crime later on down the line. We are doing many things under the compact, and also in the new panel to which I have already alluded today.

Does my right hon. Friend agree that providing jobs and livelihoods for internally displaced people wherever they may be is equally as important as providing relief aid?

I do agree with my hon. Friend, which is why the Department has shifted its funding focus to those issues that are needed over the longer term, as well as to those in the immediate aftermath of a crisis.
