I thank the hon. Gentleman for raising this important matter. I encourage him to raise it with his local police and crime commissioner, as I am sure he has. I will ensure that the Home Secretary has heard what he has said today, but I would encourage him to address the issue with his local constabulary and the police and crime commissioner.

Education is the bedrock to levelling up in Stoke-on-Trent North, Kidsgrove and Talke. I am delighted by the improvement since 2010, with some 92% of schools now rated “good” or “outstanding”. Mill Hill Primary Academy and New Ford Academy in Smallthorne have both recently received “outstanding” status.
Sadly, Labour’s abysmal and dismal record looms large and haunts Stoke-on-Trent. Thanks to Labour, 88 schools are languishing in disastrous private finance initiative deals. Recent hikes to the charges facing those schools could put staff livelihoods at risk, as well as undermining the very fabric of what we are trying to do, which is to turn education around in our great city after Labour’s abysmal failure. Will the Leader of the House assist me in securing an Adjournment debate or a Westminster Hall debate so that I can raise these matters directly with the relevant Department, in order to ensure that those 88 schools can and will be protected?

I congratulate my hon. Friend, the teachers, the parents and everyone who has worked in his constituency to improve education standards. That is very good news indeed. But I know, as a founder member of the “no to PFI” campaign, of the legacy issues with which many public organisations are dealing. I know, too, that my hon. Friend has been a doughty campaigner on trying to get these matters resolved, ensuring that the commercial negotiations that need to take place to protect those public services and those working in them are properly under way.
Given that Education questions are not until the end of April, I will make sure that what he has said today has been heard by the Secretary of State, and also by the Treasury, which has done much under our Administration to try to rectify the damage that these contracts have done. He will know how to apply for a debate.

This issue affects the constituents of many Members across the House. I will certainly ensure that the Secretary of State has heard the hon. Gentleman’s request for an update, but what the Government are doing to ensure that storm overflows and discharges are ended for good is very clear. He will know that there is no piece of legislation that can switch off overflows. The only thing that will stop them is investment in infrastructure. That is why there is now a statutory duty on companies to bring forward an infrastructure plan and they are doing that. The only reason he can quote those statistics accurately is because instead of 6% of storm overflows being monitored, as was the case when we came into office, 100% now are. We want to improve the monitoring of those systems. The Government have gripped this issue and change is happening. In short order, we will end storm overflows for good by investing in the infrastructure needed to bring that an end.

I congratulate Stoke-on-Trent-based charity Helping Angels on opening up Café Indi at The Pavilion in Burslem’s grade II listed Victorian park. The café, supported by the local ward councillor, Lesley Adams, provides inclusive work placements and volunteering opportunities to adults and young people with autism and Down’s syndrome, for example, to gain experience in hospitality, build their confidence, enhance their life skills and help them transition into paid employment. Will my right hon. Friend come to visit both Helping Angels and Café Indi in the weeks and months ahead, and will she make time in this place for us to debate how we can help more people with learning needs and disabilities into the workforce so they can have a better and fuller life?

I thank my hon. Friend for raising that important point and join him in congratulating Helping Angels on all the work it is doing to ensure that those individuals can reach their full potential, and have the dignity of a pay packet and all the good things that come with having a job and a good workplace. I am always open to invitations from hon. Members, but I might extend one to Helping Angels. From my conversations with Mr Speaker, I know that he is very keen, particularly in catering, that we offer more opportunities to exactly these sorts of fantastic individuals to potentially come and work here in the Palace of Westminster. The Minister with responsibility for disabled people is organising and facilitating some visits, and I am sure we can make sure that Helping Angels gets an invitation, too.

The hon. Gentleman has certainly raised awareness of the conduct of that company on the Floor of the House, and he has done his constituents a service in the process. As he will know, he will perhaps be able to secure an Adjournment debate further to discuss what that business is and is not doing.

Earlier this week, Stoke City football club was proud to host our heroines, the Lionesses, as they stormed to a 10-nil victory over Luxembourg in a World cup qualifier, in front of a 24,000-strong crowd. It was a tremendous boost to the city of Stoke-on-Trent, and a great showcase for women’s football. Will my right hon. Friend join me in congratulating the Lionesses on their victory? Can we secure parliamentary time for a debate on how we can improve access and opportunity for girls and women across our country to get into football?

I thank my hon. Friend for reminding us again of the Lionesses’ tremendous and continuing track record in bringing glory to our nation. I am happy to say that this week it was announced that former England and Great Britain footballer Karen Carney MBE is to chair an in-depth review into the future of domestic women’s football that will look at how we deliver growth to both elite and grassroots level football. Next week, there will be a Westminster Hall debate on the 2022 UEFA European women’s championship and participation of girls and young women in sport. I encourage all Members to contribute to that.

The Minister for Trade Policy (Penny Mordaunt)
I thank the hon. Gentleman for the work that he has done in this area. Clearly, in addition to being compatible with UK law, we have an ambition that the UK will be the safest place in the world to do business. In addition to the legal advice that we commission, we are consulting widely with stakeholders in this sector and in other sectors that are emerging markets. We want to ensure that we are able to expand digital services but also to support the values that need to underpin that sector if it is going to thrive and be successful.

I thank my hon. Friend for being such a champion for his constituency and for this sector in particular. He is right that these deals will make it less costly and much easier to sell those iconic products. I know that he will be encouraging pottery firms in his constituency to ship to Australia and New Zealand, benefiting from the removal of the 5% tariff.

Of all people, I know the importance of these matters to every part of the UK. We will be gaining access to new information via safety and security declarations. These will be required by the middle of next year. For every issue the hon. Gentleman raises, there are clear plans for how we can ensure a smooth transition to new arrangements. However, I would also just emphasise the fundamental principle that I do not think anyone—a member state, in the Commission and certainly not in this Government—is going to compromise on matters of security.

Whether it is a Canada or an Australia deal, the people of Stoke-on-Trent North, Kidsgrove and Talke, 72% of whom voted to leave the European Union in 2016, are rightly proud that this Government are sticking up for the United Kingdom’s interests, something the Labour party desperately needs to learn if it wishes to regain the red wall in the future. Will my right hon. Friend assure me that no matter what comes out of these negotiations, the fine world-leading potteries have an exciting future in global Britain?

I thank my hon. Friend for that upbeat question. He is absolutely right to say that we have taken care of the challenges in any scenario, and again great credit goes to the civil service for preparing for that. There are also opportunities, which is why the people of this country voted to extract themselves from the EU. We would be doing them a disservice if we did not create the conditions for us to be able to seize those opportunities, and that is what we will do in the coming days.
