Order. Minister, please resume your seat for a moment. Sir Peter, I thought that you wanted to intervene. You have been in the House a long time and know that you cannot stand up and then ask someone else to speak for you, unless you have lost your voice, which you have not.

You are right to correct me, Madam Deputy Speaker, and I think that I am also right in saying that every word in “Erskine May” may create a new precedent. My question, which I think my hon. Friend the Member for Dover would have put better, is this: will my hon. Friend the Minister start talking about costs at some stage during his very good speech?

On a point of order, Madam Deputy Speaker. There are times in Committee when an amendment has been discussed at length and then the Chair can decide that there has been sufficient debate on the issues and the question is put. Would it be acceptable to move that the question now be put that the Bill be read a third time, on the grounds that during the discussions on the various amendments we have had sufficient discussion of the purpose of the Bill, and if so, may I move that the question now be put?

No. It would not be proper, and no, the Question cannot be put, as a second point of order.

On a point of order, Madam Deputy Speaker. If the right hon. Gentleman had intended to take up the first two minutes of his speech himself, one might have understood his response. If he intends to let others come in, however, why does he not let the Minister have a word?

The hon. Gentleman is very experienced and knows that that is not a point of order. It is entirely up to Mr Khan as to whom he decides to give way to. While I am on my feet, may I remind Members that there is supposed to be only one Member on their feet at any one time in the Chamber?
