It is a pleasure to serve under your chairmanship, Mr Evans. I thank the Minister for his comments.

I will not oppose this statutory instrument, because it is important that the protection that is achieved through the Kimberley process continues, and it is vital that the United Kingdom remains part of it. I would obviously much rather that we did not have to go through this, and I very much hope that this statutory instrument is not needed, because it will come into force only if we leave the EU without a deal. Given that nobody is openly supporting that, it would be an unfortunate, if not ridiculous position for us to be in.

What difference does this statutory instrument make to the United Kingdom’s ability to influence the direction of the Kimberley process and its participating countries in the future? Does it make it easier for the United Kingdom to address some of the weaknesses and limitations in the existing process? Although the Kimberley process is effective to an extent in stopping the trade of rough diamonds where it is likely to finance armed violence against a country’s recognised Government, it covers only rough diamonds, not cut or polished stones. Does the United Kingdom expect actively to promote an extension of the scheme to cover the trade in finished or polished diamonds?

The definition of conflict diamonds appears to refer only to the use of the diamond trade to finance violence against the recognised Government of a country. There is no doubt that, in the recent past, the Governments of some of the biggest diamond-producing countries in the world have used the diamond trade to finance repression and violence against their own people. That has certainly happened in Zimbabwe, and it may have happened in the Democratic Republic of the Congo and other diamond-producing nations. In addition, appalling human rights abuses all too often go with the diamond trade and the diamond business. A country’s natural resources should be used for the wellbeing and welfare of the people of that country, and international traders and speculators should get only what is left. That is quite clearly not what happens in the diamond trade.

It is important that, where there are massive fortunes to be made through the exploitation of natural resources, those who do the work and face the physical risks of carrying it out get fair reward for their time and labour. People who work in the diamond mines in a lot of those countries certainly do not get that, and their families get next to nothing. All too often, miners are killed in accidents because the safety precautions are inadequate. Although the Kimberley process helps to cut down—although not to eliminate completely—one way in which the substantial wealth that diamonds represent can be abused, it does not even begin to touch some of the other ways that it can be misused.

It is a constant source of shame to us all that so many of the people who are involved in creating some of the most valuable and highly sought-after goods on the planet live and work in utterly intolerable conditions. At the moment, none of that is addressed through the Kimberley process. I hope the Minister will give us some kind of indication of how the UK might seek to use its influence to ensure that, in the future, those whose labours produce so much wealth for so many people have a chance to enjoy a fair share of it for themselves.

I am grateful for the opportunity to begin the summing up in this debate, Mrs Main. I commend the hon. Member for Vauxhall (Kate Hoey) for securing the debate and thank her for a very informative summary of where Zimbabwe has been in the recent past. She put into context what has been happening there in the past few weeks. The hon. Members for Rochford and Southend East (James Duddridge) and for Strangford (Jim Shannon) have contributed their own knowledge, highlighting the underlying problems that have to be addressed before Zimbabwe can be returned to its people. Truly fundamental in the governance of any country is that the people should be allowed to govern themselves. The country should be governed in the interests of the people and not only in the interests of those who govern.

In any debate about alleged human rights abuses in another country there are two principles that we have to observe. First, we have to recognise the rights of nations to govern themselves. We have no right to interfere in the internal affairs of another country in normal circumstances. What is happening in Zimbabwe now cannot be allowed to become normal circumstances, because the sovereignty of individual nations has to be tempered by the fact that there are standards of behaviour and fundamental human rights that transcend all national borders. Where there is evidence that the power of the state is being abused to deny fundamental human rights, the international community, countries individually and collectively, have not only a right but a duty to intervene to set things right, initially through political and diplomatic efforts, but if necessary by the use of economic influence as well. I certainly take on board the caution advised by the hon. Member for Vauxhall about using economic sanctions, because too often the sanctions punish the victims without having any impact on the perpetrators.

There are obvious difficulties in knowing what exactly has been happening in Zimbabwe, but some things are clear and unambiguous, giving grounds for serious concern among the international community. I think they add up to overwhelming evidence that the international community has got to intervene.

There were large-scale protests after massive price increases left millions of Zimbabweans unable to afford the basic essentials of life. There were people with jobs who could not get to work because the bus fare was more than they would be paid. The police and army intervened in the protests and there has been significant loss of life, and significant numbers of people have been injured. Reliable reports are that at least 12 people have been killed, and 78 others were treated for gunshot wounds. A significant number were treated for other injuries. The Zimbabwe Human Rights Commission, a body appointed by the Zimbabwean Government, has identified at least 240 cases of assault and torture. We should commend the commission for having the courage to speak out. Many institutions in Zimbabwe, even if they are not put under the cosh by the Government, sometimes think that they are there to do the Government’s bidding. It is all the more remarkable that the human rights commission is publishing such specific, utterly damning indictments of the country’s Government.

More than 700 people have been arrested. Often, as the hon. Member for Rochford and Southend East said, there are wholesale arrests, when anyone who happens to be in a house close to an alleged incident is arrested, usually with extreme violence. People are often viciously beaten before being dragged away. Boys as young as 11 have been seen being beaten by gangs of uniformed police officers in the street. There has also been clear targeting of anyone seen as a political opponent of the Government. In one case, a councillor—not even an MP or shadow Minister—was dragged from his house, beaten almost to death and arrested, in front of his three-year-old daughter. Remarkably, that wee girl was able, despite the trauma she experienced, to give a detailed account of what happened. Hopefully one day soon her evidence will help to make sure that those responsible are brought to justice.

There have been numerous allegations—and numbers are increasing—of women being gang-raped by uniformed soldiers. It is all very well for Ministers in the Zimbabwean Government to say, “If this has happened to you, come forward and make a complaint, and we will deal with it.” It is difficult in western European democracies for women to have the confidence to come forward and report that they have been raped or sexually abused. It must be difficult to the point of impossibility for a woman in Zimbabwe to report such a vicious assault to the authorities whose very people are responsible in the first place.

The changing response from the authorities is notable and revealing. Initially, as always happens in such cases, they tried to deny anything had happened. They denied that there had been violence and said that such violence as there was had somehow been the responsibility of the protestors. Then they admitted that the police and army had used force, but claimed that it had been proportionate. A Government spokesman told the BBC,

“When things get out of hand, a bit of firmness is needed”.

It was only when there was incontrovertible video evidence that could not be claimed to be fake, making it clear that police and army officers were involved in assaults, that the authorities finally accepted it had been happening. Chillingly, the President’s own spokesperson said the crackdown was

“just a foretaste of things to come”.

We have to wonder whether the few police and army officers who have been arrested are being used as examples. Their cases seem to be the ones where the evidence is so overwhelming that no one can deny what happened. We must wonder whether a cynical attempt is being made by Mnangagwa and his colleagues to look as if they are on the side of justice, when all the evidence points to their being at least complacent about, and possibly actively complicit in, the brutality.

It is clear that the vast majority of Zimbabwean citizens have no confidence in the Government’s ability or even willingness to enforce the rule of law on its own law enforcers. The Government may blame rogue elements in the security forces, but they have a responsibility to control the behaviour of everyone they put into uniform in those forces, and the international community must take steps to ensure that they carry out that responsibility. If President Mnangagwa wants to be accepted as President he has to start accepting his responsibilities as President. Being the President, Prime Minister or monarch of any country is not a way for someone to enrich themselves and their pals at everyone else’s expense.

I want briefly to share the experiences of two of my constituents who were forced to flee from Zimbabwe during the regime of Robert Mugabe. Although in some ways their experiences may not seem directly relevant to what has happened recently, they illustrate many of the fundamental problems continuing to affect the country, which make it more difficult now for justice to be done, and be seen to be done. Paul and Brenda-Lee Westwood ran a successful business in Zimbabwe in partnership with a local businessman. Their share of the business was seized by someone who at that time was an MP in Mugabe’s ZANU-PF party. The seizure was illegal even under the so-called indigenisation policies of the Government of the day. Those responsible were put on trial for a fraud valued at more than $1 million but the case collapsed in circumstances that remain unclear. After Mr Westwood lodged an appeal the prosecutor died in mysterious circumstances and several of the accused and key witnesses disappeared and, as far as I know, have never been seen again.

The Westwoods then experienced months of intense intimidation with increasingly violent and explicit threats against them and their children. Eventually in 2012 after enduring that for several years, they abandoned the life they had built together and fled the country. Since then they have been trying to have their case heard in the Zimbabwean courts but, like the victims of the recent brutality, they can see nothing to make them believe that the new Government will make their chance of a fair hearing any greater. I know that the Minister and some of her colleagues in the Foreign and Commonwealth Office have been working on my constituents’ behalf, and I thank them.

The new Government in Zimbabwe is keen to rejoin the Commonwealth. I can understand why at one point a number of people and the UK Government would have been keen on that happening. I would support the UK Government in helping Zimbabwe to become fit to rejoin the Commonwealth, but it would be a disastrous mistake to encourage or support an application when, clearly, it is not fit for membership of that honourable organisation. We need to make it clear that it cannot rejoin the Commonwealth until it can demonstrate beyond doubt that it has fully re-established the rule of law and the principle of respect for the human rights of all its people, regardless of creed, colour, race, gender or political views. I have a duty to represent my constituents, and I argue that people such as the Westwoods, and others who have suffered similar ordeals at the hands of the Zimbabwean Government, must receive a fair hearing. If an impartial court so rules, they should be given proper compensation for their loss.

There must at best be severe doubt about whether the investigation of recent atrocities and the holding to account of those who committed the crimes, gave the orders, or stood by and watched can be left to the Zimbabwean Government. I do not think it can. The rule of law has become so unreliable that those incidents can be properly investigated only with outside help. That is what must happen, because what has happened in Zimbabwe is too serious to be ignored as an isolated, localised problem.

For generations—perhaps centuries—the people of Zimbabwe seem to have been misruled and mismanaged by almost everyone. That has lasted from the absurdity of their country, and often their lives, being seen as the possessions of a Government thousands of miles away, to the appalling racialism of the Smith regime and, more recently, the combination of disastrous economic incompetence and rampant corruption under Mugabe. That has meant that in a country whose natural resources are sufficient to give all its people a very decent standard of living the majority of the population are reduced to absolute poverty. I want the Government, in co-operation with other Governments and through bodies such as the Commonwealth and the United Nations, to help the people of Zimbabwe to see how to take their country back from the despots and dictators who have held sway over them for far too long.

What is sometimes called soft power, or soft influence, is often important. Exchange visits would enable elected politicians and others involved in civic society in Zimbabwe to come to the United Kingdom or other countries to see how things are and how they operate, in what looks like a reasonable democratic society. They could then see that it is possible for differences to be resolved without guns, tear gas and violence. We have to ask ourselves, just now, whether the way politics is being done in the United Kingdom is all that good an example for Zimbabwe or anyone else. I will, Mrs Main. I suggest that the United Kingdom, and any other country that wants to set an example to the people of Zimbabwe about how democracies can operate, sometimes need to make sure that they are as good examples as they think they are.

The people of Zimbabwe have been through more than the people of any nation on Earth should be expected to tolerate. I want to see the day when Zimbabwe is returned to its people, and the citizens of Zimbabwe are able to enjoy the rights that all citizens should have: the right to self-expression; the right to assemble; the right to disagree with and protest against their Government; and the right to remove their Government and replace it with a Government of their choice, if that is their wish. I look forward to the Minister telling us what the Government of these islands can do to help the people of Zimbabwe achieve that goal.

I suspect, although I am partly speculating, that the Foreign Office probably knew fairly quickly. The matter did not necessarily come to Ministers straightaway, probably because it was not deemed to be that serious. Unfortunately, these things happen all too frequently at the moment.

According to documents that the company itself has filed with Companies House, one of the directors describes his own occupation as “senior civil servant”. Now, it may be that that is his former rather than his present occupation, but a simple glance at his career indicates that he has held a number of senior and presumably sensitive posts within both Her Majesty’s Government and NATO. Will the Minister tell us whether the Government were aware, until now, that this individual held that directorship? Were the Government involved in any way in nominating or recommending him for that position? And what approval of authorisation, if any, did the individual require before he became a director of what is, as the Minister has said, is an independent company limited by guarantee?

It has been reported today that 17 Filipino women are being held in custody in Saudi Arabia for the heinous crime of attending a Halloween party. How much more oppressive does the Saudi regime have to get before it loses its esteemed place as Britain’s greatest friend in the middle east?

Saudi Arabia is a human rights country of concern for the Foreign Office. We have regular discussions with the Saudis about our concerns—the guardianship system, freedom of expression, the death penalty and a range of other issues—but it is because we have a relationship with them that we are able to raise these concerns both privately and in public, and the hon. Gentleman should rest assured that that is exactly what we do.

Russia has an important role at this stage of what will likely be the end of the formal conflict in Syria. It is taking part in attacks that appear indiscriminate—in relation to targeting civilians—and all the fears are that the civilian damage and humanitarian distress that we have seen in other parts of Syria will be repeated. There is an opportunity to prevent that. The United Kingdom has called on Russia and Iran to do all in their power, with the Syrian regime, to prevent it. This is an opportunity for Russia to step forward, to do what is right on the international stage—even at this stage—and to assist in Syria’s transition to something different. The United Kingdom remains determined to use any diplomatic measures and other sanctions at its disposal to ensure the conduct necessary to provide a more peaceful solution to the troubles in Syria and to end a conflict that has done so much damage.

I am grateful to the Minister for his answers and I commend the hon. Member for Cardiff South and Penarth (Stephen Doughty) for securing the urgent question and for the well-informed and passionate way he set out the background. He reminded us of the humanitarian catastrophe that is happening even as we speak.

May I press the right hon. Gentleman on something about which I asked the Minister for Europe and the Americas on 24 July? When the House voted in December 2015 for military action in Syria, it was in expectation that that would help in the establishment of an interim Government in about six months. Clearly that prediction went badly wrong, and it is not enough for the Government to say, as they did last time, that these predictions are difficult. Will the Minister for the Middle East say what lessons we learning about the reliability, or otherwise, of such predictions, especially if, as now seems might be the case, we are heading towards a scenario where the House is once again asked to give its consent to military action?

Secondly, I welcome the Minister’s mention of something else that I asked about in July: the UK following the lead of others in establishing a national mechanism for the prevention and prediction of, and the rapid response to, mass atrocities, chemical weapons attacks and so on? Will he give us more detail about, or at least an indication of, what he intends to do to keep Members updated and to improve on the response so far?

Finally, given the very clear evidence of the commission of war crimes, does the Minister agree that if there is an all-out, indiscriminate offensive in Idlib, the terrorists there will be able to get away, but the babies—as the Minister said, they outnumber the terrorists—will not? They are the ones who will be left behind to die. In those circumstances, should not such an all-out, indiscriminate offensive be classified as a crime against humanity, because it is clearly designed to cause civilian casualties? Will the Minister give an assurance that the pursuit of all those responsible for war crimes in Syria will also apply to members of the Russian military who are involved, including, if necessary, the commander-in- chief who has given the orders for these atrocities to take place?

I think that a no deal scenario would inevitably have an impact on the friendship that we currently have with European nations. That is why I think that all sides should think carefully before proceeding. I would say that this country is proud and strong and we would find a way in which to prosper and succeed whatever the outcome of these talks, but that, given the threats that we face, it would be better to stand together.

We are deeply concerned by the tragic incident in which so many were killed. My right hon. Friend the Foreign Secretary spoke to his Saudi counterpart shortly afterwards and pressed for a quick and transparent investigation, so the recent announcement of the outcome, the coalition’s regret and action to address the recommendations are important developments. We call on all parties to adhere to international humanitarian law, and to engage in the UN-led talks this week to reach a political settlement.

It beggars belief that anyone could claim that a school bus travelling through a marketplace crowded with civilians could ever be a legitimate military target, but that is precisely what the Saudi Arabian regime did. Does the Minister now accept that the previous Government policy of leaving Saudi Arabia to investigate its own crimes is not working, and will the Government support the call from the United Nations Human Rights Council for us to refrain from providing arms that could be used in this dreadful conflict?

The hon. Gentleman’s concerns are obviously shared by all, but let me draw attention to the fact that the report produced by the Joint Incidents Assessment Team is almost unparalleled in terms of admitting error and pointing out where that error was. I think that the hand of the United Kingdom can be seen in the work that we have done with the coalition over time in order to ensure that should things go wrong, there is proper accountability, and I think that that is what we have seen in the report. Of course we regret the circumstances hugely, but what is most important is for the conflict to come to an end so that we see no more of this.

First, I pay enormous tribute to Jordan not only for helping with the extraction of the White Helmets, but for being prepared to take some of them, along with many tens, even hundreds of thousands of Syrian citizens, who, over the last few years, have gone to the likes of Jordan and Lebanon. Without the generosity of such neighbours, many, many people would be caught in the conflict by having to stay there. Those countries having admitted so many—actually, millions of—Syrian citizens is something that the world will be able to look back on over the years as a great humanitarian act. I totally agree with my hon. Friend about the necessity of trying to stop the flow of weapons, but in terms of doing anything on the ground or from the air, I hope that he will appreciate that it is not my role today to commit to any such action in the way he hints at in his question.

Thank you for granting this urgent question, Mr Speaker, and I add my congratulations and thanks to the hon. Member for Wirral South (Alison McGovern) for the thoughtful, compassionate and very well-informed way in which she asked her questions. About 2.7 million refugees are in and around Idlib right now. They have all fled from other parts of Syria and have nowhere else to go. If Idlib turns into carnage, many of those 2.7 million people, including possibly 1 million children, will be left with no hope. As we have heard often enough, the situation is becoming desperate, and it is more desperate now than it has ever been.

I have often criticised Israel here and elsewhere in this building, so I have no hesitation on this occasion in commending and thanking Israel for the speedy and effective way in which they got so many of the White Helmets, and vitally, their loved ones, out of the danger zone. However, we should be under no illusions as to why the White Helmets and medics in Syria are in such danger: they will be the witnesses who bring Assad and his colleagues to account for crimes against humanity when, at some time in future, this horror on earth begins to settle down. It is so important to protect the witnesses who will hold the killers to account, so that those who commit mass murder will always know that they will be brought to justice sooner or later.

I have two questions for the Minister. First, a number of countries have established their own national mechanisms for the prediction and prevention of mass atrocities, either at home or elsewhere. The UK Government to date have not. Do they have any plans to join countries such as the USA in implementing such a strategy? Secondly, in December 2015, when the House was asked to agree military action in Syria, we were told that this would help to establish a provisional civilian Government in Syria, hopefully within six months. We are now two years past that expected date and a civilian Government of any kind is further away than ever. Have the Government done any assessment to establish why the predictions that they made in December 2015 were so catastrophically off-target, and what are they doing to make sure that similar predictions will be a bit more reliable?

The hon. Gentleman is slightly unreasonable in saying that our predictions have to be reliable, in the way that he describes, as if it were entirely in our gift. We are dealing with a horrid, ghastly international conflict in which we are a player, in some ways, but we are not there on the ground in a way that can influence things as he wants. However, there is one area on which I strongly agree with him—that is, the question of accountability. We are absolutely committed to supporting efforts to pursue accountability for human rights abuses and war crimes in Syria, and there undoubtedly have been such.

We strongly support the work of the United Nations’ IIIM—the International, Impartial and Independent Mechanism—which investigates and collects evidence of the most serious crimes committed in Syria. We have contributed £200,000 to the start-up costs of that organisation, and we are funding non-governmental organisations that collect evidence for future prosecutions. We are also supporting the important work of the independent UN Commission of Inquiry, which is reporting on violations and abuses, and we have been in the lead on successful diplomatic efforts to strengthen the capability of the Organisation for the Prohibition of Chemical Weapons to prevent the further use of chemical weapons and to attribute responsibility to those who might use them.

The friendship between the United Kingdom and the United States is exceptionally close. I speak to Secretary Pompeo regularly. Of course, that does not mean that when we differ from our friends and partners in the United States, we are afraid to speak out, as the Prime Minister did in the matter of the separation of young children from their parents.

The President of the United States is the Head of State of our most important and one of our oldest allies, and it is absolutely vital. I think it is common ground among many people in this country that we should extend the hand of friendship to the office of the President of the United States of America.

Is it not time for the Government to question seriously whether the current President of the United States is a fit and proper person to be our greatest ally? This is someone who can only be described as a serial child abuser. Putting children into concentration camps is not acceptable. The President has not yet taken the children out of those camps: he is holding them hostage to force their parents to give up their claims to asylum, and he is also trying to abolish due process by having no courts and no judges to decide on them. How can this person be fit for a state visit?

Mr Gapes, it is a privilege to be able to contribute to the debate. I cannot go as far as to say it is a pleasure, because it is a difficult debate to take part in and to listen to. The testimonies we have heard will, I hope, continue to be heard in hundreds of years’ time because there is a story here that we cannot afford to forget.

I commend the hon. Member for Leeds North West (Alex Sobel) on securing the debate and on his contribution, and also the hon. Member for Shrewsbury and Atcham (Daniel Kawczynski), who followed him. It strikes me that we have two people here whose family histories bear remarkable similarities and yet who have used their personal stories to come to completely different conclusions about how we should address what is clearly a serious concern for those in Poland and for many other people. That might be something we should point to—that it is possible for people, with great sincerity and integrity, to come to opposing views about something and be able to air those views such that they disagree without having to get disagreeable. That is too often lacking.

We should also bear in mind that we have heard stories about people—only about a tiny fraction of such people—who did what they believed to be right, knowing that it would cost them their lives. How often in this place does a whole system try to get people to do what it hopes might be politically advantageous to their careers, regardless of what they, in conscience, believe to be right? A clear example has been set by some of the stories we have heard today. It does no harm for Members of Parliament occasionally to look in the mirror and ask ourselves whether we would risk not our lives but our popularity within our party to stand up and speak and vote for what is right.

An earlier speaker said that there was not time in the debate to do justice to the part that the people of Poland and their then Government played in standing against the evil of Nazism. I do not think that the war would have turned out as it did had it not been for the contribution of those people. The truth about many of the things that happen in war gets distorted at the time and continues to be distorted afterwards. We have heard examples of how the Soviet regime tried, and continues to try, to rewrite history completely. I cannot imagine there ever being a time when we will discover that Poland did not play the part it is given credit for. I cannot imagine that the historians will ever find evidence to suggest other than that millions of people in Poland ran horrendous risks and suffered the horrific fate they did to protect friends and neighbours at a time when many other European countries were turning in on themselves. Poland stood against the holocaust at a time when, shamefully, few other countries in occupied Europe, and even in non-occupied Europe, were prepared to do so. I see that as an accepted historical fact and I cannot imagine a time ever coming when it is challenged.

The hon. Gentleman is making a powerful speech. I want to get on the record something with which I hope he agrees. Poland welcomed more than 3 million Jews to live there before the outbreak of war, and the two communities co-operated and got on very well. I am proud of how the Poles accepted so many outsiders into their country and of the harmonious society they created. It was the travesty of war that created the problems.

I am grateful for that intervention. Clearly, I cannot speak with the hon. Gentleman’s authority about the detailed history of Poland, but I certainly look at it from a common-sense point of view. Surely the Jewish population in Poland was so big because Jews were comfortable there and felt that they would be treated better than in many other countries in Europe.

I find offensive any suggestion that the Polish Government, either directly or indirectly, collaborated with the Nazis, and I well understand why the people of Poland today find such suggestions greatly offensive. However, I am not convinced that criminalising the actions of a newspaper or a television programme is the right way to deal with that offence. That is where the nub lies. I think we must accept that Polish citizens will have collaborated in crimes against humanity—a tiny minority of the Polish population—as, if the full facts were known, there would no doubt have been Scots who collaborated, just as there were Scots who risked their lives to help. People of all nationalities committed acts of great courage, and people of all nationalities will have collaborated in acts of great evil. If we lose sight of that, we do a disservice to all those who risked and lost their lives.

I apologise for interrupting the hon. Gentleman’s flow. Holocaust denial is a crime in many parts of the world. Does he suggest that we should repeal all legislation on holocaust denial?

Absolutely not. I was coming on to that. One of the first steps towards being prepared to allow a repeat of the holocaust is to deny that it ever happened. We also must be careful about denying that it could have happened in other places. I take issue with the hon. Member for Shrewsbury and Atcham on one point. He repeatedly referred to the crimes and actions of Germany. It is a fact that Nazism was born and developed in Germany, but the holocaust was not a battle of nationalities; it was about an ideology of sheer evil that was able to spread across Europe so quickly because it had its proponents in many more countries than we might like to think. It was certainly born and brought up in Germany, but it could have been a child of almost any nation in Europe and, it must be said, it could have happened in the United Kingdom. There were periods in the United Kingdom’s past when anti-Semitism had become so virulent that it would have been possible, if the right group of people had got together, for Nazism or something very like it to take hold. When I talk about the dangers of holocaust denial, I am talking not simply about the denial of a clear historical fact but about the denial of a clear acceptance that it could have happened in other places as well. That is why it can happen again—it has already happened again on a smaller scale—and it will continue to happen if we are not prepared to speak out and act against it.

I am aware of the time pressure and I want to leave time for the winding up. The hon. Member for Leeds North West also deserves a bit of time. I get the point that academics cannot be prosecuted but, as has been pointed out, a law of this nature not only opens a door to legal action in the courts but can sometimes be seen to legitimise actions that no one would want to see legitimised. I do not see where the line could be drawn between an academic publishing something in a journal and a newspaper reporting on that publication. At what point would the law come into play?

However difficult some parts of any nation’s history might be, we must be prepared to face up to the bad parts as well as the good. I have to accept that Glasgow—the city close to which I grew up and which I consider almost a second home—was built on the slave trade. I am not proud of that. I am proud of Glasgow, but I cannot be proud of the part that the city, and Scotland, played in the slave trade. I cannot be proud that the great ancient university town of St Andrews has monuments built into the pavements to show where devout Scottish Christians burned other devout Scottish Christians to death because they were the wrong kind of devout Christian for the time. Those things are parts of our history that we have to face up to, and the more we are willing to face up to the evils that have been done in all our countries and communities, the more we can hopefully ensure that they become much less likely to be repeated.

I have spoken before about Fife’s enormous debt of gratitude to our Polish community. Scotland and the United Kingdom owe an enormous debt of gratitude to the people of Poland not only for what they did during the war, but for what they have done since. We owe Poland an enormous debt of remorse for what we did to them after the war, when we handed Poland over to Stalin, and we should never forget that either.

There is a serious issue that has to be addressed. I simply do not think it is right to clamp down on one of the most precious freedoms we have—the freedom of the press to report things as they see them, and sometimes the freedom of the press to print things that we find offensive. That freedom needs to be protected. It can never be correct or acceptable to accuse Poland of collaboration with the holocaust, but I do not think the law as it is currently framed in Poland or in other European countries is the correct way to go about it. I hope that the Polish Government can be persuaded that there are other ways to prevent their new good name from being besmirched. At the end of the day, if idiots accuse someone of ridiculous things that did not happen, that someone should ignore the idiots and listen to the vast majority.

That is where the air conditioning comes in—that is why I say it is quite a remarkable feat of engineering. Having been brought up on the west coast of Scotland, where my antipathy to the game was originally instilled in me, I find the idea of requiring air conditioning to play football difficult to get my mind around. The Qataris understood that even holding the tournament in their coolest time of the year, February, as I believe they will do, would still be beyond what most teams would expect, so they are going to quite remarkable lengths. It will also be probably the most compact World cup we will have seen. The infrastructure to be put in place to get teams and officials from one venue to another is an exercise from which we could take some lessons.

I am encouraged by progress in changes in the law and by the existence within Qatar of organisations such as the National Human Rights Committee. The hon. Member for Southend West spoke at some length about the blockade against Qatar currently in place by Saudi Arabia, the United Arab Emirates, Bahrain and Egypt. We must acknowledge that the allegations made by those countries in June are very serious. It is not my job, nor, I would suggest, that of any hon. Member, to be some sort of apologist for a Government. If there is evidence that the allegations made by the blockading countries have substance, we should take that seriously and Qatar must be accountable.

The right hon. Gentleman will be aware that Saudi Arabia has been named in documents from the United States Government —and, I believe, from the UK Government —as being potentially involved in fostering radicalisation in the UK. Does he agree that while any allegations against Qatar must be independently investigated, perhaps the Saudis are not in the best position to claim the moral high ground?

The moral high ground is not an easy place for anyone to occupy in the region, and I do not think it helps us to stand there. However, there have been significant allegations in the past against the countries I listed, right the way back to 9/11 and earlier. I hesitate in picking up the bone that the hon. Gentleman has generously thrown me, because I do not think that the United Kingdom’s best interests will be served by picking a winner in the conflict. If we are to have a role, it should be to use our good relations and influence with all the various actors to somehow find a way to allow everyone some meaningful engagement with Kuwait, which seems to be the mediator of choice, and as a consequence perhaps find a way to step back from the brink.

In relation to the allegations that have been made and the 13 demands that came from the Saudi-led coalition in June last year, little hard evidence has come forward. The allegations about support for Islamist groups seem to be conflated with support or funding for Islamic State. That would be serious if it were proven, but in fact we see no evidence of that. It would be somewhat strange, shall we say, for Qatar to be funding IS while hosting the al-Udeid airbase and given the other ways in which it co-operates with us. I do not feel qualified to judge, but I observe in passing that Rex Tillerson said that the list of demands would be

“difficult for Qatar to meet”

because of that lack of evidence.

I am conscious of the passage of time, so I will finish by drawing the House’s attention to an opinion piece from the Financial Times on 19 April headed “The continuing blockade of Qatar makes no sense”. It points out first the most recent ratcheting up of the conflict, with reports about Qatar being turned into an island instead of a peninsula by Saudi Arabia’s excavating a Suez-style canal on the land border, and various unpleasant things being put into that canal. It is a good, measured piece that I commend to all those who have an interest in the region. It concludes:

“Short of volunteering for vassal status it is difficult to see what more it”—

Qatar—

“could do, beyond some gestures. Rather, the onus should be on the states that created the crisis to bring it to an end.”

It goes on:

“Toning down the rhetoric would be a start. Lifting the blockade incrementally should be the next.”

When the Minister responds, I would like to hear what he thinks the United Kingdom can do, inevitably working with the United States, which has a well-documented significant interest in the region. I think President Trump has spoken about some sort of discussion at Camp David later this year, and I hope that would be helpful. Frankly, Qatar being at odds with its neighbours has an impact beyond its border and those of its neighbours. It leaves us in a situation where the Gulf Co-operation Council, the most important body in the region and the means by which we western nations should seek to engage with Gulf countries, is unable to operate in the way it is intended to. For a region as important to us as the Gulf, for all manner of reasons—economic, trade, security—that is surely where our interest as a country must lie. In looking at our relations with Qatar, we must identify what our interest is and how we might further it and go beyond it in the wider interests of the region.

I am pleased to have the opportunity to contribute to the debate, Sir Henry, and to begin the summing up. It has been an interesting debate, because I do not think anyone has said anything that anyone else has disagreed with. It is notable and perhaps disappointing that we have not exactly got the gender balance right this afternoon. I suspect that has prevented the debate from reaching the high quality it might have, but it has certainly been interesting.

We are discussing a country that is thousands of miles away, with a population slightly less than half that of Scotland. Yet the immense wealth that has come its way in the past few decades means that it has the potential to play a major part in decisions taken there and in the region. It has been hinted at—and I think it is true—that an issue that still needs to be worked through in the middle east is that the big, powerful neighbour needs to accept that it does not get to call all the shots, and that some of the smaller ones, including Qatar, want a say. They sometimes want to say something different from what the Saudis would like them to say.

The hon. Member for Southend West (Sir David Amess) graphically outlined the huge financial impact that the Qatari sovereign wealth fund has in the United Kingdom—particularly, but not exclusively, in London. When he listed the buildings and property it owned, I felt almost that if something is tall enough to be seen above the rest of the London skyline—or, in the case of a hotel, if it is too expensive to go into—it probably belongs to Qatar. That in itself creates an issue. We must make sure in our dealings with Qatar that the massive financial investment it has made in a lot of infrastructure in London and other parts of the UK does not prevent us from criticising it when that is needed. As the hon. Member for Strangford (Jim Shannon) eloquently pointed out, sometimes criticism needs to be made. We can welcome the progress made in Qatar in recent years, but we must also remind it that there is much more to be done.

A few months ago my hon. Friend the Member for Glasgow South West (Chris Stephens) spoke in a debate in this Chamber and referred to the

“human rights abuses that we have seen—workers being tied to a single employer, low pay, poor accommodation, labouring in dangerous heat and, sadly, hundreds of unexplained deaths”.—[Official Report, 14 March 2018; Vol. 637, c. 402WH.]

That is in one of the wealthiest countries in the world; it has not happened because the country is intrinsically poor. Despite that enormous wealth human lives are treated with contempt, and cheaply. The right hon. Member for Orkney and Shetland (Mr Carmichael) rightly pointed out that some things for which we now criticise such places as Saudi Arabia and Qatar happened in the United Kingdom not that long ago, and that we must encourage people to move forward rather than trying to order them to stop doing what UK legislation allowed until 40 or 50 years ago.

It was only 10 years ago that the Christian population in Qatar was first allowed openly to practise its religion. That was when the first church in Qatar was opened. We still see what the BBC diplomatically refers to as the filtering of what Qataris are allowed to see on the internet and other media. Interestingly, one objection from Saudi Arabia and other neighbouring countries to what Qatar does is that al-Jazeera, which is owned in Qatar, will broadcast quite critical content about some of the country’s neighbours but will not criticise the Qatari Government. They do not like it to be allowed to do that. Some of al-Jazeera’s coverage of terrorist atrocities in the past has been crassly insensitive and deeply offensive to the families of victims. It may be that Qatar is trying to modernise, and hopefully one day soon the media in Qatar will be allowed to criticise their Government as freely as they are allowed to criticise Governments elsewhere, and perhaps the neighbours need to accept that Saudi Arabian citizens must one day be allowed to watch television programmes without restriction and read newspapers that do not agree with the Saudi royal family.

I have been interviewed on al-Jazeera, and it seemed a very reasonable English-speaking station that talked sense. I gather, however, that the Arabic version may not be quite the same, and I hope that the Minister will say something about the difference when he responds to the debate.

Not being an Arabic speaker I do not watch al-Jazeera in Arabic—I seldom watch it in English—but as reported by the BBC, some of its coverage of the terrorist murders of innocent hostages, for example, was highly insensitive. It appeared to be designed to give a propaganda victory to the terrorists, which we cannot condone.

Mention was made of the close military links between the United Kingdom and Qatar, and the current Emir and his father who preceded him are both graduates from Sandhurst. One reason—not the main one—why we must hope that the current diplomatic crisis between Saudi Arabia and Qatar does not escalate into anything else is that both countries use British planes and pilots who were trained in Britain by the RAF. It would be terribly ironic if a conflict that cost lives in the Gulf involved two parties using British-made technology against each other. That is a salutary lesson, and we must be a bit more careful about who we are prepared to sell weapons and military hardware to. We cannot always be sure that those weapons will be used against the people we might wish them to be used against.

The right hon. Member for Orkney and Shetland referred to his difficulty in imagining the need for air conditioning at a football match. He is one of four or five of us in this debate who, if we were fanatical football fans, would find it difficult to imagine a situation in which it mattered a jot where the World cup was being played—I can just about remember the last time that Scotland went, and I do not think Wales have been there since 1958. I hope they will get there at some point.

Qatar is obviously using the World cup to try to persuade the rest of the world that it is moving forward, but we must ensure that progress continues after 2022. I welcome a lot of the promises made last year about improved protection and rights for workers, but we must ensure that those promises start being delivered this year, and continue to be delivered not just until 2022, but into the late 2020s, the 2030s and beyond. The improvements and changes must be permanent.

Mention has been made of some of the demands that the Saudis and their neighbours have made on Qatar, but as I said when I intervened on the right hon. Member for Orkney and Shetland, a lot of those countries need to examine their consciences about some of the groups that they have supported in other countries. It is, for example, a bit much for Saudi Arabia to object to the fact that Qatar appears to be supporting unpleasant acts in other countries, while it is bombing civilians to death in Yemen and elsewhere.

Although some of the demands and requests appear to be reasonable, Qatar is being asked to break all contact not only with terrorist groups in certain countries, but with political opposition groups. Imagine if the United States Government asked us to stop sending parliamentary groups over to meet Democrats at the time of a Republican President, or to stop going to European countries and speaking to Opposition politicians as well as those in the Government. That is effectively what the Saudis are asking for, and although some of the demands are perfectly reasonable—any allegations of state funding of terrorism anywhere must be independently investigated by an international court or tribunal—we must also say to our friends in Saudi Arabia, “Just wait a minute, you’re going a wee bit too far with this.”

Some of the rhetoric we are seeing from the Saudis and some of their allies reminds me of some of the inflammatory language that we have become far too used to in the claims and counter-claims between Israel and its Palestinian neighbours. They are not just talking about digging a ditch to physically cut off Qatar from the rest of the continent; they are talking about deliberately dumping nuclear and toxic waste on the Qatari border, where the potentially lethal impact will affect Qataris as much as—or more than—anybody else. That sounds to me like a threat of chemical and biological warfare. It might simply be rhetoric, and perhaps the claims are being made more for the consumption of the Saudi Arabian population, to convince people that their Government are standing up to Qatar, but any such threat should be dealt with by a firm response from the international community. Saudi Arabia should be asked to explain itself at the United Nations. All too often in the conflict between Israel and Palestine, once people start talking the language of atrocity the action of atrocity follows quickly afterwards.

We should call on all sides in the dispute in the Gulf to tone down their language, resort to diplomacy, and look to get some kind of agreement. We must also make it clear to Qatar that if there are credible allegations of serious crimes against international norms, whether or not the Government are directly involved, it must be open to having them investigated.

I have not personally had such discussions, although I would be perfectly happy to.

As I was saying, we should be prepared to seek independent investigations into alleged funding or support for terrorism by Qatar, but we should also seek independent international investigations into the 150-plus allegations of war crimes against Saudi Arabia. It is not good enough for the UK Government to say that we should just let the Saudis investigate themselves. Although I hear some of the optimistic noises about new trade with Qatar and other countries after we leave the European Union, I hope we can get an assurance from the Minister that if we seek to increase our trade with any country, that will be done in terms that recognise the need for improvements in human rights. Trade should not simply mean a trade in weapons that can be used for the wrong purposes, or a trade in infrastructure that benefits the wealthy royal family of Qatar at the expense of the working conditions and lives of native born Qataris and permanent or temporary migrants.

In some countries, people live in difficult situations because that country is intrinsically poor, and we have a responsibility to help lift those countries out of poverty. Qatar, however, does not have that excuse. Any poverty or poor conditions endured by anyone in Qatar are a deliberate choice by the Government of Qatar, and at times we must call them out for that and say that we expect things to improve.

I am pleased to have contributed to the debate, and I would be happy to take up any offer to meet representatives from the Governments of Qatar or Saudi Arabia, should they want to explain their countries’ policies to me and my colleagues. I hope the Minister will assure us that although a large part of Qatar’s relationship with London is about money, when it comes to the crunch it will not just be money that talks, and that the lives of people in Qatar and its neighbouring countries will be seen as being at least as important as the money that flows in from the coffers of the royal family.
