What I would say to the hon. Gentleman’s constituent, and any other constituent of any MP in this House—because this is an important issue; it is a difficult issue and we must get it right—is that anyone who needs to travel within the next week and who has waited more than three weeks through no fault of their own, will be fast-tracked for no extra cost so that they can get their passport in time. I do not want anyone to miss their holiday because of these difficulties. We have seen a 15% increase over the last week in the number of passports being processed, but we need to go faster and we need to hire more people. The Home Secretary will be updating the House on that this afternoon.

Is the Prime Minister aware of the growing sentiment that, as the publication of the Chilcot report has been so long delayed, the ancient but still existing power of Back Benchers to commence the procedure of impeachment should now be activated to bring Mr Tony Blair to account for allegedly misleading the House on the necessity of the invasion of Iraq in 2003?

I would say to my right hon. Friend and Father of the House that it is important that we see the results of the Iraq inquiry. It has had access to all of the papers, all of the officials and all of the Ministers. Frankly, if the Iraq inquiry had started when the Conservative party and indeed the Liberal Democrats suggested it, the report would have been published by now. But Opposition Members, including, incidentally, the Leader of the Opposition, voted against starting the Iraq inquiry on no fewer than four occasions.

First, let us remember which Government made sure that Jersey, Guernsey, the Isle of Man and all the others paid taxes properly—it was this one. I will tell the hon. Lady directly why I took Ayman Asfari to Kazakhstan: Petrofac is a company that employs tens of thousands of people in this country. It is investing billions in the North sea and is a major British energy company. I am proud of the fact that we fly the flag for British energy companies, so when I have finished taking them to Kazakhstan, I will be taking them to India, to China and to Malaysia. We are not embarrassed about business, industry, enterprise and jobs on this side of the House—we want more of them.

During my right hon. Friend’s friendly discussions with Chancellor Merkel, did they examine the evidence that the existence of the European single currency is a major cause of the despair now sweeping across southern Europe, threatening the democracy of Portugal, Spain and Greece?

When I meet Chancellor Merkel we often discuss the single currency. It is important, whatever one’s views about the single currency—I never want Britain to join—that we respect countries that are in the single currency and want to make it work. At the same time, I believe that there is an opportunity for Britain to argue that the European Union needs to change. We need to make this organisation one that both members of the single currency and members who are not in the single currency can be comfortable in. I think Chancellor Merkel understands that. I also think that Prime Minister Letta from Italy, whom I will be meeting straight after questions, understands that point too. That is why I think getting a better settlement for Britain is achievable, and one we can consider in a referendum by the end of 2017.

Somewhere in my briefing, I had some very complicated information about the danger of particular drugs for horses entering the food chain, and I have to say the hon. Gentleman threw me completely with that ingenious pivot. The Conservative party has always stood for people who want to work hard and get on, and I am glad that all of my—all those behind me take that very seriously indeed.

As my right hon. Friend sets forth on his pacific mission to Algeria, will he, with his great historical knowledge, bear in mind that when Louis Philippe sent his eldest son to Algeria in the 1840s on a similar venture, it took a century, massive casualties, the overthrow of the Third Republic and the genius of General de Gaulle to get the French army back out of the north African desert?

How on earth does it advantage women and children to pile them up with debt after debt that they will then have to pay back? We have been standing here for 33 minutes and all we have heard from Opposition Members is proposals for tax reductions and spending increases, about reforms they would not go ahead with, and about scrapping the changes to public sector pensions. They would take those women and children whom we are concerned about, pile them high with debt and let them live under that burden for the rest of their days.

May I hark back a month to 7 November, when, as is recorded at column 28 of that day’s Hansard, I put three suggestions to my right hon. Friend for containing the euro crisis, with which he appeared to agree? None of them, as he will have noticed, has been acted upon by the European Central Bank, so may I now express to him my belief that the alternative policy of a fiscal union will, as my hon. Friend the Member for New Forest East (Dr Lewis) has just said, pose a great threat to the liberty of Europe, because it would inevitably make Germany still more dominant? Can the Germans be persuaded to study the reason for the Boston tea party? “No taxation without representation” is the bastion of freedom.

Order. A great many right hon. and hon. Members are seeking to catch my eye, but I remind the House that there is another statement to follow and thereafter an important Second Reading debate. If I am to accommodate the level of interest, brevity in questions and answers alike is of the essence.

May I warmly congratulate my right hon. Friend on a truly impressive statement, which was both highly practical and highly moral? May I also make a micro-economic point? It is one thing—and difficult enough—to establish projects in poor countries, but the most difficult thing of all is ensuring their subsequent daily, humble maintenance. When I walked around poor villages in Africa and Asia, I often came across a tap with clean water in it—one of the greatest assets that we can provide through aid—in the middle of the village. However, very often the tap was either dripping or gushing, and when one asked why, one was told that the rubber washer was always stolen within a few days of being installed. Nobody has ever told me what subsequent use the rubber washers are put to, but if the tap does not work or runs out of water, the whole scheme collapses.

My hon. Friend said he was going to make a micro-economic point! He has great experience of such matters from his distinguished past, and he is absolutely right. Seeing assets that have been installed but are not in working order is an enormously depressing aspect of international development. Seeing empty schools in Africa that do not have children to go to them or teachers to serve them is similar to what he described. All our work is designed to achieve effective and transparent results that work not only for British taxpayers but for those we are trying to help.
