First, may I gently remind the hon. Lady that the term “hostile environment” in the Home Office was coined by Labour Ministers. It was a Labour Government policy, to the extent that it was ever a policy. I would be interested to see what she had to say about the policy at that time. She has asked me specifically about non-EU migration. What this White Paper does with the new system is achieve a much fairer view of that and a much better balance, levelling the playing field by looking at people’s skills and what they have to offer this country, rather than at their nationality.

I thank the Secretary of State for providing the assurances that he has, which will be gratefully received by my constituents. He will know, as my neighbouring MP in Bromsgrove, that the people of Worcestershire have been deeply touched by this tragedy. It has affected people up and down the country. Can he give assurance to Redditch Borough Council by telling it whether there are any actions it needs to take immediately, in the light of these latest findings?

Soon after this terrible tragedy, my Department got in touch with every council in the country, including Redditch Borough Council, to inform them of what we knew at the time and any immediate measures that they must take. Since then, councils have been kept updated as we learn more information, including the information that we have talked about today.

Two weeks ago, we issued clear guidance on what the limited combustibility test results mean and what action should be taken. As I said a moment ago, an explanatory note on the next set of tests—the so-called system tests—will be coming out shortly, and it will no doubt help Plymouth to make decisions. On funding, Plymouth should absolutely be getting on with any necessary work. If it has an affordability issue, it should approach us.

Can my right hon. Friend assure the House that the safety of tenants in the private rented sector will also be taken into account in the independent expert advisory panel and in the Government’s future actions? Tenants living in private rented homes also deserve to feel safe.

Yes, I can absolutely give my hon. Friend that assurance. The testing facilities have been made available for free to the private sector, and a number of landlords have used those facilities. The housing Minister, other Ministers and I have met many representatives from the private sector to ensure that they are fully informed and that they receive all our guidance.
