The hon. Gentleman should look at what we are doing on peatland; I have just mentioned it. There is all the work to restore peatlands, both upland and lowland, and all the work on pilot projects so that farmers can transition to new crops to grow on peatland. We have committed to banning the use of peat when parliamentary time allows.

Yes, the Minister does think that the current regulation is fit for purpose, but many tweaks and improvements are made to ensure that it is working properly. That is why, under the Environment Act 2021, powers were given to Ofwat to alter the licences, so that what it pays out reflects whether it is improving the environment. That will be a critical step forward, as will our strategic policy statement that we gave it to put tackling storm overflows and improving the environment at the top of the agenda.

Sadly, the highly pathogenic H5N1 strain of avian influenza has been confirmed this week on a poultry premises in Eden in my constituency. My thoughts and prayers are with those affected there and across the country as well. Will my right hon. Friend join me in thanking everyone on the frontline, including vets and Animal and Plant Health Agency officials, involved in tackling this crisis? Will the Government reassure farmers and producers that they are keeping the avian influenza support and compensation measures constantly under review as we navigate this crisis?

My hon. Friend gets right to the crux of the SI. If she listens, she will be pleased. This measure, brought in by the Environment Act, was something that was missing, and will make a difference.

It is important that the national Government continue to play our part in driving action that improves air quality, but it is also important that we enable local authorities to take meaningful action in their areas, such as that of my hon. Friend the Member for Dover. Our local authorities rightly have the responsibility to review and assess air quality in their areas, and to act when statutory air quality objectives are not met. Those air quality objectives are concentration limits for certain pollutants set by regulation.

The local air quality management framework already requires local authorities to declare an air quality management area where air quality objectives are exceeded. They must then set out an action plan for bringing pollution levels down in that area. That will often require working with partners. The Environment Act 2021 has already created a much more collaborative framework for air quality partners, which many different individuals and parties called for.

Does my hon. Friend agree that the statutory instrument reaffirms the importance of the Environment Act 2021 and of setting air quality targets? It reflects many of the findings of last year’s report on air quality by the Environment, Food and Rural Affairs Committee. Local authorities, public bodies and people need to strive to improve air quality, and the regulations encourage that.

I commend the Committee for that report. Air quality is the biggest threat to human health, and it often seems to get overlooked. It is by working together that we will tackle it.

The Act already requires all tiers of local government and the Environment Agency to work together, where appropriate, to meet air quality objectives and also requires them to co-operate with neighbouring authorities, because air does not stay in one place. Indeed, Dover has a lot of pollution coming over from the continent, which is a serious issue and difficult for us to control.

My hon. Friend makes such a good point. I congratulate him on his former role, and all those who have been on village hall committees. That included my husband who regaled me with many tales of what was said at the village hall committee. Our platinum jubilee village hall fund will provide for many halls the support they need to modernise, upgrade, and put in new internet and so forth. We also have a grant to support Action with Communities in Rural England to provide support for village halls across the whole country with advice, including on other sources of funding.

With adverse weather and flooding again affecting Cumbria and other areas in the north, will the Secretary of State join me in thanking everyone on the ground from the Environment Agency, local government, emergency services and volunteers? Can he reassure my constituents in Penrith and The Border that the Environment Agency will continue to have the funding and support that it needs to help, protect and support communities vulnerable to flooding?

My hon. Friend is right. There has been an amber warning in his area and we are keeping a very close eye on it. All the systems are in place through the Environment Agency; I hope he will agree that it gives a really professional service. We thank all its staff, and all the people in the area, for what they are doing. Please will he ensure that his constituents are all involved in the alert systems and have all the warnings available? It is really important to bring communities on board with us.

I have already mentioned that target of a 50% leakage reduction, but that is just one of many measures. There is a whole raft of measures, as I have just explained, that we are working towards. We have the policies in place not just to reduce leakage, but to reduce consumption in an efficient way, always being mindful of consumers’ bills and always looking after the vulnerable. On top of all that, we have our flood policy statement, which looks very closely at the whole water space—where the water comes from, where it is going, where the supply is and where the reservoirs are. The Government are absolutely on the case as far as water is concerned.
